City of Mount Vernon Economic Development Committee Draft Minutes from June 15, 2016 Chairperson Bob Fiedler called the meeting to order. Present were Council members Bob Fiedler, Ken Quam, Mary Hudson, Dale Ragan, Gary Molenaar and Mayor Jill Boudreau. Council member Mark Hulst was absent. Staff members present included Bob Hyde, Rebecca Lowell, and Esco Bell. Minutes: The minutes from the previous meeting were not presented. Building Code: Mr. Prosser presented that the 2015 Building codes would be taken to Council July 6th for adoption. He also reviewed the upcoming bid packages for the PC Campus for paint, the roof for Fire Station #1, Lower City Hall-roof, Kincaid street masonry repairs and update. Comp plan schedule: Mr. Hyde reviewed the upcoming schedule for Comp Plan presentations. He mentioned the ongoing public participation and the continuing work on the Vision Statement. Dale Ragan asked a question about the Complete Streets policy and if there was any federal connection. Mrs. Lowell responded that there is potential for grants. Mr. Bell added that the Complete Streets policy is fine but, not to get more prescriptive as to put the city in a box. Discussion continued about the items of the Comp Plan and the items in the Land Use element that had been removed. Housing Element: Mrs. Lowell presented that Higher Density is a primary concern. She explained that after the Comp Plan is complete then zoning code changes will be worked on. This will happen in 2017. She explained that the Comp Plan is for Goals, Objectives and Policies only and code work happens after. She reviewed the additions to the Housing Element. Discussion continued related to the issue of affordable housing. Meeting adjourned at 6:55 pm. Page 1 of 1
