Mount Vernon City Council Finance Committee Minutes June 26, 2013 Present: Councilmembers Fiedler, Molenaar, Lindquist, Quam, Hulst and Ragan Staff present: Finance Director Alicia Huschka, Fire Chief Hari, City Attorney Rogerson 1. May 2013 minutes were reviewed and approved. 2. Financial Update: Alicia provided the following updates-  Sales Tax: June revenues are 12.2% higher than June 2012: January through June 2013 is 7.2% higher than the same period in 2012.  Criminal Justice Sales Tax: January through May collections are up 10% compared to the same period for 2012.  Motor Vehicle Fuel Tax: January through May 2013 collections are up 1.2% compared to the same period for 2012.  Building Permits: January through May 2013 is 49% above the same period in 2012 and is well ahead of budgeted estimates.  Real Estate Excise Tax: January through May is 83% above the same period for 2012.  Utility tax revenues are notably down in 2013 compared to 2012. 3. Hotel/Motel Tax: the 2013 state legislative process has made the following changes to the  Passed Engrossed Substitute House Bill 1253 which will be effective July 1, 2013.  The Lodging Tax Funding Process has changed. Applicants must provide additional information at time of application submittal and also post- activity reports will be required.  The recommendation and decision making process has changed. The Lodging Tax Advisory Committee may only select from submitted applications; the Committee must prepare a list of recommended applicants and funding amounts. The City may choose only recipients and recommended amounts for those recipients from the Advisory Committee’s list. 4. Other Items:  Jail Facility Use Agreement: Alicia and Kevin reviewed the most recent draft agreement with Councilmembers.  Auditors will be holding the entrance conference on July 1, 2013.
