City of Mount Vernon City Council Study Session Minutes December 16, 2020 6:00 p.m. (Virtual Meeting) The meeting was called to order by Mayor Boudreau at 6:05 p.m. Present: Councilmembers Beaton, Brocksmith, Carías, Hudson, Hulst and Molenaar Staff Present: City Attorney Rogerson, Project Development Manager Donovan and Development Services Director Phillips Citizens Present: 8 A. Approval of Agreement #3973: Councilmember Hudson moved to authorize the Mayor to enter into Agreement #3973. Motion seconded by Councilmember Hulst. Motion carried 6-0. B. Development Services Committee Update: Mr. Phillips presented an update of downtown, Grocery Outlet and Building Code projects. Mayor Boudreau provided an update of legislative priorities including COVID-19 response and relief, revenue options, Police reform, housing, climate change and childcare. C. City Council Ward 1 Candidate Forum: City Council Ward 1 applicants Shelley Acero, Travis Alexander, Vicki Archer, Melissa Holland, Kevin Maas, Juan Morales, Navor Tercero and John Wahlig were present to introduce themselves and answer questions about their desire to be appointed to fill the vacancy. D. For the Good of the Order: • None The meeting was convened into Executive Session at 8:07 p.m. for a discussion of the qualifications of Ward 1 City Council applicants and to consider the minimum price of real estate which may be considered for purchase or leases, when public knowledge regarding the discussion is likely to result in an adverse legal or financial consequence to the agency. The duration of the Executive Session is estimated to be thirty minutes. The Executive Session was extended for an additional thirty minutes.
