The meeting was called to order by Mayor Boudreau at 7:00 p.m.
Present: Mayor Boudreau, Councilmembers Fiedler, Hulst, Lindquist, Molenaar,
Ragan and Urban
Absent: Councilmember Quam (excused)
Staff Present: Police Chief Dodd, Community and Economic Development Department

NEW BUSINESS
A. Committee Report : Committee of the Whole, for details please see committee minutes
B. Councilmember Comments
• Councilmember Hulst presented a plaque to Councilmember Urban in
recognition of his years of service to the citizens of Mount Vernon.
C. Mount Vernon’s Economic Profile Report: Mr. Hyde introduced WWU Center for Economic
Research Director Dr. Hart Hodges and Assistant Director James McCafferty who reported
on the data that they are compiling on Mount Vernon’s economic profile. This data will be
used during the development of the Comprehensive Plan. The Center will take guidance
from the Council on what items they would like to have contained in the final document.
D. Mount Vernon Chamber of Commerce: Mayor Boudreau introduced Mount Vernon
Chamber of Commerce President /CEO Andrew Mayer who presented an update on the
Chamber’s activities. The Chamber’s vision is to foster economic prosperity in the region.
E. Interlocal Agreement to Continue the Community Marketing Campaign: Mr. Hyde presented
a request for Council to authorize the Mayor to enter into a three year interlocal agreement
to establish a consortium to provide collaborative marketing services. The members of this
group consist of the City of Mount Vernon, Mount Vernon Chamber of Commerce, Public
Hospital District No. 1, Mount Vernon School District, Skagit Valley College and the Port of
Skagit County. The City’s financial obligation for the first year of the agreement will be
$30,000 of the $67,500 total.
Councilmember Lindquist moved to authorize the Mayor
to enter into an interlocal agreement with the above
outlined entities. Motion seconded by Councilmember
Ragan. Motion carried 6-0.

F. Extension of Preliminary Plat Approval for Montreaux, Phase II, PUD: Ms. Lowell presented
a request for approval of a request to extend the preliminary plat approval for the second
phase of the Montreaux PUD. The subject site is located on the west side of Waugh Road
between Eaglemont and East Broadway Street. The property owner is Winward Real Estate
Services, Inc. that is managed by Jim Tosti. This extension would provide an additional
three years for this plat.
Mayor Boudreau opened the public hearing.
There being no comment Mayor Boudreau closed the public hearing.
Councilmember Molenaar moved to approve Resolution
899 extending the preliminary plat approval for
Montreaux, Phase II, PUD. Motion seconded by
Councilmember Hulst. Motion carried 6-0.
G. Extension of Preliminary Plat Approval for Cedar Heights II PUD: Ms. Lowell presented a
request for approval of a request to extend the preliminary plat approval for the Cedar
Heights II PUD that has been renamed Woodside. The subject site is located on the south
side of Division Street between Dallas Street and Burlingame Road. The property owner is
CH Creek, LLC that is managed by Kendra Decker and Brian Gentry. This development will
be restricted to those 55 an older.
Mayor Boudreau opened the public hearing.
• Brian Gentry, developer, came forward to urge Council to approve this plat
extension.
There being no further comment Mayor Boudreau closed the public hearing.
Councilmember Hulst moved to approve Resolution 900
extending the preliminary plat approval for Cedar Heights
II PUD. Motion seconded by Councilmember Lindquist.
Motion carried 6-0.
H. Bid Award – Legal Publishing: Ms. Huschka presented a request for Council to
authorize the Mayor to enter into an agreement with the Skagit Valley Herald for the
years 2016 and 2017 legal publishing services.
Councilmember Urban moved to authorize the Mayor to
enter into an agreement with Skagit Valley Herald for the
2016-2017 legal publishing services. Motion seconded
by Councilmember Ragan. Motion carried 6-0.
I. Bid Award – Fire and Police Departments Laundry and Dry Cleaning: Ms. Huschka
presented a request for Council to authorize the Mayor to enter into an agreement with
Modern Cleaners for the years 2016 - 2017 Fire and Police Departments’ laundry and
dry cleaning services.
Councilmember Fiedler moved to authorize the Mayor to
enter into an agreement with Modern Cleaners for the
2016-2017 laundry services. Motion seconded by
Councilmember Urban. Motion carried 6-0.
J. Supplement to the 2015 City Street Fund and REET II-Streets Fund Budgets: Ms.
Huschka presented a request for Council to approve an ordinance supplementing the

City Street Fund and REET II-Streets Fund 2015 budgets for streets and transportation
related work.
Councilmember Urban moved to approve Ordinance 3672
supplementing the 2015 City Street Fund and REET II
Streets Fund budgets. Motion seconded by
Councilmember Lindquist. Motion carried 6-0.
K. Lease Agreement with Meridian Aggregates: Mr. Rogerson presented a request for
Council to authorize the Mayor to enter into an agreement with Meridian Aggregates to
extend the current lease by one additional year. Councilmembers asked Mr. Rogerson to
make the extension for six months instead of a year.
Councilmember Fiedler moved to authorize the Mayor to
enter into an agreement with Meridian Aggregates to
extend the current lease by six months. Motion
seconded by Councilmember Ragan. Motion carried 6-0.
L. December 23, 2015 Regular City Council meeting.
Councilmember Lindquist moved to cancel the December
23, 2015 City Council Meeting. Motion seconded by
Councilmember Molenaar. Motion carried 6-0.
The meeting was convened into executive session at 9:02 p.m. and was estimated to
last 45 minutes.

The meeting was reconvened at 9:50 p.m.
There being no further business the meeting was adjourned at 9:50 p.m.

NOTICE OF SPECIAL MEETING
Committee of the Whole Meeting
Joint Mount Vernon City Council/Mount Vernon School District Board Meeting
PLEASE TAKE NOTICE that the Mount Vernon City Council will be holding a
Committee of the Whole meeting which will be a joint meeting of the City Council and the
Mount Vernon School District Board on Wednesday, December 16, 2015 at 6:00 P.M.
The meeting will be held in the Multi-Purpose Room of the Police/Court Campus, 1805
Continental Place, Mount Vernon. The purpose of the meeting is to discuss current and
future capital needs of the School District and is further described in the attached agenda.
The regularly scheduled Economic Development Committee meeting has been cancelled.
The City Council Study Session regularly scheduled to begin at 7:00 p.m. will instead
begin at 7:30 p.m.
