Mayor’s Report  Next Mayor’s Coffee Hour is November 7th, 10 a.m. at the Mount Vernon Senior Center  Veteran’s Day Celebration, November 11th at 1:30 p.m. at Pine Square Park  City’s annual Veteran’s Food Drive October 1 - November 11, 2025 NEW BUSINESS A. Presentation – Mount Vernon High School (MVHS): Mr. Sexton introduced MVHS Teacher and Music Director Ramon Rivera shared information, accomplishments, and photos of the MVHS Mariachi group. A video of a recent performance at a Seattle Mariners game was played. B. Public Hearing and Approval of Ordinance – Off-Street Parking: Ms. Pratschner requesting approval of Ordinance 3922 adopting interim parking regulations for off-street parking, that were approved August 14, 2024, adopted October 9, 2024, and reaffirmed September 10, 2025. Mayor Donovan opened the public hearing. Hearing no comments, Mayor Donovan closed the public hearing. Councilmember Brocksmith moved to approve the adoption of off-street parking regulation with Ordinance 3922. Motion seconded by Councilmember Carias. Motion passed 7-0. C. Approval of Resolution – Surplus Fire Equipment: Chief Harris requested approval of Resolution 1085 declaring surplus and authorizing the sale of a 2010 fire aerial ladder truck. Mount Vernon City Council October 22, 2025 Page 3 of 4 Councilmember Beaton moved to approve the surplus and sale of an aerial ladder fire truck with Resolution 1085. Motion seconded by Councilmember Tercero. Motion passed 7-0. D. Approval of Ordinance – Amend 2025 Salary Schedule: Mr. Christman requested approval of Ordinance 3923 adjusting the Police Outreach Supervisor position from the non-represented salary range 25 to salary range 28. Councilmember Brocksmith moved to adopt Ordinance 3923, amending the 2025 Salary Schedule by adjusting the Police Outreach Supervisor position from range 25 to range 30 of the non-represented salary schedule. Motion seconded by Councilmember Tercero. Motion passed 7-0. E. Approval of Resolution – Support Proposition 1, Levy for Basic Public Safety, Essential Services, and Improvements: Chief Harris, Chief Christman, and Ms. Berner provided information about the proposition that is on the November 4, 2025 general election ballot. Proposition 1 will allow the increase of the property tax levy lid by one percent to support Basic Public Safety, Essential Services, and Improvements. The additional revenue will provide funds for additional fire and police personnel, fire equipment, and parks maintenance and improvements. Councilmembers Carias, Hudson, Beaton, Vander Stoep, Brocksmith, and Molenaar spoke in favor of the proposition. Councilmember Carías moved to approve Resolution 1086 supporting Proposition 1, Levy for Basic Public Safety, Essential Services, and Improvements. Motion seconded by Councilmember Beaton. Motion passed 7-0. F. Draft HB1590 Grant Funding Agreement Discussion: Mr. Sexton presented the draft agreement template for the HB1590 Grant allocations. Points of discussion included:  Section 2.3 Period of Affordability, this varies from five years to fifty years depending on the funding amount.  Section 2.5 Sum Total Amount, this refers to the total amount granted over multiple years.  Section 4, Restrictive Covenant, restricts the use of any real property for purposes set forth in RCW 82.14.520.  Section 8, Effective Date/Duration, the agreement will expire Mount Vernon City Council October 22, 2025 Page 4 of 4 upon completion of the project. Work on the project will commence within eighteen months of the agreement execution date. Various definitions of ‘work’ were reviewed. Funds need to be obligated within twenty-four months. Language will be added to this section allowing the applicant to request an extension for Mayoral approval. G. Approval of Agreement – Perteet, Inc: Mr. Reinart requested approval of an agreement with Perteet, Inc. to provide architectural, engineering, and limited real estate services for the Riverside Drive Improvements – 1 Project. Councilmember Beaton moved to approve an agreement with Perteet, Inc. for the Riverside Drive Improvements – 1 Project in the amount of $754,241. Motion seconded by Councilmember Molenaar. Motion passed 7-0. H. Approval of Agreement – Perteet, Inc: Mr. Reinart requested approval of an agreement with Perteet, Inc. to provide architectural, engineering, and real estate services for the Riverside Drive Improvements – 2 Project. Councilmember Hudson moved to approve an agreement with Perteet, Inc. for the Riverside Drive Improvements – 2 Project in the amount of $1,313,162. Motion seconded by Councilmember Molenaar.
