The meeting was called to order by Mayor Boudreau at 7:10 p.m.
Present: Mayor Boudreau, Councilmembers Fiedler, Hulst, Lindquist, Quam, Ragan and
Molenaar
Absent: Councilmember Urban (excused)
Staff Present: City Attorney Rogerson, Finance Director Huschka, Community Development

• Cindy Verge, resident of Mount Vernon: spoke insupport of the public restrooms going into
Downtown Mount Vernon.
• Mr. Hyde updated Council on the clean-up process related to the fire that occurred at 521 S.

2 Street.
D. Supplement to the Downtown and Waterfront Area Capital Project Fund Budget and the Sewer
Capital Reserve Fund 2015 Budget: Ms. Huschka presented Council with a request to adopt an
ordinance to supplement the Downtown Capital Project Fund budget for construction of
downtown restrooms in the amount of $622,000 and to supplement the Sewer Capital Reserve
Fund 2015 Budget in the amount of $212,000.
Councilmember Lindquist made a motion to adopt Ordinance 3656 to
supplement the Downtown Capital Project Fund budget for construction of
downtown restrooms in the amount of $622,000 and to supplement the
Sewer Capital Reserve Fund 2015 Budget in the amount of $212,000.
Seconded by Councilmember Fiedler. Motion carried 6-0.
E. Bid Award – Downtown Riverwalk Restroom Project: Mr. Bell presented Council with a request to
award the bid for the Downtown Riverwalk Restroom Project to Axthelm Construction in the
amount of $515,082.05. Councilmember Hulst inquired if family restrooms are included in the
project. Mr. Bell stated family restrooms were not included in the design of the project.
Councilmember Ragan stated he wants to maximize the restroom area while decreasing the
storage space. The Council and Mayor discussed the merits of storage space and maximizing
restroom capacity. Modifications to the design of the project that was bid on, and change orders
were also discussed. Councilmember Lindquist offered that the storage space could be plumbed
for future expansion of restroom capacity. Councilmember Hulst discussed making a motion to
approve this contract with the understanding that staff will bring back options for additional
restrooms or a family restroom.
Councilmember Hulst made a motion to award the bid for the Downtown
Riverwalk Restroom Project to Axthelm Construction in the amount of

$515,082.05 with the understanding that Council would like to see more
stalls and see what it would look like to have a family restroom in the
project. Seconded by Councilmember Fiedler. Motion carried 6-0.
F. Bid Award – Downtown Flood Protection Project Phase 3A: Mr. Bell presented Council with a
request to award the bid for the Downtown Flood Protection Project Phase 3A to Colacurcio
Brothers, Inc. in the amount of $983,097.34.
Councilmember Fiedler made a motion to award the bid for the Downtown
Flood Protection Project Phase 3A to Colacurcio Brothers, Inc. in the
amount of $983,097.34. Seconded by Councilmember Lindquist. Motion
carried 6-0.
G. Rejection of Bids – Police Department Dog Kennel Project: Mr. Bell presented Council with a
request that all bids for the Police Department Dog Kennel Project, of which only one bid was
submitted, Axthelm Construction, Inc. in the amount of $136,197.88 be rejected. The
recommendation to reject the bid is due to the bid being considerably above the engineer’s
estimate, coupled with only one bid being received. Staff intends to bid this project later in the
year.
Councilmember Lindquist made a motion that all bids for the Police
Department Dog Kennel Project be rejected. Seconded by Councilmember
Molenaar. Motion carried 6-0.
The meeting was convened into executive session at 8:02 p.m. and was estimated to last 30
minutes.
H. Executive Session: Real Estate & potential litigation.
The meeting was reconvened at 8:32.
There being no further business the meeting was adjourned at 8:32 p.m.
