City of Mount Vernon City Council Study Session Minutes June 3, 2020 6:00 p.m. (Virtual Meeting) The meeting was called to order by Mayor Boudreau at 6:04 PM. Present: Councilmembers Beaton, Brocksmith, Carías, Hudson, Hulst, Moberg and Molenaar Staff Present: City Attorney Rogerson, Project Development Manager Donovan, Finance Director Volesky, Fire Chief Brice, and Police Chief Cammock Citizens Present: 0 Mayor Updates:  Governor Inslee’s new order - impacts to the City o City will continue meeting virtually thru June 17th. o Expanded restrictions on agenda items.  Mayor reminded Council about information that can be found on their Council drive, COVID file.  Library grant – the City Library received grant for $3,000 for PPE and $8,000 for Wi-Fi hotspots.  Phase II update - working with the County and Governor’s Office to meet the requirements to move to Phase II. A. COVID-19 City Response – City Council discussion: Mayor Boudreau, Mr. Volesky and Chief Brice led a discussion on the following: o City goals and 2020 Coronavirus Budget Decision Timeline o Review of revenue projections o Review of CARES funding and proposed plan o Review of previous financial memos & decisions to date o Ground Emergency Medical Transportation (GEMT) revenue and spending plan o Other possible financial assistance for revenue shortfall o Fund reserve policy and cash flow discussion B. Ratification of Emergency Executive Orders: Mr. Rogerson requested that Council approve Executive Order 2020-008 which extends previous orders to July 4, 2020. Councilmember Hulst moved to approve Executive Oder 2020-008 which extends previous orders to July 4, 2020. Motion seconded by Councilmember Beaton. Motion carried 7-0. C. For the Good of the Order:  Police Update: o Chief Cammock gave an update on the activities of the Police Department including planned protests which have been peaceful. Mount Vernon City Council June 3, 2020 Page 2 of 2 D. Executive Session: To consider the selection of a site or the acquisition of real estate by lease or purchase when public knowledge regarding such consideration would cause a likelihood of increased price. The meeting was convened into executive session at 7:34 p.m. and was estimated to last 15 minutes.
