The meeting was called to order by Council member Mark Hulst.
Minutes from the prior meeting were not present and not approved.
WSRB
Effective July 1, 2015 the City of Mount Vernon is officially a 5 rating with the
Washington State Rating Bureau.
The largest hits were in staffing, fire inspector certifications (which has since been
corrected), training (the training officer must have 10 years’ experience), and not drilling
quarterly with our mutual aid partners.
Deployment Study
The group was brought together to look at the Battalion Chief model.
The study was a good investigative process looking at areas such as hours, dispatching,
EMS (and how things are intertwined). [Fiedler]
It was good for everyone to understand the Kelly Day and Comp Time processes, how
they have developed, and the reasons behind them. [Hulst]
Most times will need to be negotiated with the union, but it was great to see labor and
management there and the gain the ability to see both sides of the discussion.
Trains blocking Roadways
The main cause of the trains blocking the roadways is switching in Burlington.
Eso Bell, Public Works Director, spoke with Rick Wagner and there have only been two
(2) documented events in recent history in Mount Vernon.
Eso is asking everyone to provide him the time, date, car number and how long the
delay lasts. He will be able to take this information to the railroad.
Council member Ragan asked if the trains affect emergency response and if there is a
delay, what is the liability to the City?
Chief Hari to send Council the Fire Department’s response time to a call on Freeway
Drive is Hoag and College Way is closed from Station 2.
Expansion of Cost Recovery Program
Council would like the department to look at the cost recovery for only out of county
residents. The Fire Department will collect that information and report back in October.
Financial Management Policies
Alicia Huschka, Finance Director, presented a second draft of the Financial Management
policies to council. Information was gathered from other cities: Kirkland, Renton, Oak
Harbor, Poulsbo and Redmond
Alicia will put out an updated draft to council with discussed changes.
