Approval of March 10, 2021 Claims numbered 12800 – 12803, 12805 and 12813 - 13016 in the amount of $782,153.07 Councilmember Hulst moved to approve the Consent Agenda items A-D. Motion seconded by Councilmember Hudson. Motion carried 7-0. REPORTS A. Review of Emails from the Public - Public comments sent via email to council@mountvernonwa.gov were read aloud by Mr. Donovan: Mount Vernon City Council March 24, 2021 Page 2 of 5 • Larry Hilliard, Mount Vernon resident, supports the Library Commons Project. • Katie Armagost, Mount Vernon resident, supports the Library Commons Project B. Department Updates • Public Works – Public Works staff provided update of the following topics: o 2021 Stormwater Management Program Presentation - Mr. Chesterfield introduced Damon Diessner of Brown and Caldwell who is assisting the City with the program. Mr. Diessner presented an overview of the program. o Maddox Creek Riparian Planting – Earth Corp is undertaking the planting in the culvert removal area. o Kulshan Trail Safety Lighting Project Update – The project is substantially complete; remaining items are security pole and camera installation and seeding. o 2020 Curb Ramp Improvements Project Update – Construction is underway and estimated to be completed by mid-June. o 2021 Street Improvements Project Update – LaVenture Road, Little Mountain Road, East Fox Hill Street, North 35th Street and Fir Street are scheduled to be paved beginning in July. o New Department of Ecology Wastewater Discharge Permit Requirements – Permit requirements and updates were presented. o Regulatory Information about Curbside Recycle – Residential recycling services are mandatory in the City and is strongly encouraged by State and regional law. Contract negotiations with Waste Management are ongoing. o Wastewater Treatment Plant Admin Building Construction Update – The project is ongoing and is scheduled to be completed in a couple of months. o Next Traffic Safety Committee April 20, 2021. • Library – Mr. Huffman provided updates on the following topics: o Preparing the Building - Reopening preparations include using rolling shelves, continuing curbside services, front desk remodel, video doorbell and a new book drop. o Program Highlights – Current programs include a Seed video series, Ozobot kits for STEM activities, cooking classes, Murder Mystery Game, window painting o Capital Project Support – The Library Foundation is working on a Library Giving Day campaign; additional events and project are also being planned. C. Councilmember Comments • Councilmember Hulst gave an update of the Fireworks Committee. A survey is being developed to allow Mount Vernon residents to provide information/opinions to Council. D. Mayor’s Report • Skagit Public Health Update: Use the phase finder at www.findyourphasewa.or to determine vaccine eligibility, vaccines are Mount Vernon City Council March 24, 2021 Page 3 of 5 available by appointment at the Skagit County Fairgrounds. Check your pharmacy or medical offices for their availability. • American Rescue Plan Act - Funding will be used to respond to the COVID-19 Pandemic issues such as public health emergencies, lost, delayed or decreased revenues, negative economic impacts and investments in water, sewer and broadband infrastructure. Estimated funding for the City is $9 million. E. Council/Committee Agenda Requests • Mayor Boudreau stated that a discussion regarding Council Code and committee agenda requests will be placed on March 24th. NEW BUSINESS A. Wastewater Treatment Plant 2019 Outstanding Performance Award: Mr. Bell stated that the City’s Waste Water Utility (WWU) staff has received Washington State Department of Ecology’s Outstanding Performance Award for 2019. The award is in recognition of maintaining perfect National Pollutant Discharge Elimination System permit compliance for one year. The WWU was also recognized for receiving this award for ten consecutive years. B. Approval of Agreement with HDR Engineering, Inc.: Mr. Bell presented an agreement with HDR Engineering, Inc. for on-call consulting services for wastewater treatment plant and collection systems in the amount of $338,370. Councilmember Molenaar moved to authorize the Mayor to enter into an agreement with HDR Engineering, Inc. for on-call engineering services. Motion seconded by Councilmember Morales. Motion carried 7-0. C. Approval of Second Extension Agreement with Waste Management: Mr. Bell presented an amendment to Agreement 2310 with Waste Management of Washington, Inc. allowing a short term extension of the current contract term so that negotiations of a new contract may continue. This amendment will extend the term of the current contract for the collection, processing and marketing of curbside recyclables from April 1, 2021 to May 31, 2021. Councilmember Hulst moved to authorize the Mayor to enter into a contract amendment with Waste Management of Washington, Inc. Motion seconded by Councilmember Carías. Motion carried 7-0. Customers will receive notification by mail and information will be in the next Mayor’s Newsletter regarding the price increase for curbside recycle and organics collection. Mount Vernon City Council March 24, 2021 Page 4 of 5 D. Approval of Supplement No. 5 to Agreement with Reichhardt & Ebe Engineering: Mr. Bullock presented Supplement No. 5 to Agreement 3524 with Reichhardt & Ebe Engineering, Inc. for the College Way and 30th Street Intersection Project. The supplement increases compensation $29,263.80 for additional inspections and verification required by the Washington State Department of Transportation. Councilmember Hudson moved to authorize the Mayor to enter into Supplement No. 5 with Reichhardt & Ebe Engineering, Inc. for the College Way and 30th Street Intersection Project. Motion seconded by Councilmember Hulst. Motion carried 7-0. E. Approval of Agreement with Reichhardt & Ebe Engineering: Mr. Bullock presented an agreement with Reichhardt & Ebe Engineering, Inc. for the design of the Hoag/LaVenture Intersection Improvements Project. Councilmember Beaton moved to authorize the Mayor to enter into an agreement with Reichhardt & Ebe Engineering, Inc. for the design of the Hoag/LaVenture Intersection Improvements Project. Motion seconded by Councilmember Hudson. Motion carried 7-0. F. For the Good of the Order: • COVID-19 pandemic response and discussion – Information was shared during the Mayor’s Report. G. The meeting was adjourned into Executive Session at 7:08 p.m. for a period of twenty minutes to discuss with legal counsel matters relating enforcement actions, litigation or potential litigation to which the City, the governing body or a member acting in an official capacity is, or is likely to become, a party, when public knowledge regarding the discussion is likely to result in an either adverse legal or financial consequence to the City and to discuss issues related to Collective Bargaining.
