Mount Vernon City Council Study Session Minutes December 19, 2018 The meeting was called to order by Mayor Boudreau at 7:01 p.m. Present: Councilmembers Beaton, Brocksmith, Carías, Hudson, Hulst, Lindquist and Molenaar Staff Present: Development Services Director Phillips, City Attorney Rogerson and Finance Director Volesky, Library Director Huffman, Project Development Manager Donovan, Fire Chief Brice Citizens Present: 25 A. Re-Appointment of Adair Orr to the Planning Commission: Mr. Phillips presented Council with a request to re-appoint Adair Orr to the Planning Commission. Councilmember Brocksmith moved to re-appoint Adair Orr to the Planning Commission. Motion seconded by Councilmember Beaton. Motion carried 7-0. B. Re-Appointment of Katy Armagost to the Library Board: Mr. Huffman presented Council with a request to re-appoint Katy Armagost to the Library Board. Councilmember Lindquist moved to re-appoint Katy Armagost to the Library Board. Motion seconded by Councilmember Molenaar. Motion carried 7-0. C. Re-Appointment of Susan Wells Hall and Esther McLatchy to the Mount Vernon Arts Commission: Mr. King presented Council with a request to re-appoint Susan Wells Hall and Esther McLatchy to the Mount Vernon Arts Commission. Councilmember Hudson moved to re-appoint Susan Wells Hall and Esther McLatchy to the Mount Vernon Arts Commission. Motion seconded by Councilmember Lindquist. Motion carried 7-0. D. Open Record Public Hearing – Adoption of New School Impact Fees for the Mount Vernon School District: Ms. Lowell presented Council with information regarding the new school impact fees requested by Mount Vernon School District. Mayor Boudreau opened the public hearing.  Dr. Robert Coffey, President of Mount Vernon School Board: asked that the Council reconsider the proposed fee.  Denise Stiffarm, Attorney for MVSD: spoke about multi-family housing and 55+ housings impact on the school district. There being no further comments Mayor Boudreau closed the public hearing. Councilmember Lindquist moved to adopt Ordinance 3772- with Option 1. Motion seconded by Councilmember Molenaar. Open Record Public Hearing – Adoption of Updated and New Design Standards: Ms. Lowell presented Council with information regarding the updated and new design standards. Mayor Boudreau opened the public hearing.  Christian Carlson, Mount Vernon- spoke in favor of the updated and new design standards. There being no further comments Mayor Boudreau closed the public hearing. Councilmember Molenaar moved to adopt Ordinance 3773- Updated and New Design Standards. Motion seconded by Councilmember Beaton. Motion carried 7-0. F. Extension of Agreement with the Port of Skagit: Mr. Rogerson presented Council with a request to authorize the Mayor to enter into a fiber management agreement with the Port of Skagit to extend the term date an additional six months. Councilmember Hulst moved to authorize the Mayor to enter into a fiber management agreement with the Port of Skagit. Motion seconded by Councilmember Hudson. Motion carried 7-0. G. Request for Approval to Purchase Police Vehicles and Tilt Trailer: Mr. Volesky presented Council with a request to authorize the purchase of four 2020 Police Interceptor Utility AWD vehicles and one tilt trailer for the Street Department. Funding has been approved by Council and is included in the 2019 Equipment Replacement and Reserve Budget. Councilmember Beaton moved to authorize the purchase of four 2020 Police Interceptor Utility AWD vehicles and one tilt trailer for the Street Department. Motion seconded by Councilmember Lindquist. Motion carried 7-0. H. Bond for Fire Facilities: Chief Brice presented Council with a request to adopt an ordinance to place a bond for fire facilities on the April 2019 ballot. Councilmember Hulst moved to adopt Ordinance 3774 to place a bond for fire facilities on the April 2019 ballot. Motion seconded by Councilmember Hudson. Motion carried 7-0. Mayor Boudreau called a recess of the Study Session at 8:38 pm Mayor Boudreau called the Study Session back to order at 8:43 pm I. Demonstration of SmartGov Program: Mr. Phillips presented the Mayor and Council with a demonstration of the new SmartGov program. Councilmember Brocksmith moved to cancel the December 26 Council Meeting. Motion seconded by Councilmember Hulst. Motion carried 7-0. The meeting was convened into executive session at 8:53 p.m. and was estimated to last 20 minutes. J. Executive Session: Qualifications of a candidate for appointment to office and potential litigation. Mr. Rogerson extended the executive session an additional 10 minutes. The meeting was called back into order at 9:22 p.m. Mount Vernon City Council December 19, 2018 Page 3 of 3 K. Proposed Settlement Agreement- Hansel Mitzel, LLC: Mr. Rogerson presented Council with an agreement for the proposed settlement of impact fees owed by the developer that were previously paid. The agreement was that the developer will pay 50% of the impact fees. Councilmember Molenaar moved to approve the settlement agreement with Hansel Mitzel, LLC. Motion seconded by Councilmember Hulst. Motion carried 7-0. L. Approval of New Councilmember for Ward 1: Four interviews were conducted for this position. After discussion the unanimous choice by Council was Erin Moberg. She will serve until the next general election when the Ward 1 position will be placed on the ballot. Councilmember Lindquist moved to approve Erin Moberg as the new Councilmember for Ward 1. Seconded by Councilmember Carías. Motion carried 7-0.
