Mount Vernon City Council Regular Meeting Minutes January 9, 2019 The meeting was called to order by Mayor Boudreau at 7:00 p.m. Present: Councilmembers Beaton, Brocksmith, Carías, Hudson, Hulst, Moberg and Molenaar Staff Present: Human Resources Director Bartlett, Public Works Director Bell, Assistant Public Works Director Love, Police Chief Dodd, Development Services Director Phillips, Finance Director Volesky, Library Director Huffman, Parks Supervisor Weppler, Solid Waste Manager Hanson, Equipment Manager Owens and City Attorney Rogerson Citizens Present: 5 APPROVAL OF MINUTES A. Approval of December 19, 2018 Study Session Minutes. E. Approval of Agreement No. 3705 Councilmember Hulst moved to approve the minutes and Agreement No. 3705. Motion seconded by Councilmember Hudson. Motion carried 7-0. APPROVAL OF CLAIMS AND PAYROLL A. Approval of December 20, 2018 payroll checks numbered 108861-108891, direct deposit checks numbered 68908-69130 and wire transfers numbered 699-700 in the amount of $1,149,294.31. B. Approval of January 4, 2018 payroll checks numbered 108895-108935, direct deposit checks numbered 69131-69354 and wire transfers numbered 701-702 in the amount of $956,222.37. C. Approval of December 26, 2018 claims numbered 1579-1580 and 1590-1813 in the amount of $855,383.79. D. Approval of January 9, 2019 claims numbered 1814-1815. 1823-1824 and 1830-1963 in the amount of $1,293,786.61. Councilmember Hudson moved to approve the claims and payroll. Motion seconded by Councilmember Beaton. Motion carried 7-0. REPORTS A. Community Comments  Christina Keith, Mount Vernon- expressed concern that the Vintage Lane is not maintaining their landscaping. She also expressed concern with the stop sign at E and W Meadow Blvd is being ignored.  Kenny Payne, Mount Vernon- concerned with speeding in the E & W Meadow Blvd neighborhood. C. Council Member Comments  Councilmember Hudson thanked Chief Dodd and the MVPD for their service to the City of Mount Vernon citizens. D. Mayor’s Report  Updated Council and the public on the recent 911 outage. She also encouraged residents to sign up for CodeRED Emergency Alerts at the Skagit 911 website.  Informed Council and the public about the City’s influence on a state level regarding siting of behavioral health facilities. The Governor has added a liaison between local governments and facilities.  Mayors coffee hours were reviewed. E. Committee Agenda Requests- None NEW BUSINESS A. Approval of Memorandum of Understanding (MOU) with Police Guild: Ms. Bartlett presented Council with a request to authorize the Mayor to enter into an agreement with the Mount Vernon Police Guild regarding 2019 wages, healthcare and schedule. Councilmember Hulst moved to authorize the Mayor to enter into an agreement with the Mount Vernon Police Guild regarding 2019 wages, healthcare and schedule. Motion seconded by Councilmember Beaton. Motion carried 7-0. B. Parking Lot Lease Renewal with Skagit Valley Co-Op: Mr. Donovan presented Council with a request to authorize the Mayor to enter into a lease renewal with Skagit Valley Co-Op for a parking lot they have leased since 2004. Councilmember Hudson moved to authorize the Mayor to enter into a lease renewal with Skagit Valley Co-Op for a parking lot they have leased since 2004. Motion seconded by Councilmember Hulst. Motion carried 7-0. C. Puget Sound Energy (PSE) Easement Acquisition: Mr. Donovan presented Council with a request to authorize an easement to PSE for a 10’ X 10’ piece of City property near Little Mountain Road for a PSE system improvement project. Authorization to Purchase a M318F Hydraulic Excavator and a John Deere Utility Vehicle: Mr. Volesky presented Council with a request to authorize the purchase of an M318F Hydraulic Excavator with an estimated cost of $309,895 and a John Deere Utility Vehicle with an estimated cost of $25,105. Motion seconded by Councilmember Beaton. Motion carried 7-0. E. Project Acceptance- 2018 Curb Ramp Improvements Councilmember Hulst moved to table item E until further notice. Motion seconded by Councilmember Molenaar. Motion carried 7-0. F. Approval of Agreement with Skagit Conservation District (SCD): Mr. Bell presented Council with a request to authorize the Mayor to enter into an interlocal cooperative agreement with SCD so that they can continue to run an education and outreach program for the City which is a requirement of the City’s National Pollutant Discharge Elimination System (NPDES) Permit. Councilmember Brocksmith moved to authorize the Mayor to enter into an interlocal cooperative agreement with SCD. Motion seconded by Councilmember Carías. Motion carried 7-0. G. Approval of Agreement with K Engineers, Inc: Mr. Phillips presented Council with a request to authorize the Mayor to enter into an agreement with K Engineers, Inc. K Engineers is an electrical engineering firm that is assisting City staff in the Development of an emergency generator RFP to replace the obsolete emergency generator that was installed in 1964. Contract not to exceed $12,000. Councilmember Hulst moved to authorize the Mayor to enter into an agreement with K Engineers, Inc. Motion seconded by Councilmember Hudson. Motion carried 7-0. H. Election of Mayor Pro Tempore: City Council must elect from among their number a mayor pro tempore who, in case of the absence, death or disability of the Mayor, shall perform the duties of the Mayor. Councilmember Hudson moved to elect Councilmember Hulst as Mayor Pro Tempore. Motion seconded by Councilmember Moberg. Motion carried 7-0. The meeting was convened into executive session at 7:39 p.m. and was estimated to last 40 minutes. I. Executive Session: Potential litigation and real estate.
