Mount Vernon City Council Regular Meeting Minutes February 22, 2017 The meeting was called to order by Mayor Boudreau at 7:00 p.m. Present: Councilmembers Fiedler, Hudson, Hulst, Lindquist, Molenaar, Quam and Ragan Staff Present: Human Resources Director Bartlett, Fire Chief Bryce, Police Chief Dodd, Project Development Manager Donovan, Parks and Enrichment Services Director King, Assistant Public Works Director Love, Senior Planner Lowell, Equipment Maintenance Supervisor Owens, Development Services Director Phillips, City Attorney Rogerson, Finance Director Volesky and Parks Manager Weppler Citizens Present: 9 Approval of Minutes A. Approval of February 1, 2017 Study Session Minutes. Councilmember Lindquist moved to approve the February 1, 2017 Study Session Meeting minutes. Motion seconded by Councilmember Quam. Motion carried 7-0. B. Approval of February 8, 2017 Regular Council Meeting Minutes. Councilmember Molenaar moved to approve the February 8, 2017 Regular Council Meeting minutes. Motion seconded by Councilmember Hudson. Motion carried 7-0. Approval of Claims and Payroll A. Approval of February 22, 2017 claims numbered 148474 - 148475 and 148481 - 148654 in the amount of $770,725.23. Councilmember Ragan moved to approve the February 22, 2017 claims numbered 148474 - 148475 and 148481 - 148654 in the amount of $770,725.23. Motion seconded by Councilmember Fiedler. Motion carried 7-0. B. Approval of February 15, 2017 payroll checks numbered 106573 - 106617, direct deposit checks numbered 59471 - 59669, and wire transfers numbered 603 - 604 in the amount of $734,109.79. Motion seconded by Councilmember Lindquist. Motion carried 7-0. REPORTS A. Committee Reports: • Finance Committee – for details see Committee minutes. B. Mayor’s Report • Mayor Boudreau showed a schematic of a roundabout at Waugh and Division. This will include new sidewalks and ADA compliant accesses. Mount Vernon City Council February 22, 2017 Page 2 of 3 • Mayor Boudreau reported that Officer Mike McClaughry, who was shot in the line of duty, was welcomed home on February 14, 2017. • Times and places of upcoming Mayor’s Coffee Hours were reviewed. NEW BUSINESS A. Closed Record Public hearing – Mount Vernon School District’s Master Plan for East Division Elementary School, PL16-120: Ms. Lowell presented background information regarding the Mount Vernon School District’s (MVSD) East Division Street Master Plan. The MVSD plans to construct a new 80,000 square foot elementary school and associated facilities at East Division Street near Monarch Blvd. The school district will be widening East Division Street and installing sidewalks from Skagit Highland Parkway and creating a new public road to provide transition to the parking areas and bus routes within the site. The Hearing Examiner has recommended approval of the Master Plan. Mayor Boudreau opened the closed record public hearing. There being no comment Mayor Boudreau closed the public hearing. Councilmember Hulst moved to approve Resolution 927 approving the Mount Vernon School District’s Master Plan for East Division Street School, PL16-120. Motion seconded by Councilmember Molenaar. Motion carried 7-0. B. Approval to Purchase Vehicle: Mr. Owens presented Council with a request for authorization to purchase a Tahoe for the Fire Department. The cost is $54,480 and is included in the 2017 budget. Councilmember Fiedler moved to authorize the purchase of one Tahoe for the Fire Department. Motion seconded by Councilmember Quam. Motion carried 7-0. C. Parks and Recreation Update: Mr. King gave the Mayor and Council an update on the Parks and Recreation Department. A review of the department’s Recreation Division was provided. The th Recreation Division is responsible for the various programs like Children’s Arts Festival and 4 of July Fireworks. This division is also the volunteer coordinating center as well as acting as the director for the part time children’s program staff. Professional growth, quality of life and enrichment services are the guiding principles of the Parks Department. D. Ratification of Teamsters Collective Bargaining Agreement: Ms. Bartlett presented Council with a request for authorization for the Mayor to sign the Teamster’s Collective Bargaining Agreement for 2017-2019. The union has ratified the contract. Councilmember Fiedler moved to authorize the Mayor sign the collective bargaining agreement with the Teamsters Union. Motion seconded by Councilmember Lindquist. Motion carried 7-0. E. Supplement to the 2017 Budget: Mr. Volesky presented a request for Council to amend the 2017 budget by $36,000 for the purchase of Web extension software along with associated training and consulting services for upgrading the Eden financial software. Councilmember Ragan moved to adopt Ordinance 3708 amending the 2017 budget by $36,000 for the purchase of software and consulting services. Motion seconded by Councilmember Fielder. Motion carried 7-0. F. On-Call Materials Testing Services: Mr. Love presented a request for Council to authorize the Mayor to enter into an agreement with Materials Testing & Consulting, Inc. of Burlington for the 2017 materials testing services for earthwork and paving processes associated with street repairs and improvements. Mount Vernon City Council February 22, 2017 Page 3 of 3 Councilmember Lindquist moved to authorize the Mayor to enter into an agreement with Materials Testing & Consulting, Inc for 2017 testing services for an amount not to exceed $10,000. Motion seconded by Councilmember Quam. Motion carried 7-0. G. Safe Routes to School Grant Supplement No. 2: Mr. Love presented a request for Council to authorize the Mayor to execute Supplement No. 2 of the Local Agency Agreement with the Washington State Department of Transportation (WSDOT) for the construction of the Laventure and Section Streets intersection signal project obligating the remaining $237,000 in funding for this project. Councilmember Hulst moved to authorize the Mayor to execute supplement No. 2 of the Local Agency Agreement with the Washington State Department of Transportation for $237,000 in grant funding. Motion seconded by Councilmember Hudson. Motion carried 7-0. H. 2017 Turf, Right-of-Ways and Planter Bed Maintenance Contract: Mr. Weppler presented Council with a request to authorize the Mayor to enter into an agreement with Superior Maintenance Solutions for $53,555.17 for the 2017 maintenance contract for mowing areas within the City. This contract includes a two year extension option. Councilmember Molenaar moved to authorize the Mayor to enter into an agreement with Superior Maintenance Solutions for 2017 Turf, right-of-Ways & Planter Bed Maintenance. Motion seconded by Councilmember Fiedler. Motion carried 7-0. The meeting was convened into executive session at 8:03 p.m. and was estimated to last 15 minutes. I.
