Mount Vernon City Council Regular Meeting Minutes October 28, 2015 The meeting was called to order by Mayor Boudreau at 7:00 p.m. Present: Mayor Boudreau, Councilmembers Fiedler, Hulst, Lindquist, Molenaar, Quam Ragan and Urban. Staff Present: Human Resources Director Bartlett, Parks Recreation Supervisor Brookings, Police Chief Dodd, Community and Economic Development Director Hyde, Finance Director Huschka, Assistant Public Works Director Love, City Attorney Rogerson, Library Director Soneda, Parks Operations Supervisor Weppler Citizens Present: 4 Approval of Minutes A. Approval of October 5, 2015 Special Session Minutes. Councilmember Molenaar moved to approve the October 5, 2015 Special Session meeting minutes. Motion seconded by Councilmember Quam. Motion carried 7-0. B. Approval of October 7, 2015 Study Session Minutes. Councilmember Fiedler moved to approve the October 7, 2015 Study Session minutes. Motion seconded by Councilmember Lindquist. Motion carried 7-0. C. Approval of Document Councilmember Lindquist moved to approve the document included in Council packets. Motion seconded by Councilmember Quam. Motion carried 7-0. Approval of Claims and Payroll A. Approval of October 28, 2015 claims numbered 141941 - 142119 in the amount of $1,324,570.19. Councilmember Fiedler moved to approve the October 28, 2015 claims numbered 141941 - 142119. Motion seconded by Councilmember Ragan. Motion carried 7-0. B. Approval of October 15, 2015 payroll checks numbered 104764 - 104808, direct deposit checks numbered 52967 - 53167, and wire transfers numbered 539 & 540 in the amount of $705,327.88. Councilmember Comments: • Councilmember Ragan asked for a list of public records requests that have been received by the City in the past twelve months. C. Mayor’s Report • Mayor Boudreau reported on the recent rededication of the Skagit River Jam Memorial commemorating a log jam that was cleared in 1886. • The Veterans Recognition Ceremony will be held at Mount Baker Middle School Saturday, November 7, 2015. • Times and locations of upcoming Mayor’s coffee were noted. D. Committee Agenda request: • Councilmember Fiedler asked for a discussion on detention pond maintenance. • Councilmember Ragan asked for a report regarding ambulance calls. NEW BUSINESS A. Street Closure Request – Christmas Parade and Tree Lighting Ceremony: Mr. Rogerson presented Council with a request for approval of the Mount Vernon Downtown Association st request to close 1 Street, from Division to Kincaid, Cleveland Avenue, from Kincaid to the north st side of Milwaukee, Snoqualmie, from 1 to Cleveland Ave., and Pine, Myrtle, Gates and nd Montgomery Streets, from Main to 2 Street, during the hours of 1:30 p.m. to 6:30 p.m. on Sunday, December 6, 2015 for the Mount Vernon Downtown Association sponsored Christmas Parade and Tree Lighting Ceremony in Pine Square Plaza. Councilmember Molenaar is sponsoring two showings of “Home Alone” to run before and after the parade. Councilmember Urban moved to approve the outlined streets closures for the Christmas Parade and Tree Lighting Ceremony. Motion seconded by Councilmember Lindquist. Motion carried 7-0. B. Approval of Property Acquisition Services Agreement: Mr. Rogerson presented Council with a request to authorize the Mayor to execute an agreement with Abeyta & Associates for property acquisition services relative to the potential of purchasing property rights at 1005 W Hazel Street {P28975} and a vacant lot on S 1st Street identified as Parcel No. 28974 in the amount not to exceed $35,015. This amount does include appraisal services. Councilmember Fiedler moved to authorize the Mayor to enter into an agreement with Abeyta & Associates for property acquisition services. Motion seconded by Councilmember Ragan. Motion carried 7-0. C. Open Record Public Hearing – Moratorium on Medical Cannabis Collective Gardens and Group Cooperatives: Mr. Rogerson presented Council with a proposed ordinance that would continue the moratorium imposed by Ordinance 3659 including a proposed work plan effective for one year after the date of adoption of the Ordinance, or at the time that the City’s comprehensive review and possible amendment/adoption of regulations have been completed, whichever is sooner. Mayor Boudreau opened the public records hearing. There being no comment Mayor Boudreau closed the public hearing. Councilmember Urban moved to approve Ordinance 3664 continuing the interim land use regulations adopted with Ordinance 3659. Motion seconded by Councilmember Fiedler. Mount Vernon Downtown Association Update: Mr. Rogerson introduced Mount Vernon Downtown Association Executive Director Ellen Gamson who gave an update on that organization’s activities. These activities included “First Thursday Art Walks”, downtown resource workshops for businesses, weekend special events in June, sponsorship of the Riverwalk concerts, and the Harvest Moon Festival. Ms. Gamson recognized the work of the volunteers that make these events possible. There have been new businesses opened in the last quarter and at least three more will be opening soon. E. Monthly Parks and Recreation Update: Ms. Brookings updated Council on recreation activities. • These activities included a “Monster Mash” dance at LaVenture Middle School on October 16, 2015 that was very successful. • Upcoming events include Breakfast with Santa and working with the Downtown Association on the Christmas Parade. • The department has been working on securing sponsorships for programs and events scheduled in 2016. Mr. Weppler was present to give an update on recent and upcoming work done by the Parks operations division. • Riverwalk Restroom construction is underway. • Williams Way & Kulshan connector trail is complete. Draper Valley is going to adopt this trail. • Sherman Anderson field work is in process. • Urban Forestry work is underway. • Winterizing activities will be taking place over the next few months. F. Employee Health Care Provider Change: Ms. Bartlett presented Council with a request for authorization for the Mayor to enter into an agreement with Employer’s Healthcare Coalition of Washington to provide healthcare insurance to City of Mount Vernon employees, effective January 1, 2016. A change to this healthcare provider will result in an 8.66% savings compared to the current providers 2016 rates. Councilmember Urban moved to authorize the Mayor to enter into an agreement with Employer’s Healthcare Coalition of Washington. Motion seconded by Councilmember Molenaar. Motion carried 7-0. G. Bid Award – Police Department Dog Kennel: Mr. Love presented Council with a request for authorization for the Mayor to enter into an agreement with Danneko Construction of Kirkland, WA for the construction of a new kennel facility at the Police-Court Campus. Six bids were received for this project with Danneko Construction submitting the low bid of $96,304.60. Councilmember Lindquist moved to authorize the Mayor to enter into an agreement with Danneko Construction for kennel construction. Motion seconded by Councilmember Quam. Motion carried 7-0. H. Budget Amendment: Ms. Huschka presented a request for a budget amendment to the Reet I Capital Improvements Fund that would increase the capital budget by $130,000 for the previously approved dog kennel facility. Councilmember Fielder moved to approve Ordinance 3665 increasing the 2015 Reet I Capital Improvements Fund budget by $130,000 for construction of a dog kennel facility. Motion seconded by Councilmember Quam. Motion carried 7-0 I. Interlocal Agreement with Skagit County for Library Services: Mr. Soneda presented Council with a request to authorize the Mayor to enter into an interlocal agreement with Skagit County for Mount Vernon City Council October 28, 2015 Page 4 of 4 library services to County residents. Skagit County will provide funding in the amount of $14,561 for those services. Councilmember Lindquist moved to authorize the Mayor to enter into an interlocal agreement with Skagit County as outlined. Motion seconded by Councilmember Ragan. Motion carried 7-0. The meeting was convened into executive session at 8:08 p.m. and was estimated to last 60 minutes. J. Executive Session: Real Estate and Potential Litigation. The meeting was reconvened at 9:00 pm.
