Mount Vernon City Council Regular Meeting Minutes September 23, 2015 The meeting was called to order by Mayor Boudreau at 7:06 p.m. Present: Mayor Boudreau, Councilmembers Fiedler, Hulst, Lindquist, Molenaar, Quam Ragan and Urban. Staff Present: Public Works Director Bell, Parks Recreation Supervisor Brookings, Police Chief Dodd, Wastewater Utility Manger Duranceau, Finance Director Huschka, Senior Planner Lowell, City Attorney Rogerson, Library Director Soneda, Special Projects Administrator Stendal, Parks Operations Supervisor Weppler, Community Works Program Supervisor Wenzl. Citizens Present: 7 Approval of Minutes A. Approval of September 2, 2015 Study Session Minutes. Councilmember Fiedler moved to approve the September 2, 2015 Study Session meeting minutes. Motion seconded by Councilmember Ragan. Motion carried 7-0. B. Approval of September 9, 2015 Regular Council Meeting Minutes. Councilmember Quam moved to approve the September 9, 2015 Regular Council meeting minutes. Motion seconded by Councilmember Molenaar. Motion carried 7-0. Approval of Claims and Payroll A. Approval of September 23, 2015 claims numbered 141475 - 141674 in the amount of $806,645,73. Councilmember Hulst moved to approve the September 23, 2015 claims numbered 141475 - 141674. Motion seconded by Councilmember Lindquist. Motion carried 7-0. B. Approval of September 15, 2015 payroll checks numbered 104648 – 104700, direct deposit checks numbered 52560 - 52763, and wire transfers numbered 535 & 536 in the amount of $767107.23. Community Comments: none C. Councilmember Comments: Mount Vernon City Council September 23, 2015 Page 2 of 4 • Councilmember Fiedler asked about the status of a resolution that they wish to send to AWC soliciting their support regarding the Hidden Lakes logging issue and the amendments to State law authorizing City’s to have more control over logging within city limits. Mr. Rogerson and Ms. Lowell indicated that this resolution is in process. D. Mayor’s Report • Washington Conservation Corps had crews working in the City cleaning storm water detention ponds. Eleven ponds were cleaned to date and the crews also assisted in clean up after the recent wind storm. • A Consortium on Homeless Issues has been formed combining agencies from Skagit County, Friendship House, Skagit County Community Action Agency, Mount Vernon Chamber of Commerce and Skagit Valley Reach Center as well as Library and Police Departments. The roundtable shared plans for impacting homeless issues. • Times and locations of upcoming Mayor’s coffee were noted. E. Committee Agenda request: • Councilmember Ragan asked for a list of previous agenda requests and their status. NEW BUSINESS A. Wastewater Treatment Plant Special Recognition Award: The Wastewater Division staff was recognized for receiving the Department of Ecology’s Outstanding Performance Award for five consecutive years. This award recognizes the excellent work performed in maintaining perfect permit compliance for each year by the department staff. B. Monthly Parks and Recreation Update: Mr. Weppler was present to give an update on recent and upcoming activities in the Parks and Recreation Department. • Park Staff has put in over 160 hours associated with the cleanup following the August 29, 2015 wind storm. • Washington State Department of Natural Resources Urban Forestry Restoration Project has given the City a service grant that will result in a 6 person crew for 4 weeks working on urban forestry projects. At this time the crew is tentatively scheduled for December. This will help clear some of the backlog of forestry work that the Parks Department has. Council will receive a request for approval of this agreement at an upcoming meeting. Mr. Wenzel reported on recent activity by the Community Works Program. C. Appointment to the Mount Vernon Arts Commission: Mr. Stendal presented Council with a request for approval of the Mayor’s recommended appointment of Kevin Hartman to the Mount Vernon Arts Commission. Councilmember Urban moved to approve the appointment of Kevin Hartman to the Mount Vernon Arts Commission. Motion seconded by Councilmember Quam. Motion carried 7-0. D. Street Closure Request: Mr. Stendal presented Council with a request for approval of the closure th th of Kincaid Street between 13 and 15 Streets, beginning on Tuesday, October 13, 2015 at 6:00 p.m. and continuing until Wednesday, October 14, 2015 at 4:00 p.m. for the Skagit Regional Health Octoberfest. Councilmember Ragan moved to approve the outlined street closure. Motion seconded by Councilmember Hulst. Motion carried 7-0. E. Street Closure Request: Mr. Stendal presented Council with a request for approval of the closure st nd of 1 Street, from Division to Kincaid, and Pine, Myrtle, Gates and Montgomery from Main to 2 Mount Vernon City Council September 23, 2015 Page 3 of 4 Street, between the hours of 2:30 p.m. and 5:30 p.m. on Saturday, October 31, 2015 for the Mount Vernon Downtown Association sponsored Trick or Treat Event. Councilmember Lindquist moved to approve the outlined street closure. Motion seconded by Councilmember Urban. Motion carried 7-0. F. Parkwood Creek Final Plat, File No. LU06-087: Ms. Lowell presented a request for Council to approve a Resolution accepting the final plat for Parkwood Creek. This plat will create 11 single- family residential lots over approximately 5 acres. This site is located north of Division Street and immediately to the west of Fire Station #3, which has been renamed Twin Brooks 1. Councilmember Hulst moved to approve Resolution 894 approving the final plat for Parkwood Creek, File No. LU06- 087. Motion seconded by Councilmember Molenaar. Motion carried 7-0. G. Summerlynd Final Plat, File No. LU06-020: Ms. Lowell presented a request for Council to approve a Resolution accepting the final plat for Summerlynd. This plat will create 11 single- family residential lots over approximately 1.66 acres. This site is located on the west side of West Street, east of Britt Road and north of Vera Court. Councilmember Fiedler moved to approve Resolution 895 approving the final plat for Summerlynd. Motion seconded by Councilmember Ragan. Motion carried 7-0. H. Approval of Professional Services Contract with 7K Environmental: Ms. Lowell presented a request for Council to authorize the Mayor to enter into a professional services agreement with 7K Environmental. The contract provides for peer review for development projects and assistance to staff with the administration of the City’s adopted Critical Areas Ordinance. This would provide a staff biologist which costs are reimbursed by applicants. Councilmember Lindquist moved to authorize the Mayor to enter into a professional services agreement with 7K Environmental. Motion seconded by Councilmember Fiedler. Motion carried 7-0. I. Out of State Travel Request: Mr. Hyde presented Council with a request for authorization for Rebecca Lowell to attend the Code for America Summit in Oakland, California September 30 through October 2, 2015. This conference focuses on advancing technology and planning. Councilmember Hulst moved to authorize the out of state travel request as outlined. Motion seconded by Councilmember Quam. Motion carried 7-0. J. Supplement to REET 1 – Capital Improvement Fund 2015 Budget: Ms. Huschka presented a request for Council to approve an Ordinance authorizing the use of REET I funds for use on the downtown alley restoration project, and specifically the cost to add pigmentation to the concrete in the amount of $23,000 for the Puget Sound Energy downtown alley restoration project. Councilmember Molenaar moved to approve Ordinance 3661 authorizing the expenditure and increase to the REET 1 - Capital Improvements Fund 2015 budget in the amount of $23,000 for the downtown alley restoration project. Motion seconded by Councilmember Fiedler. Motion carried 7-0. The meeting was convened into executive session at 7:55 p.m. and was estimated to last 20 minutes. K.
