Mount Vernon City Council Committee of the Whole Transportation Open House Minutes March 30, 2016 Present: City of Mount Vernon: Mayor Boudreau, Councilmembers Fiedler, Hudson, Hulst, Lindquist, Molenaar, Quam, and Ragan Staff Present: Finance Director Huschka, Public Works Director Bell, Assistant Public Works Director Love, Project Development Manager Donovan, Fire Chief Hari. 1. Open House: Staff members were on hand to speak with citizens regarding various aspects of the City’s transportation systems and funding options. 2. Mayor Boudreau welcomed the public and explained why the City is holding this transportation open house. We want to share information with the public regarding our roads and transportation system. 3. Mr. Bell presented background information on the current transportation systems in the City. He specifically addressed the current level of investment that the City dedicates to our transportation system with a focus on preservation and maintenance of our system, and suggests that the level of investment should be increased. 4. Ms. Huschka explained what Transportation Benefit Districts (TBD) are and reviewed the various revenue options that can be considered once a TBD is formed, and what revenues could be generated in the City of Mount Vernon. She also provided statistics on cities in the State of Washington that have formed TBD’s and the revenue options that have been imposed. 5. Mr. Bell further explained what the City can accomplish with varying levels of additional revenue support. 6. The City Council and community attendees asked questions of the panel, to better understand the funding mechanism and other specifics. 7.
