Mount Vernon City Council Committee of the Whole Minutes April 30, 2014 Mayor Boudreau began the meeting at 6:00 p.m. Present: Mayor Boudreau, Councilmembers Fiedler, Hulst, Lindquist, Molenaar, Quam, Ragan and Urban Staff Present: Community and Economic Director Hanson, Finance Director Huschka, City Attorney Rogerson, Police Chief Dodd, Fire Chief Hari Guests Present: Carl Bruner and Larry Otos, Mount Vernon School District Dan Nelson, Skagit Valley Hospital Steve Omdal, Patsy Martin and Scott Peterson, Port of Skagit Emily Shue, City of Anacortes Nick Ridgeway, The Land Conservation Pete Papadopulos, Cameron Land Group Presenter: Cary Bozeman, The Bozeman Group Presentation on Public Private Partnerships: Cary Bozeman, Founder of The Bozeman Group, a consulting firm that works with cities to create economically viable downtown urban neighborhoods presented to the Committee, City staff and guests. Cary gave the history of Bremerton and the 8 year transformation (2002 – 2007) of their downtown area, their downtown revitalization strategy and development. He reviewed the major development projects and the partnerships that were formed by project. Partners included the Port, the Public Facilities District (PFD), Kitsap Transit, City of Bremerton, and the Housing Authority. One of the multi-partner projects was the Norm Dicks Government Center, a partnership of 6 government agencies which condominiumized the building. In total, $390 million was spent on multiple projects – many different funding sources: state, federal, private funds, some city funds (primarily $12 million for a parking garage, and bonds for a public safety building).
