The meeting was called to order by Mayor Boudreau at 7:00 p.m.
Present: Mayor Boudreau, Councilmembers Fiedler, Hulst, Lindquist, Molenaar, Quam
Ragan and Urban.
Staff Present: Police Chief Dodd, Finance Director Huschka, City Attorney Rogerson, Recreation

Approval of Minutes
A. Approval of August 5, 2015 Study Session Minutes and August 12, 2015 Regular Council
Meeting minutes.
Councilmember Quam moved to approve the August 5, 2015
Study Session minutes. Motion seconded by Councilmember
Molenaar. Motion carried 7-0.
Councilmember Ragan moved to approve the August 12, 2015
Regular Council Meeting minutes. Motion seconded by
Councilmember Lindquist. Motion carried 7-0.
Approval of Claims and Payroll
A. Approval of August 26, 2015 claims numbered 141071 – 141072 and 141081 -
141285 in the amount of $1,078,850.28.
Councilmember Hulst moved to approve the August 26, 2015
claims numbered 141071 – 141072 and 141081 - 141285 in the
amount of $1,078,850.28. Motion seconded by Councilmember
Fiedler. Motion carried 7-0.
B. Approval of August 15, 2015 payroll checks numbered 104529 - 104583, direct deposit
checks numbered 52148 - 52352, and wire transfers numbered 531 & 532 in the amount of
$735,692.01.

• Mount Vernon resident Donna Klein commented on the noise in her neighbor from a
daycare center and school.

D. Mayor’s Report
• Mayor Boudreau noted that the 2015 REET Project is underway. West Blackburn Road is
being prepared for paving which will begin approximately September 14, 2015.
• Mayor Boudreau introduced John Sternlicht, Director of EDASC. Mr. Sternlicht briefly
explained his vision for EDASC.

• Upcoming Mayor’s coffee hours: Saturday August 29 10:00 a.m. at the Skagit Valley

Co-op at 2 floor and Friday September 4 10:oo a.m. at Fire Station 3.
E. Committee Agenda request:
• Councilmember Fiedler requests a discussion regarding taping and possibly televising
committee meetings.
• Councilmember Lindquist would like to discuss the placement of public trash cans.
NEW BUSINESS
A. Street Closure for the Kulshan Creek Neighborhood Festival: Police Chief Dodd presented a

request for authorization to close streets in the 1300 block of North 26 Street and the 2500 Block
of Kulshan Avenue to vehicular traffic on Saturday August 29, 2015 from 8:00 a.m. to 3:00 p.m.
for a Kulshan Creek Neighborhood Festival. Police Officers will be present to open the streets in
case of emergency.
Councilmember Lindquist moved to approve the street
closure as stated above. Motion seconded by
Councilmember Ragan. Motion carried 7-0.
B. Out of State Travel - Police: Police Chief Dodd presented a request to authorize the Police
Records Manager to attend the Spillman Technologies Annual User Conference in Salt Lake City,
Utah from September 29, 2015 to October 2, 2015. Spillman is the Police Department’s records
software.
Councilmember Hulst moved to approve the out of state
travel request as stated above. Motion seconded by
Councilmember Quam. Motion carried 7-0.
C. Out of State Travel - Library: Library Director Soneda presented a request to authorize a Library
staff member to attend the Northwest Interlibrary Loan and Resource Sharing Conference in
Portland, Oregon from September 10 to 11, 2015.
Councilmember Ragan moved to approve the out of state
travel request as stated above. Motion seconded by
Councilmember Molenaar. Motion carried 7-0.
D. Professional Services Agreement for Construction Management Services: Mr. Love brought forth
a request to authorize the Mayor to enter into an agreement with Reichhardt & Ebe Engineering,
Inc. to provide essential construction management services during construction of the Downtown
Flood Protection Project Phase 3A in an amount not to exceed $150,600. Services include
surveying, soil testing, geotechnical engineering and construction admiration.
Councilmember Fiedler moved to authorize the Mayor to
enter into an agreement with Reichhardt & Ebe Engineering,
Inc. for construction management services for the Downtown

Flood Protection Project Phase 3A. Motion seconded by
Councilmember Lindquist. Motion carried 7-0.
E. Skagit County EMS Evaluation Workgroup: Mayor Boudreau asked Council to pass a motion
supporting the City’s participation in the Skagit County Emergency Medical Services (EMS)
Evaluation Workgroup to explore options for better providing EMS services to the residents of
Skagit County. Councilmember Fiedler spoke about the structure of the committee and
recommends that the committee include labor groups such as fire department and paramedic
staff. EMS director Mark Raaka spoke about the purpose of the committee and the current roles
of various emergency personnel. He noted that the Cities of Anacortes, Burlington, Sedro-Wooley
and Mount Vernon and Skagit County will decide who will be invited to participate and all
meetings will be open to the public. He also reported on the testing of Basic Life Support (BLS)
and Advanced Life Support (ALS) protocol that is currently taking place in Sedro-Woolley.
Councilmember Fiedler moved to support the Skagit County
EMS Evaluation Workgroup on the condition that the
committee will include firefighters and other pertinent labor
groups. Motion seconded by Councilmember Lindquist.
Motion carried 7-0.
Councilmember Urban moved to appoint Councilmember
Ragan as the City Council representative for the EMS
Evaluation Workgroup. Motion seconded by Councilmember
Lindquist. Motion carried 7-0.
F. Interlocal Agreement with Skagit Valley College: Fire Chief Hari presented a request for Council
approval of an Interlocal Agreement with Skagit Valley College for continued use of a fire training
tower. The agreement provides for the Fire Department to have continued first right to use the
training tower after the College in exchange the Fire Department will provide specialized pumper

training and a ride-a-long program for 2 year students.
Councilmember Lindquist moved to authorize the Mayor to
enter into an Interlocal Agreement with Skagit Valley College
to continue the use of the training tower as state above.
Motion seconded by Councilmember Ragan. Motion carried
7-0.
G. Monthly Parks and Recreation Update: Ms. Brookings was present to give an update on recent
and upcoming activities in the Parks and Recreation Department. Updates were given on the
following:
• Tree work review
• Painting and clearing and cleaning projects
• Little Mountain culvert installation
• Updates were given on multiple current and upcoming projects.
• Volunteer groups, compared historical hours
• Volunteer recognition of Hal Lee and Sue Clark
• City work program update; addition of a Saturday crew
• Ray Reep Salmon Derby in September
• The Starlight Movie this Friday is Alexander and the Terrible, Horrible, No Good
Very Bad Day at Hillcrest Park
