City of Mount Vernon City Council Study Session Minutes January 20, 2021 6:00 p.m. (Virtual Meeting) Mayor Boudreau called the meeting order 6:00 p.m. Present: Councilmembers Beaton, Brocksmith, Carías, Hudson, Hulst, Molenaar and Morales Staff Present: City Attorney Rogerson, Police Chief Cammock, Project Development Manager Donovan, Finance Director Volesky, Information Services Director Kleppe, Development Services Director Phillips, Human Resources Director Keator, Parks and Enrichment Services Director Berner and Senior Planner Lowell Citizens Present: 1 A. Emergency Shelter Project Overview: Mayor Boudreau provided an overview of the recent collaborative work that has taken place to address the homelessness issue in Skagit County. City of Burlington Mayor Sexton presented the plan for Burlington’s Emergency Shelter Project. The City of Burlington is proposing placing 60-70 small temporary shelters on property located on Pease Road in Burlington; this would be emergency shelter for the homeless population and would partner local cities and agencies through services and funding. B. Fiber Optic System: Mr. Kleppe presented a timeline of the history of fiber development and installation by the City since 1995. The information was provided to Council in response to inquiries for the City to provide a City fiber internet utility. C. Development Services Update: Mr. Phillips and Ms. Lowell presented the draft 2021 Development Services Department Work Plan. • GMA Legislative Docket Items: o Shoreline Management Plan o Building, Fire Procedure Code Cycle Updates Mount Vernon City Council January 20, 2021 Page 2 of 3 o Affordable Housing Work Plan – State Grant Initiative o Update E.D. Hovee Commercial & Industrial Land Needs Analysis o Complete Sign Code Updates o Amendments to Wireless Towers/Antennas Regulations • Items for Future Consideration o Update Development Services and Fire Permit/License Fees o MVMC Chapter 15.18, Land Clearing Amendments o Update Parks and Recreation Comprehensive Plan o New Subarea Surrounding Skagit County Fairgrounds o Update Park and Fire Impact Fees o Become a Certified Local Government • Non-Legislative Items o Zoning amendment regarding length of stay for Hotels and Motels o Process and Issue building, engineering and planning permits consistent with the Municipal Code o Code Enforcement o Permanent Supported Housing Facility project o Legal issues o Code Enforcement – Historic Downtown Building Compliance and College Way/Riverside/West Mount Vernon o SmartGov improvements o Visconsi/Library Commons/Fire Station Remodel/Public Works Maintenance Facility D. For the Good of the Order: • Mayor Boudreau asked for patience from the community regarding vaccine distribution. E. The meeting was adjourned into Executive Session at 8:08 p.m. to discuss with legal counsel matters 1) relating to the selection of a site or acquisition of real estate for lease or purchase when public knowledge of the discussion is likely to result in increased price, 2) to discuss enforcement actions, litigation or potential litigation to which the City, the governing body or a member acting in an official capacity is, or is likely to become, a party, when public knowledge regarding the discussion is likely to result in an either adverse legal or financial consequence to the City and 3) to discuss issues related to collective bargaining sessions, planning or adopting strategy positions relating to collective bargaining which is exempt from the Open Public Meetings Act. The estimated duration of the Executive Session is forty minutes.
