Mount Vernon City Council Regular Meeting Minutes September 14, 2016 The meeting was called to order by Mayor Boudreau at 7:00 p.m. Present: Councilmembers Fiedler, Hudson, Hulst, Lindquist, Molenaar, Quam, and Ragan Absent: None Staff Present: Public Works Director Bell, Parks and Enrichment Services Director King, Surface Water Manager Chesterfield, Police Chief Dodd, Project Development Manager Donovan, Finance Director Huschka, Senior Planner Lowell, Library Director Soneda, City Attorney Rogerson Citizens Present: 6 Approval of Minutes A. Approval of August 17, 2016 Study Session Minutes. Councilmember Hulst moved to approve the August 17, 2016 Study Session Minutes. Motion seconded by Councilmember Quam. Motion carried 7-0. B. Approval of August 24, 2016 Regular Council Meeting Minutes. Councilmember Hudson moved to approve the August 24, 2016 Regular Council Meeting Minutes. Motion seconded by Councilmember Ragan. Motion carried 7-0. Approval of Claims and Payroll A. Approval of September 14, 2016 claims numbered 146304-146313 and 146323-146530 in the amount of $1,432,093.34. Councilmember Fiedler moved to approve the September 14, 2016 claims numbered 146304-146313 and 146323-146530 in the amount of $1,432,093.34. Motion seconded by Councilmember Lindquist. Motion carried 7-0. B. Approval of August 31, 2016 payroll checks numbered 105958-106026, direct deposit checks numbered 57243-57454 and wire transfers numbered 581 & 582 in the amount of $961,629.92. Motion seconded by Councilmember Quam. Motion carried 7-0. REPORTS A. Committee Reports:  Public Works – for details see Committee minutes  Public Safety- for details see Committee minutes B. Community Comments:  Liz McNette from Mount Vernon spoke about the 2016 Bicycle & Pedestrian Counts event happening September 27-29, 2016 and gave details on how to participate. Mount Vernon City Council September 14, 2016 Page 2 of 3  Scott Correa from Mount Vernon would like the Council and the Mayor to put out a notice to the public that explains when the flag should be lowered to half-mast and how to display it properly.  Bruce Lisser with the Housing Authority read aloud a distributed letter to the Council and Mayor regarding the comp plan update. C. Councilmember Comments:  Councilmember Fiedler thanked the Engineering department for taking care of the pond on Division Street.  Councilmember Ragan updated Council and public on discussions had at the law and justice meeting. They are working on a concept for a re-entry program for the inmates before they are put back out onto the streets. D. Mayor’s Report  None E. Committee Agenda Request:  Councilmember Ragan would like to be updated on the L&I claims for the City and would like a report of an audit of the police department evidence room. NEW BUSINESS A. Public Hearing- Remaining Portions of the Comprehensive Plan: Ms. Lowell presented Council with the last few items to review and make recommendations on. These items include the introduction of the comprehensive plan and the housing element narrative. Mayor Boudreau opened the Public Hearing. Hearing no comments Mayor Boudreau closed the Public Hearing. Councilmember Fiedler moved to approve Ordinance 3690 for the introduction of the comprehensive plan and the housing element narrative and to adopt by reference Resolutions 914, 915 and 917. Motion seconded by Councilmember Lindquist. Motion carried 7-0. B. Puget Sound Energy Customer Outreach Campaign in Mount Vernon: Mr. Donovan introduced Walt Blackford from Puget Sound Energy. He informed Council about PSE’s customer outreach campaign in Mount Vernon. It will take place October 10-20, 2016. This initiative includes a door to door component to present customers with a free LED bulb and to provide information about selected PSE programs that help customers increase energy efficiency, reduce bills and manage their accounts online. C. Bid Award- Suzanne Lane Sewer Repair Project: Mr. Bell presented Council with a recommendation to award the bid for the Suzanne Lane Sewer Repair Project to Northsound Utility Construction, Inc. in the amount of $44,268.00. Councilmember Quam moved to award the bid for the Suzanne Lane Sewer Repair Project to Northsound Utility Construction, Inc in the amount of $44,268.00. Motion seconded by Councilmember Molenaar. Motion carried 7-0. D. Library Update Presentation: Mr. Soneda presented Council with an update on recent and upcoming activities at the Library. Ordinance to Permanently Extend the Exemption of Sewer Connection Fees for Certain Property Owners: Ms. Huschka presented Council with a request to adopt an ordinance that would permanently extend the exemption of sewer connection fees for properties within the City limits, developed prior to February 1, 2005 with on-site sewage systems. Councilmember Hulst moved to approve Ordinance 3691 to permanently extend the exemption of sewer connection fees to properties within the City limits, developed prior to February 1, 2005. Motion seconded by Councilmember Fiedler. Motion carried 7-0. F. Executive Session: Potential litigation and real estate The meeting was convened into executive session at 7:58 p.m. and was estimated to last 15 minutes.
