• The Mount Vernon Downtown Association Holiday Parade will take
place at 5 pm December 4, 2022.
• Mayor Boudreau encouraged shopping small to support local
businesses.
• Reviewed snow and ice control. Plowing information is available on the
City website. Mayor Boudreau asked all to drive slow and safe and to
take your time.
• Officers Carlson and MacGillivray received the November MVHS Bulldog
Award.
• Addressed a recent swatting event that occurred at Mount Vernon High
School.

NEW BUSINESS
A. Citizen Recognition Award: Chief Cammock and Officer Gerondale
recognized Max Moreno and Robyn Stewart and presented a plaque for
their services in the Kulshan Creek Neighborhood.
B. Approval of Appointments to the Art Commission: Ms. Berner requested
approval of the reappointment of Linda Brookings, Vanessa Good, and
Damond Morris to the Mount Vernon Arts Commission.
Councilmember Hulst moved approve the
reappointment of Linda Brookings, Vanesa Good, and
Damond Morris to the Mount Vernon Arts
Commission. Motion seconded by Councilmember
Morales. Motion carried 6-0.
Mayor Boudreau performed the swearing in of the of Ms. Good and Mr.
Morris as Mount Vernon Arts Commission members.
C. Approval of Agreement – Skagit Valley Family YMCA: Ms. Berner
requested approval of an agreement with Skagit Valley YMCA to provide
support for the Oasis Teen Shelter. Mayor Boudreau recognized Dean
Snider and Kat Lohman from Oasis Teen Shelter.
Councilmember Beaton moved to authorize the
Mayor to enter into an eight-year agreement with
Skagit Valley Family YMCA for Oasis Teen Shelter
support in the amount of $400,000.00. Motion
seconded by Councilmember Brocksmith. Motion
carried 6-0.
D. Approval of Agreement Termination – Skagit Valley Family YMCA: Ms.
Berner requested approval of an agreement terminating Lease and
Services Agreement 3479 with Skagit Valley Family YMCA.
Councilmember Hulst moved to authorize the Mayor
to enter into an agreement terminating Agreement
3479 with Skagit Valley Family YMCA. Motion
seconded by Councilmember Beaton. Motion carried
6-0.

F. Approval of Street Closure Request – Mount Vernon Downtown
Association (MVDA): Ms. Berner requested approval of a street closure
request received from MVDA for the 2022 Holiday Parade taking place
on December 4, 2022.
Councilmember Molenaar moved to approve the
street closure request from MVDA for the 2022
Holiday Parade. Motion seconded by Councilmember
Morales. Motion carried 6-0.
G. Approval of Agreement – Western Display Fireworks, Ltd.: Ms. Berner
requested approval of an agreement with Western Display Fireworks,
Ltd. to provide a fireworks display July 4, 2023.
Councilmember Hulst moved to authorize the Mayor
to enter into an agreement with Western Display
Fireworks, Ltd. for the July 4, 2023 fireworks display
in the amount of $16,500. Motion seconded by
Councilmember Molenaar. Motion carried 6-0.
H. Approval of Agreement – City of Burlington: Mr. Kleppe requested
approval of an agreement for the City to provide fiber optic services to
the City of Burlington.
Councilmember Beaton moved to authorize the
Mayor to enter into an agreement with City of
Burlington for fiber optic services. Motion seconded
by Councilmember Morales. Motion carried 6-0.
I. Approval of Agreement – Skagit County: Mr. Kleppe requested approval
of an agreement for the City to provide fiber optic services to Skagit
County.
Councilmember Molenaar moved to authorize the
Mayor to enter into an agreement with Skagit County
for fiber optic services. Motion seconded by
Councilmember Hulst. Motion carried 6-0.

J. Election of Mayor Pro Tempore: Mr. Rogerson asked Council to elect,
from its members, a Mayor Pro Tempore to serve until the conclusion of
the next general election or until a vacancy occurs.
Councilmember Beaton nominated Councilmember
Hulst as Mayor Pro Tempore. Motion carried 6-0.
K. Approval of Agreement – Michael T. Larsen: Ms. Berner requested
approval of a residential lease agreement with Michael T. Larsen for
property located at 2601 S. LaVenture Road.
Councilmember Hulst moved to authorize the Mayor
to enter into residential lease agreement with
Michael T. Larsen for property located at 2601 S.
LaVenture Road. Motion seconded by
Councilmember Beaton. Motion carried 6-0.
The meeting adjourned into Executive Session at 6:55 p.m. for a period of ten
minutes to discuss with legal counsel matters relating to agency enforcement
actions, litigation, or potential litigation to which the agency, the governing
body, or a member acting in an official capacity is, or is likely to become, a
party, when public knowledge regarding the discussion is likely to result in an
adverse legal or financial consequence to the agency, pursuant to RCW
42.30.110(i). The Executive Session will conclude at 7:05 p.m. No action will
be taken following the session.

INTRODUCTION/BACKGROUND:
Max Moreno has lived in the Kulshan Creek Neighborhood since 1990 and became a property manager
in 1994. When Tim White Properties purchased the complexes, Max came with the buildings. Robyn
Stewart worked for Tim White Properties and was moved into the Kulshan Creek where she managed
with Max for 30 years. Both have been instrumental in supporting Kulshan Creek youth activities, street
fairs, clean-up projects and any other endeavor the police department has needed assistance with to
improve safety and life quality. Max and Robin are both retiring December 31, 2022 and we want to
recognize them for their service to the police department and community.

RECOMMENDED ACTION:
Staff requests Council approval for the reappointment of Linda Brookings, Vanessa Good, and Damond
Morris to the Mount Vernon Arts Commission.
INTRODUCTION/BACKGROUND:
In accordance with the City of Mount Vernon ordinance Title 2 Chapter 2.97 - The Mount Vernon Public
Arts Commission, Commissioners will be appointed for three-year terms. Commissioners may then be
reappointed for additional three-year consecutive terms on a rotational basis. The current terms for Ms.
Brookings, Ms. Good, and Mr. Morris will expire on December 31, 2022.
FINDINGS/CONCLUSIONS:
NONE
RECOMMENDATION:
Staff requests Council approve the reappointment of Linda Brookings, Vanessa Good, and Damond
Morris to the Mount Vernon Arts Commission, each for a three year term to expire on December 31,

SUBJECT: VALLEY FAMILY YMCA OASIS TEEN SHELTER AGREEMENT
RECOMMENDED ACTION:
Staff recommends Council authorize the Mayor to enter into an agreement with the Skagit Valley Family
YMCA in support of their Oasis Teen Shelter for homeless youth.
INTRODUCTION/BACKGROUND:
In 2017 the City and Skagit Valley Family YMCA (YMCA) entered into a Recreational Facility Lease
Agreement and Agreement for Services that committed the YMCA to provide certain uses of their newly
constructed facility and certain services to the benefit of Mount Vernon in exchange for a financial
commitment of $500,000 for a term of 10 years.
Due to difficulties coordinating use of services, the City and the YMCA mutually agreed to suspend the
performance of the Recreational Facility Lease Agreement and Agreement for Services and identified a
new partnership supporting their youth homeless shelter, Oasis Teen Shelter.
The YMCA runs the Oasis Teen Shelter that is located in Mount Vernon and provides youth with a safe
place to spend the night every day of the year. This includes warm beds, home cooked meals, showers,
laundry services, a clothing closet and access to a case manager.
The provision of this homeless shelter serves a fundamental purpose of government to the preservation
of the public health, safety, and morals, and also to the preservation and promotion of the public
welfare. The YMCA is retained by the City as a teen homeless shelter service provider.
The term of the agreement is from January 1, 2023, through December 31, 2030. Payment for the work
provided by the YMCA shall be to reimburse actual operational costs for running the Oasis Teen Shelter
up to $50,000 per calendar year over eight-years for a total of $400,000. The YMCA will provide City
Council with an annual report summarizing the Oasis Teen Shelter's program statistics and budget.

INTRODUCTION/BACKGROUND:
The Mayor and City Council approved the police department’s expansion of the embedded social worker
to improve responses to police calls that tend to derive from behavioral health conditions versus
criminal intention. New infrastructure, recruiting and hiring has been the focus this past year. MSW
James Kammerer and Mike Outsen were hired on November 21st as the first IOS staff to fulfill this new
role. An introduction and ceremonial swearing-in by Mayor Boudreau to the City Council and
community is requested to formally recognize the merging of two professional disciplines, with
independent ethical oaths, working towards common beliefs and goals.

RECOMMENDED ACTION:
Staff recommends Council approve the Street Closure Request for the 2022 Mount Vernon Holiday
Parade.
INTRODUCTION/BACKGROUND:
The Mount Vernon Downtown Association is planning a Holiday Parade for Sunday December 4 along
Cleveland Avenue and South 1st Street, starting at Broadway and ending at Montgomery, and is
requesting closure of nearby streets to accommodate the proposed parade route.
FINDINGS/CONCLUSIONS:
For the safety of all parade participants and spectators, the Downtown Association is asking that
Cleveland Avenue be closed beginning Sunday December 4 at 3:30pm, with parking closed at 1:30pm
and reopening upon conclusion of the parade, around 6:30pm.
RECOMMENDATION:
Staff recommends the approval of the Street Closure Request for the 2022 Mount Vernon Holiday
Parade.

- Burlington shall pay the City of Mount Vernon for their services as outlined in Exhibit “B” and “C”, based
on each job submitted.
- Mount Vernon will provide services as long as it doesn’t interfere with priorities in Mount Vernon and as
time allows and works for both entities.
CONCLUSION:
- This agreement maintains an established working relationship with the City of Burlington for
the use of fiber services.

RECOMMENDED ACTION:
That the City Council elect from among their number a mayor pro tempore, who shall hold
office at the pleasure of the Council, and in case of the absence, death or disability of the
Mayor, shall perform the duties of mayor except that he/she shall not have the power to
appoint or remove any officer or to veto any ordinance.
INTRODUCTION/BACKGROUND:
MVMC 2.08.040 requires members of the City Council, after each general municipal election,
and thereafter whenever a vacancy occurs, to elect from among their number a mayor pro
tempore. The duties of the Mayor Pro Tempore are in case of the absence, death or disability
of the Mayor, to perform the duties of mayor except that he/she shall not have the power to
appoint or remove any officer or to veto any ordinance. The appointment of a councilperson as
Mayor Pro Tempore shall not in any way abridge his/her right to vote upon all questions coming
before the council.
FINDINGS/CONCLUSIONS:
A general municipal election has concluded requiring the City Council to elect from their
number a mayor pro tempore to serve until the conclusion of the next general election or until
a vacancy occurs.
