City of Mount Vernon City Council Study Session Minutes October 21, 2020 6:00 p.m. (Virtual Meeting) The meeting was called to order by Mayor Boudreau at 6:00 p.m. Present: Councilmembers Beaton, Brocksmith, Carías, Hudson, Hulst and Molenaar Staff Present: Finance Director Volesky, Police Chief Cammock, Project Development Manager Donovan, Parks and Enrichment Director Berner, Development Services Director Phillips, Senior Planner Lowell Citizens Present: 0 A. Development Services Committee Update:  2020 Municipal Code Amendments – Ms. Lowell reviewed upcoming Municipal Code amendments: Emergency Weather Shelters, Temporary Homeless Encampments – Safe Parking section and Permit Timeline Extensions. Comprehensive Plan procedures were briefly reviewed.  Project Updates – Ms. Lowell provided updates on six projects that are underway or upcoming, including 7-Eleven, tenant improvements for Denny’s, an Alternative High School, Grocery Outlet and two Multi-family projects.  Approval of September 16, 2020 Public Safety Committee Minutes Councilmember Hudson moved to approve the September 16, 2020 Development Services Committee Minutes. Motion seconded by Councilmember Molenaar. Motion carried 6-0.  Mayor Report – Mayor Boudreau met with area Mayors, Skagit County Commissioner Janicki and Public Health staff to discuss emergency shelters. The group discussed different types of emergency shelters and strategies to end homelessness. Skagit County will review HB1590 to determine whether it will allow for a sales tax for housing and if funds could be used for an emergency shelter model. B. Public Benefit Agreement Addendum with Visconsi: Mr. Phillips presented an amendment to the Public Benefits Agreement with Visconsi that will allow landscaping installation requirements to be phased to coincide with the completion of various stages of construction. Councilmember Hulst moved to authorize the Mayor to enter into an Amendment to the Public Benefits Agreement with Visconsi to amend landscape installation requirements. Motion seconded by Councilmember Hudson. Motion carried 6-0. Mount Vernon City Council October 21, 2020 Page 2 of 2 C. Review of the 2021 Preliminary Budget: Mr. Volesky briefly reviewed the budget calendar. He then reviewed 2021 Lodging Tax applications and the recommendations of the Lodging Tax Advisory Committee. For the Good of the Order COMMITTEE MEETINGS Development Services cancelled Next Ordinance 3814 Next Resolution 985 AGENDA ITEM: B DATE: October 21, 2020 TO: Mayor Boudreau and City Council FROM: Chris Phillips, Development Services Director SUBJECT: CITY OF MOUNT VERNON AND VISCONSI PUBLIC BENEFIT AGREEMENT ADDENDUM RECOMMENDED ACTION: City Staff recommends City Council approve the PBA Addendum and allow the Mayor to enter into agreement with Visconsi. INTRODUCTION/BACKGROUND: PBA Addendum does not alter the requirement for Visconsi to install landscaping throughout the lots to be developed. However, it does allow/permit Visconsi to phase the installation of required landscaping to coincide with the completion of construction. As per the original PBA, Visconsi will follow required landscaping guidelines and submit required Landscaping Maintenance financial security forms FINDINGS/CONCLUSIONS: N/A RECOMMENDATION: City Staff recommends City Council approve the PBA Addendum and allow the Mayor to enter into agreement with Visconsi. AGENDA ITEM: C DATE: October 14, 2020 TO: Mayor Boudreau and City Council FROM: Doug Volesky, Finance Director SUBJECT: REVIEW OF 2021 PRELIMINARY BUDGET RECOMMENDED ACTION: No action is required. INTRODUCTION/BACKGROUND: City staff will be leading a discussion with Council to review the City of Mount Vernon’s 2021 Preliminary Budget. FINDINGS/CONCLUSIONS: None. RECOMMENDATION: None.
