November 10, 2015
The meeting was called to order by Mayor Boudreau at 7:00 p.m.
Present: Mayor Boudreau, Councilmembers Fiedler, Hulst, Lindquist, Molenaar, Quam and
Urban.
Excused: Councilmember Ragan
Staff Present: Public Works Director Bell, Police Chief Dodd, Finance Director Huschka, City
Attorney Rogerson, Library Director Soneda, Special Projects Administrator
Stendal, Parks Operations Supervisor Weppler, Community Works Program
Supervisor Wenzl.

Approval of Minutes
A. Approval of October 14, 2015 Regular Council Meeting Minutes.
Councilmember Urban moved to approve the October 14,
2015 Regular Council meeting minutes. Motion seconded by
Councilmember Lindquist. Motion carried 6-0.
B. Approval of October 28, 2015 Regular Council Meeting Minutes.
Councilmember Urban moved to approve the October 28,
2015 Regular Council meeting minutes. Motion seconded by
Councilmember Lindquist. Motion carried 6-0.
Approval of Claims and Payroll
A. Approval of November 10, 2015 claims numbered 142121, 142135-142136, 142170-
142362 in the amount of $1,417,045.05.
Councilmember Hulst moved to approve the November 10,
2015 claims numbered 142121, 142135-142136, 142170-142362
in the amount of $1,417,045.05. Motion seconded by
Councilmember Quam. Motion carried 6-0.
B. Approval of October 30, 2015 payroll checks numbered 104809-104861, direct deposit
checks numbered 53168-53372, and wire transfers numbered 541 & 542 in the amount of
$937,113.38.
Councilmember Molenaar moved to approve the October 30,
2015 payroll checks numbered 104809-104861, direct deposit
checks numbered 53168-53372, and wire transfers numbered
541 & 542 in the amount of $937,113.38. Motion seconded by
Councilmember Fiedler. Motion carried 6-0.

D. Mayor’s Report
• Thanked businesses and other local sponsors for participation of the City Veterans
Recognition Ceremony.
• Times and locations of upcoming Mayor’s coffee were noted.

NEW BUSINESS
A. Agreement- Community Action Agency of Skagit County: Mr. Stendal presented a request to
authorize the Mayor to enter into an agreement with Community Action Agency of Skagit County
for Community Development Block Grant (CDBG) funding relative to Public Services in the
amount of $45,017.
Councilmember Lindquist moved to authorize the Mayor to
enter into an agreement with Community Action Agency.
Motion seconded by Councilmember Urban. Motion carried
6-0.
B. Agreement- Home Trust of Skagit: Mr. Stendal presented a request to authorize the Mayor to
enter into an agreement with Home Trust of Skagit for Community Development Block Grant
(CDBG) funding to support home purchase activities for eligible low and moderate income
individuals, families and households in the not to exceed amount of $100,000.
Councilmember Hulst moved to authorize the Mayor to enter
into an agreement with Skagit Home Trust. Motion seconded
by Councilmember Urban. Motion carried 6-0.
C. Agreement- Catholic Housing Services: Mr. Stendal presented a request to authorize the Mayor
to enter into an agreement with Archdiocesan Housing Authority, dba Catholic Housing Services
for Community Development Block Grant (CDBG) funding for assistant in rehabilitation of its La
Casa Del Padre Miguel low income apartments in the not to exceed amount of $41,000.
Councilmember Urban moved to authorize the Mayor to enter
into an agreement with Catholic Housing Services. Motion
seconded by Councilmember Molenaar. Motion carried 6-0.
D. Executive Session: Real Estate and Potential Litigation estimated to last 5 minutes
The meeting was reconvened at 7:23 pm.
There being no further business the meeting was adjourned at 7:23 p.m.

MOUNT VERNON CITY COUNCIL
PLEASE TAKE NOTICE that the Mount Vernon City Council meeting regularly scheduled
for Wednesday, November 11, 2015 has been moved to Tuesday, November 10, 2015 at 7:00
p.m. due to the Veterans Day Holiday. The Public Works Committee meeting regularly scheduled
for Wednesday at 6:00 p.m. has also been moved to Tuesday, November 10, 2015 at 6:00 p.m.
The meetings will be held in the Council / Municipal Court Room at the Police/Court Campus,
1805 Continental Place. The public is encourage to attend.
