Mount Vernon City Council Finance Committee Minutes October 23, 2013 Present: Councilmembers Fiedler, Molenaar, Lindquist, Quam, Hulst, and Urban, Mayor Boudreau Staff present: Finance Director Alicia Huschka, Human Resources Director Bartlett, Fire Chief Hari, Police Chief Dodd, City Attorney Rogerson 1. September 2013 minutes were reviewed and approved. 2. Budget 2014 Overview: Alicia presented the Mayor’s 2014 Preliminary Budget to Council with these highlights:  The 2014 preliminary budget is $47.2 million which is a decrease of $39,000 or 0.1% from the 2013 budget.  The Governmental Operating budget is $23.6 million representing an increase of 4.9% or $1.1 million more than the 2013 budget.  The preliminary budget for the Current Expense Fund uses $464, 774 of fund balance to balance the budget. This brings the estimated fund balance to $2,969,000 or 1.9 months of operating budget, which is close the goal of 2 months reserve. Budget discussions will continue at the October 30, 2013 Committee Meeting of the Whole. The property tax levy will be presented for potential adoption on November 6, 2013 and the Council will be asked to vote on the preliminary budget on November 28, 2013.
