The July 6, 2016, Public Safety Committee Meeting Minutes were approved and adopted as presented. POLICE CHIEF JERRY DODD FIREWORKS UPDATE  Each season, the Police and Fire Departments work together to determine how to tackle fireworks from year to year  Fireworks calls were 46% less than last year o Lowest over ten year period  Only 45 complaints this year; also down from prior years  76 staff hours (20 less than 2015) o Including downtown fireworks show  No citations issued  Thanks again to Dean Gilbert for all he’s done to get the dog kennel completed  One set of rolling doors is up  ACO Den Hartog to provide training of officers  Should be fully functional by next week PERSONNEL HIRING UPDATE  Alex Elwell doing well at BLEA and will be out and solo 01/17  Wyatt Livingston in field training and doing very well  Various vacancies o Three Police Officers o Sergeant o Records Manager o Outreach Coordinator PUBLIC SAFETY COMMITTEE AUGUST 3, 2016 PAGE 1 OF 3   Ed Gless graduated BLEA, progressing through FTO, and will be solo next month  Jon Flaherty graduated BLEA, progressing through FTO and will be solo next month  In July, Mikel Moore was promoted to Patrol Lieutenant  Greg Booth transferred from Patrol Division to CID/Crime Prevention  Chris Cammock transferred from CID/Crime Prevention to transfer to Administrative Lieutenant  Getting input from Records Specialists regarding hiring Records Manager  Fill temporary positions o Priority Policing Team (second position) o Traffic Officer (second position) VAGRANCY REDUCTION IMPACT PLAN UPDATE  Provided “soft” numbers o 278 identified homeless  37.05% convicted felons  71.58% convicted felons and theft arrests  48.37% drug/alcohol/mental  Homeless individuals coming to Mount Vernon because they feel safe here  Showed slide on how we address vagrancy  Outreach Coordinator o Received two applications (must have three per Civil Service) o Reviewed position and discussed minimum requirements o Probably won’t be hired until November 2015 ANNUAL REPORT  Provided Mayor and Council Members with 2015 Annual Report  “Amazed” at what police staff accomplishes annually  Summarized and discussed Annual Report o Everything PD does revolves around Department’s Mission and Vision  Effective/efficient use of resources  Community expectations  Organizational culture  Values – who we are; what we stand for  Staffing level has remained the same since 2006  Police Department has an amazing volunteer staff who do whatever is asked of them o Volunteers have saved the City approximately $1,284,295.90 o 56,62 total hours of service  Two seasoned officers retired o Tobin Ruxton – 37 years o Tom Wenzl – 20 years  K-9 Luther retired  In 2015, tested 183 candidates; hired seven o Candidate pool is small and all agencies are hiring PUBLIC SAFETY COMMITTEE AUGUST 3, 2016 PAGE 2 OF 3   New K-9, Vektor, doing an amazing job  Discussed “notable” policing events from 2015 to include o Enforcement o Pro-active o Community/neighborhood issues  Overall crime is down in Mount Vernon  Neighborhood policing allows officers to address specific issues in his/her assigned neighborhood LIBRARY DIRECTOR BRIAN SONEDA - SAFETY AND SECURITY OF LIBRARY Brian reviewed the safety and security improves to the library. The library has a Code of Conduct for patrons and specific guidelines to enforcement them. Currently there are 20 individuals trespassed from the library. Brian also reviewed the historical numbers on the notable behavior log that staff maintains. MAYOR JILL BOUDREAU - 2017 AWC LEGISLATIVE PRIORITIES Jill sits on the AWC Statewide Legislative Committee, reviewed some of the legislative priorities and asked council for their input on any upcoming legislative issues.
