POLICE OFFICER WAYNE JONES - GANG ACTIVITY IN MOUNT VERNON UPDATE  A “gang” is a group that consists of three or more persons; has identifiable leadership or an identifiable name, sign, or symbol; and on an ongoing basis, regularly conspires and acts in concert mainly for criminal purposes.  “Gang-related activity” is any activity that occurs within the gang or advances a gang purpose.  “Gang members” are any person who actively participates in any criminal street gang and who intentionally promotes, furthers, or assists in any criminal act by the criminal street gang.  Local gangs include o North Side Locos  Part of Norteno gang set  Red is color associated with them  14 is number associated with them o South Side Kings  Part of Sureno gang set  Blue is color associated with them  13 is number associated with them o South Side Florencia  Also part of Sureno gang set  Blue and 13 are color and number associated with them PUBLIC SAFETY MEETING JULY 1, 2015 PAGE 1 OF 4   Although both South Side Kings and South Side Florencia are part of Sureno gang set, they will fight one another  Discussed various gang-related crimes throughout Skagit County  Discussed proactive investigative efforts involving Priority Policing Team, Patrol, and CID  Working with numerous agencies in County as well as federal government POLICE CHIEF JERRY DODD  Annual Report was left on each Council Member’s work station PERSONNEL UPDATE  Eric Kivi graduated BLEA yesterday  Two more officers graduating BLEA soon  Half-time Records position hire date of 08/01/15  Lieutenant to be promoted by 10/01/15 (tentatively) DIRECTED TRAFFIC MISSIONS  Tom Wenzl’s retirement has impacted our Traffic Unit  Chief Dodd provided results of each Directed Traffic Mission o College Way  SV College Security has noticed changes since directed traffic mission o March – Stop Signs  116 traffic stops  43 warnings  66 citations issued for stop sign violations o April – Speeders  13th and Broadway by hospital  116 stops o May – High Citizen Complaints  Analyzed and looked at frequency  24 collisions in those areas  12 enforcement calls responded to  27 stops o June – High Citizen Complaint Areas  Best utilization of Traffic Officer o July – Distracted Drivers and High Complaint Areas  People on cell phones  Spend time in residential areas  All posted on website MISCELLANEOUS  Final drawings done on dog kennels o Bid open on 07/23/15 o Like to get kennel started in September prior to weather changing  13 Year Preparatory Academy th PUBLIC SAFETY MEETING JULY 1, 2015 PAGE 2 OF 4  o Long term strategy for hiring police officers o High school students experience being a police office for one week o Great program, kids love it, good for community outreach o Scholarships are awarded by MV Police Services Guild  Mayor Boudreau thanked Council Members for their advocating for former Officer Mike Lumpkin and then asked Human Resource Director Kandy Bartlett to come forward and explain the Civil Service process KANDY BARTLETT – HUMAN RESOURCE DIRECTOR  All hiring for police and fire go through Civil Service  Two ways past employee can come back o Withdrawal of resignation within ten days of leaving employment o Written petition  Still have to go through process  Background  Polygraph  Medical Examination o Rule specifically states new probationary period, new benefit period, etc.  Mayor Boudreau again thanked the Council for their advocacy for Mike Lumpkin and stated if he applies, he/we will go through the proper process HR DIRECTOR KANDY BARTLETT  Researching other health care options for City employees  HR Director Bartlett will schedule meetings with the various unions and guilds regarding change in plan  Letter has been sent to AWC notifying them we may be leaving within six months MOUNT VERNON ARTS COMMISSION UPDATE  Board Member Kathy Stevens and Board President Kathy Frederick here to update o Two new members to Arts Commission o Working on brick project for Riverfront o Working hard on request for qualifications for water feature for Riverfront o Worked with Aaron Wagner (Music Teacher for Mount Baker Middle School)  Taking team to Syria and upon return, will have series of videos o Trying to find place to repost Skagit River Log Jam Memorial that used to be along revetment o Arne Garborg sculpture donation by Jan Johnson  Proposed location is grassy place west of sidewalk  Asked for Council’s blessing to accept project o Request must be brought to actual City Council Meeting  Discussion of Summer Solstice event City Attorney Kevin Rogerson presented short slide show relating to background/history of Arts Commission PUBLIC SAFETY MEETING JULY 1, 2015 PAGE 3 OF 4 FIRE MARSHALL STEVE RIGGS  As of last night, governor does not have authority to rule on fireworks; assume it has to go through House and Senate  Discussion of possibilities of writing City Ordinance stating Fire Marshall has authority to put ban on fireworks  Increased education this year (signs, radio, schools, website, etc.)  Citizens have been calling asking Fire Department/Mayor to ban fireworks this year CHIEF ROY HARI - FIRE DEPARTMENT DEPLOYMENT STUDY DISCUSSION o Previously provided Council with document showing fire routes if trains are blocking o Provided Council with Power Point summary of deployment meetings o Conclusion Points  BC model is preferred  Seek adequate daily staffing by most efficient manner  Reduce time off  Reduce Kelly days  Buy back holidays, comp time  EMS should be integrated into Fire Department  Criteria based dispatching  Regional Fire Authority should be explored MAYOR JILL BOUDREAU o Discussion of mobile integrated health care three month trial o Hospital asks if Council would be willing to accept $100,000 funding for firefighter position for 12 months o After one year, position would go away if funding is not available  Sunset clause o Council Member Hulst would have no problem submitting the request and then look at where it comes from from there Meeting adjourned at 7:50 PUBLIC SAFETY MEETING JULY 1, 2015 PAGE 4 OF 4
