Mount Vernon City Council Study Session February 17, 2016 The meeting was called to order by Mayor Boudreau at 7:00 p.m. Present: Mayor Boudreau, Councilmembers Fiedler, Hudson, Hulst, Molenaar, Quam and Ragan Absent: Councilmember Lindquist Staff Present: Police Chief Dodd, Community Development Director Hyde, Senior Planner Lowell, City Attorney Rogerson, Fire Chief Hari Citizens Present: 2 A. Committee Report : Public Safety Committee, for details see committee minutes. B. Community Comments: none C. Briefing on Comprehensive Plan Update Process and Progress: Ms. Lowell presented an overview of the Comprehensive Plan including the purpose, policies and regulations mandated by the Growth Management Act (GMA). The plan is updated every eight years and contains a 20 year horizon; the current plan is for the period 2016-2036. Elements considered are: Land use, utilities, transportation, housing, economic development and parks. Ms. Lowell then addressed affordable housing including the examples of income to housing ratios, area median income and GMA requirements and density issues. She further reviewed how job growth ties to the Comprehensive Plan and the City’s responsibility to provide local jobs in relation to population and housing. The meeting was convened into Executive Session at 8:22 pm and was estimated to last 15 minutes. D. Executive Session: Pending litigation, real estate purchase and personnel. The executive session as extended for an additional 10 minutes. The meeting was reconvened at 8:47 pm.
