City of Mount Vernon City Council Study Session Minutes February 3, 2021 6:00 p.m. (Virtual Meeting) Mayor Boudreau called the meeting order 6:00 p.m. Present: Councilmembers Beaton, Brocksmith, Carías, Hudson, Hulst, Molenaar and Morales Staff Present: City Attorney Rogerson, Finance Director Volesky, Police Chief Cammock, Fire Chief Brice, Project Development Manager Donovan, Assistant Fire Chief Harris and Outreach Coordinator VonFempe Citizens Present: 1 A. Fire Facilities Design and Engineering Scope of Work Agreement: Chief Brice provided a recap of Fire Stations needs and the processes that have taken place to date. He requested approval of an agreement with Mackenzie Architects for the design and engineering for the Fire Stations 2 and 3 remodel and upgrade. Councilmember Hulst moved to authorize the Mayor to enter into an agreement with Mackenzie Architects for the design and engineering for the Fire Stations 2 and 3 remodel and upgrade. Seconded by Councilmember Hudson. Motion carried 7-0. B. Proposed Resolution Regarding Notices: Mr. Rogerson requested approval of a Resolution relating to the Public Records Act and consenting to disclosure of specific records. Councilmember Hudson moved to approve Resolution 987 consenting to the disclosure of records related to the Public Records Act. Seconded by Councilmember Carías. Motion carried 7-0. Public Safety Committee Update: Chief Cammock and Ms. VonFempe provided updates on the following topics: • Outreach Coordinator o Motel Program – Funded by CARES money, 7 citizens have participated. o Internships - The City currently has contracts with two students. o Emergency Housing Project partnership – Having one place for housing and services will be a great help in achieving goals for homeless citizens. • Hiring/Personnel o New Officer will start the academy on March 9th. o New Records Specialist will start work on February 11th. o Aaron Cohen has been promoted to Sergeant. o Internal Lieutenant recruitment is in process. o One Officer’s year-long military leave was cancelled. o One Officer will be out due to an injury. o One Officer will be out on maternity leave. o Department’s recruitment efforts. o Department’s hiring process. • Police Reform Legislation o Reviewed ten current proposed Bills. The meeting was adjourned into Executive Session at 6:59 p.m. to discuss with legal counsel matters relating to the selection of a site or acquisition of real estate for lease or purchase when public knowledge of the discussion is likely to result in increased price, and to discuss enforcement actions, litigation or potential litigation to which the City, the governing body or a member acting in an official capacity is, or is likely to become, a party, when public knowledge regarding the discussion is likely to result in an either adverse legal or financial consequence to the City. The estimated duration of the Executive Session is ten minutes. For the Good of the Order COMMITTEE MEETINGS Public Safety cancelled Next Ordinance 3825 Next Resolution 987 AGENDA ITEM: A DATE: February 3, 2021 TO: Mayor Boudreau and City Council FROM: Bryan Brice, Fire Chief SUBJECT: FIRE FACILITIES DESIGN AND ENGINEERING SCOPE OF WORK AGREEMENT RECOMMENDED ACTION: Staff recommends that Council authorize the Mayor to execute the agreement for design and engineering for Fire Stations 2 & 3 with Mackenzie Architects. INTRODUCTION/BACKGROUND: The Mount Vernon Fire Department is responsible for fire suppression, emergency medical services, rescue services, fire prevention and investigation, as well as Emergency Management for the City. Our firefighters respond to over 7,000 emergency and non-emergency calls each year. Fire, EMS and rescue services are dispatched from three stations with the oldest one built in 1964 and the newest in 1998, the three stations are strategically located around the geographical center of the city. Our stations house engine companies, a ladder truck, ambulances, brush unit, as well as reserve engines and reserve ambulances. Station 2 is also home to the Battalion Chief and our administrative staff. Due to the age of Fire Station 1 and the aging of Stations 2 and 3, the council gave support to analyzing our needs for our stations now and into the future. To accomplish this Council authorized a needs assessment in September 2018. Mount Vernon sought a professional architectural firm to perform phase I (needs assessment) and II (design and engineering) of a project for the replacement of station 1 and the needs assessment for stations 2 & 3. This project included a review of existing conditions at Stations 2 and 3, identified current and future space and operational needs, prepared conceptual design, forecast construction and total project costs for a new station 1 and renovations to stations 2 & 3. In addition, the design consultant assisted in gathering stakeholder input as it relates to the need’s assessment. Phase II of the project consists of design and engineering along with preparing construction documents, permitting, bid assistance, and construction contract administration services. Over the past two and half years, council and staff have had dialog about the various options for mitigating the issues outlined in the need’s assessment. This has included study sessions, council presentations, revision of initial document for value engineering, keeping admin at station 2 and a voter funded bond for all three stations and their needs. Since beginning the needs assessment and during dialog with council, the city made a change to its fire services with the incorporation of ambulance transport on a broader scale. This decision to perform ambulance transport has provided a funding source to accomplish the mitigation needs at fire stations 2 and 3. FINDINGS/CONCLUSIONS: Having completed a needs assessment for all of our fire facilities and identifying several needs relating from seismic stability to health and safety needs to work space needs/requirements, the council gave direction at the January 20, 2021 council meeting to move forward with the agreement for design and engineering and bring the scope of work and cost back to council for action. A further action item will be brought forward for a councilmanic bond for the complete funding of the projects with GEMT revenue dedicated to debt services. The attached document defines specific quantitative and qualitative information about the project representing an understanding of the City’s criteria, requirements, goals, and expectations as it relates to professional services, the basis of design of scope of services and fee proposal for the project. RECOMMENDATION: Staff recommends that Council authorize the Mayor to execute the agreement for design and engineering for Fire Stations 2 & 3 with Mackenzie Architects.
