Mount Vernon City Council Committee of the Whole Minutes April 29, 2015 Mayor Boudreau began the meeting at 6:00 p.m. Present: Mayor Boudreau, Councilmembers Fiedler, Hulst, Molenaar, Quam and Urban Staff Present: Human Resources Director Bartlett, HR Assistant Robbins, Finance Director Huschka, Police Chief Dodd, Fire Chief Hari Guests Present: Bruce Schroeder with Summit Law Group 1. Public Sector Labor Management Overview: Bruce Schroeder with Summit Law Group gave the Committee of the Whole an overview on public sector labor management and labor law. Mr. Shroeder reviewed state collective bargaining laws, labor contract provisions, and civil service laws and rules. He reviewed collective bargaining obligations including how disputes are resolved, impacts of interest arbitration, and what are subjects of bargaining versus topics that are not subject to bargaining. 2. Human Resources Quarterly Update Human Resources Director Bartlett gave the committee an update on HR related activities at the City. Recruitments: Ms. Bartlett reviewed recruitments and new hires that have occurred or are currently on-going at the City during the year. Ms. Robbins updated the committee on current vacancies. Personnel/labor management: Ms. Bartlett states that 92 job descriptions have been reviewed, and noted that annual performance evaluations for city employees were completed. Additional updates included the employee service award banquet, customer service training for employees, and the negotiated wage opener with the BC’s. The fire department deployment model study is on-going. Compensation and benefits: Healthcare and benefits offered to employees are primarily managed by the HR Director. Other areas addressed were the lag payroll project, FMLA administration, 911 nd negotiations and a salary study of non-represented employees that will get underway in the 2 quarter. 3.
