The June 1, 2016, Public Safety Committee Meeting Minutes were approved and adopted as presented. FIRE CHIEF ROY HARI Presented Fire Department’s 2015 Annual Report to include (but not limited to) the following.  Added a part-time Receptionist  Terry Hill retired after 41 years of service  Lieutenant John Glenn promoted to Captain  Firefighter James Sanders promoted to Lieutenant  Hired Firefighter Beau France  Reflections of Chief Hari’s nine-years as Fire Chief  Discussed types and numbers of fire calls and calls per station  Mutual Aid  Casualties  Backfilling stations  Provided photographs of fires and firefighters at work  Emergency response times  Incidents per time of day  Fire prevention  Fire Investigations o Inspectors called in only when $10,000 damage or more PUBLIC SAFETY MEETING JULY 6, 2016 PAGE 1 OF 4   Mobile Integrated Health Care Pilot Program  Firefighter Training (2,264 hours in 2015)  Safety Program (overseen by Chief Scally)  Fire Department went from Class 4 to Class 5 rating in 2015 o Staffing and certification of personnel are biggest internal factors o Water supply is single external factor  Future of Fire Department Council Member Mary Hudson asked about water supply and how it’s addressed. What can we do? Is there anything we can do?  Fire hydrants – Roy was surprised we “got dinged” on this as Mount Vernon has great water flow from fire hydrants.  Hydrants being installed by development standards and Class One Standards  Roy can’t really do anything about water being big chunk of the score Council Member Ragan states hopefully PUD will get their own General Manager. Needs to be impressed upon them it makes a big difference to their customers. Shouldn’t have a shortage of volume of water; may have shortage of pressure. Should get group of engineers over there who can deal with that. Discussion of 2016 fireworks efforts  Man-hours  Public education o Additional signs throughout City o Over 110 opportunities for citizen education on use of illegal fireworks throughout City  Listed addresses and talked about issues o Fireworks “messes” were cleaned up pretty well this year  Pretty quiet year o No fires POLICE CHIEF JERRY DODD Chief Dodd commented on 2016 fireworks  Numbers (phone calls at 911 center) down dramatically this year o 57 total complaints this year compared to 106 last year  Due to manpower shortage, PD staffing was about 20 less hours than last year  34 on-site contacts by officers  Will provide more comprehensive report at a later meeting  Council Member Joe Lindquist asked if Jerry could pull Burlington and Anacortes calls to compare o Both cities have banned fireworks Dog Kennel Update  Roll up doors to be done within next two weeks  Asphalt to be completed soon PUBLIC SAFETY MEETING JULY 6, 2016 PAGE 2 OF 4   Thanks again to Dean Gilbert for all the works he’s done Personnel Hiring Update  Officer Alex Elwell was hired and is in second week at BLEA  Officer Wyatt Livingston was hired and had already graduated BLEA  Still down two Police Officers; one Police Sergeant; one Records Manager  Officer Ed Gless graduated from BLEA and is six weeks into FTO o Will be solo in September  Officer Jon Flaherty graduated BLEA first in class academically  Four officers completed their 14 week field training program and are solo  Officer Brandon Young promoted to Sergeant o Great addition to PD  Sergeant Mikel Moore promoted to Lieutenant today (07/06/16)  Next six months MVPD will be working on hiring o Outreach Coordinator o Records Manager o Police Officers o Fill temporary assignments Vagrancy Reduction Impact Plan Update  Thanks to Mayor Boudreau and Council Members for their support  Provided “soft” numbers on vagrancy contacts o Majority of homeless population in downtown area o Homeless are moving to Mount Vernon because Seattle/Everett are “too dangerous”  Not cost effective to run these individuals through criminal justice system  Outreach Coordinator job description is done and has been approved by Civil Service Miscellaneous  Jail tour tentatively scheduled for 08/03/16 o Citizen to spend night in jail  New radar trailer o Please let Chief Dodd know where radar trailer is needed nd  22 Citizen Academy graduated o Over 500 graduates of this program o All are ambassadors for our community o Over 200 alumni attended celebration of Citizen Academy  K-9 Vektor has met all State accreditation requirements o Certified for methamphetamine, cocaine, heroin o Anacortes also has drug dog; however, handler lives in Oak Harbor o Vektor also doing very well in tracking o Per Handler Zach Wright, Vektor is probably equal to Luther  S 27th Street Update o Various City Departments have had a lot of involvement in this neighborhood over last year PUBLIC SAFETY MEETING JULY 6, 2016 PAGE 3 OF 4  o Have stayed connected to the neighborhood o Participated in recent neighborhood and trail clean-up of area o Provided crime prevention education to make sure people aren’t victims of crime (pro-active) o Person of interested in this neighborhood was sentenced to 14 years in prison  Man on viaduct o Suicidal subject stood on rail of viaduct o Closed roads and I-5 to all traffic for safety reasons o Mount Vernon Officers, as well as Officers from surrounding agencies, assisted o Ultimately, this subject’s life was saved o Thanks to all who assisted Meeting adjourned at 6:54 PM.
