City of Mount Vernon City Council Meeting Minutes September 8, 2021 Police Court Campus 1805 Continental Place Mayor Boudreau called the meeting to order at 7:03 p.m. Present: Councilmembers Beaton, Brocksmith, Carías, Molenaar and Morales Absent: Councilmembers Hudson and Hulst (excused) Staff Present: City Attorney Rogerson, Police Chief Cammock, Project Development Manager Donovan, Development Services Director Phillips, Parks and Enrichment Services Director Berner, Library Director Huffman and Engineering Services Manager Chesterfield Citizens Present: 6 CONSENT AGENDA A. Approval of August 25, 2021 Regular Council Meeting Minutes. B. Approval of September 3, 2021 payroll checks numbered 110917 - 110942, direct deposit checks numbered 83893 - 84128, and wire transfers numbered 1010 – 1014 in the amount of $971,547.79. C. Approval of September 8, 2021 Claims numbered 14998 – 15000 and 15015 - 115107 in the amount of $679,973.38. D. Approval of Agreement 4107 Councilmember Beaton moved to approve Consent Agenda Items A-D. Motion seconded by Councilmember Molenaar. Motion carried 5-0. REPORTS A. Committees 1. Public Works and Library – see committee minutes for details. 2. Public Safety – moved to September 22, 2021 B. Public Comments - Email Mount Vernon City Council September 8, 2021 Page 2 of 3 Public Comments sent via email to council@mountvernonwa.gov were read aloud by Mr. Donovan. • Leon Wier, mount Vernon resident, addressed quiet zones for trains. Public Comments • Richard Boyer, Mount Vernon resident, spoke about the recently approved .001 sales tax. C. Councilmember Comments - none D. Mayor’s Report - none E. Committee Agenda Requests - none NEW BUSINESS A. Appointment of Planning Commission Member: Mr. Phillips requested approval of the appointment of Andrew Vander Stoep to the Planning Commission. Councilmember Brocksmith moved to appoint Andrew Vander Stoep to the Planning Commission. Motion seconded by Councilmember Carías. Motion carried 5-0 Mayor Boudreau performed the swearing in of Mr. Vander Stoep. B. Approval of Agreements: Mr. Phillips requested approval of six separate agreements for the purchase of emergent HVAC equipment and controls systems for City Hall and Police Court Campus. The six contracts with Siemens total $510,506.35. American Rescue Plan Act funds will be used for the purchases. Councilmember Beaton moved to authorize the Mayor to enter into six contracts with Siemens totaling $510,506.35 for emergent HVAC systems at City Hall and Police Court Campus. Motion seconded by Councilmember Morales. Motion carried 5-0. C. Acceptance of Art Donation: Ms. Berner requested acceptance of four art sculptures donated by Hal and Hella Lee. The bronze otter and beaver sculptures created by Georgia Gerber are to be displayed on the Riverwalk Plaza. Councilmember Beaton moved to authorize the Mayor to enter into an agreement with Georgia Gerber to acquire four bronze sculptures donated Mount Vernon City Council September 8, 2021 Page 3 of 3 by Hal and Hella Lee. INTRODUCTION/BACKGROUND: This appointment will fill a vacant position on the Planning Commission. The term for this position concludes on 31 Dec 2021. FINDINGS/CONCLUSIONS: N/A RECOMMENDATION: Council confirm the appointment of Andre Vander Stoep to the Planning Commission. He will fill a vacant position whose term ends 31 Dec 2021. ATTACHED: Planning Commission Application AGENDA ITEM: B DATE: September 8, 2021 TO: Mayor Boudreau and City Council FROM: Chris Phillips, Development Services Director SUBJECT: CITY HALL AND POLICE COURT CAMPUS EMERGENT HVAC EQUIPMENT REPLACEMENT RECOMMENDED ACTION: Council authorize the Mayor or her designated representative sign the Siemens - City Hall and Police Court Campus HVAC equipment contract. INTRODUCTION/BACKGROUND: City Council earlier this year appropriated funding for the purchase of needed City Hall and Police Court Campus HVAC equipment as follows: APRA expenditure: $522,000 Emergent General Fund expenditure: $100,000 City Staff was able to utilize Cooperative Contracting to significantly reduce the cost of these purchases. FINDINGS/CONCLUSIONS: The cost of HVAC equipment and controls systems provided below: City Hall HVAC equipment contract costs: $39,805.45 + $300,915.00 = $340,720.45 HVAC Control System contract costs: $61,521.62 + $4,010.08 = $65,531.70 Police Court Campus contract costs: $83,493.00 + $20,761.20 = $104,254.20 Grand Total: $510,506.35 Savings are > than $110,000 RECOMMENDATION: Council authorize the Mayor or her designated representative sign the Siemens - City Hall and Police Court Campus HVAC equipment contract.
