(required action – motion) (staff contact – Bill Bullock) COMMITTEE MEETINGS Public Works and Library 6:00 p.m. Next Ordinance 3844 Next Resolution 1006  AGENDA ITEM: A DATE: January 12, 2022 TO: Mayor Boudreau and City Council FROM: Rebecca Lowell, Development Services SUBJECT: DRAFT RESOLUTION EXPRESSING OPPOSITION TO FULLY CONTAINED COMMUNITIES IN SKAGIT COUNTY RECOMMENDED ACTION: None, attached is a draft Resolution requested by Council for their consideration. INTRODUCTION/BACKGROUND: In May of 2021 the Skagit County Commissioners unanimously voted to docket a comprehensive plan amendment asking that Fully Contained Communities (FCCs) be allowed in Skagit County. FCCs are developments (designed and constructed by private developers) comprised of homes with supporting commercial uses located outside cities in unincorporated, rural areas. Skagit County is required - by law - to coordinate and cooperatively plan for long-term growth with the cities and towns. FCCs are not currently allowed in Skagit County, and state law does not require FCCs be authorized. Between April and May of 2021 Skagit County received over 785 public comments regarding their comprehensive plan amendment involving FCCs. Of the 785 comments five were in favor of Skagit County allowing FCCs and the remaining 780 against allowing FCCs. Many of the comments received in opposition to FCCs were from Mount Vernon residents (those residing within our City limits). These comments can be viewed by clicking HERE. Additionally, the City has, and continues to receive comments from Mount Vernon residents in opposition to FCCs. The comments received to-date by the City are accompanying this memo. FINDINGS/CONCLUSIONS: See the accompanying draft Resolution that contains findings and conclusions. RECOMMENDATION: NA  AGENDA ITEM: B DATE: January 12, 2022 TO: Mayor Boudreau and City Council FROM: Erin Keator, Human Resources Director SUBJECT: IAFF LOCAL 1983 FIREFIGHTER COLLECTIVE BARGAINING AGREEMENT RECOMMENDED ACTION: Staff recommends that Council authorize the Mayor to sign the IAFF Firefighter Collective Bargaining Agreement for January 1, 2021 through December 31, 2023. INTRODUCTION/BACKGROUND: The Firefighter Collective Bargaining Agreement expired on December 31, 2020. The City and the Union reached an agreement in November following mediation. The Union has voted to ratify the contract. FINDINGS/CONCLUSIONS: Highlights of the agreement include: 3 year contract (1/1/2021 through 12/31/2023 COLA: 2021 5.25% 2022 4% 2023 CPI-W Seattle Tacoma Bremerton June Index (2% min to 3.5% max) Increased deferred comp by .5% in 2022 City will begin paying 100% of employee medical premiums in January 2023. Reduced max comp-time by 36 hours Added a bachelor’s requirement for Battalion Chiefs prospectively. RECOMMENDATION: Staff recommends that Council authorize the Mayor to sign the IAFF Firefighters’ Collective Bargaining Agreement for January 1, 2021 through December 31, 2023. ATTACHED: None  AGENDA ITEM: C DATE: January 12, 2022 TO: Mayor Boudreau and City Council FROM: Bill Bullock, City Engineer SUBJECT: PROFESSIONAL SERVICES AGREEMENT: 2021 PAVEMENT EVALUATION: AMENDMENT NO. 1 – APPLIED RESEARCH ASSOCIATES RECOMMENDED ACTION: Staff recommends Council to authorize the Mayor to execute Amendment No. 1 to the Professional Services Agreement with Applied Research Associates, Inc. to provide additional services for evaluation of the City’s curb ramps for ADA compliance; Amendment No. 1 not to exceed $17,830. INTRODUCTION/BACKGROUND: The City is progressing with developing the ADA Transition Plan, part of which involves an assessment inventory and prioritizing improvements in compliance with the requirements of the Americans with Disabilities Act. Applied Research Associates (ARA) developed detail imagery of the majority of the City’s street system as a work product from the pavement evaluation effort that can be utilized to assess ADA intersection ramps for compliance. ARA will provide that assessment and associated GIS data which will aid City staff finalizing the ADA Transition Plan. Since the basis of this work includes imagery which was already collected as part of the pavement evaluation, the City will realize a substantial cost savings by not duplicating that body of work. Upon reviewing the proposal, staff has concluded that this amendment is a good value to the City and will provide necessary compliance data and information to support the City’s ongoing ADA compliance efforts. FINDINGS/CONCLUSIONS: Applied Research Associates provided a proposal and cost estimate in the amount of $17,830.00 to provide an assessment of ADA compliance of the City’s street corners/intersections. Staff has reviewed the proposal and determined that the firm is well qualified to complete the work and that the proposed cost is fair and reasonable. RECOMMENDATION: Staff recommends Council authorize the Mayor to execute and sign Contract Amendment No. 1 with Applied Research Associates, Inc. in the amount of $17,830.00. ATTACHED: Amendment No. 1
