The Public Safety Committee Meeting was called to order at 6:03 PM by Council
Member Mark Hulst. The September 7, 2016, Public Safety Committee Meeting
Minutes were approved and adopted as presented.
POLICE CHIEF JERRY DODD
Jail Project Manager unavailable for tonight’s meeting. Hope to have Public Safety
Committee and Project Manager attend next meeting to provide update on jail and
what will be done with the existing jail.
INTRODUCED OFFICER ZACH WRIGHT AND K-9 VEKTOR
Presented/discussed PowerPoint titled “Vektor is now Dual Purpose”
Train at least four hours week narcotics and four hours week patrol
Vektor is accredited on deploying on narcotics detection
Trained to detect heroin, methamphetamine, cocaine, crack cocaine, ecstasy/MDMA
o Vektor specifically trained to NOT detect marijuana
Due to marijuana ruling, most of WSP State’s K-9 are gone
Searches vehicles, buildings, luggage and parcels, outdoor areas
Officer Wright talked about current versus historic search rulings
o Officers no longer have the right to search a vehicle incident to arrest
o Criminals know vehicle is a safe zone for illegal narcotics
o Explained how K-9 can be used in these situations
Dog gives alert on vehicle
Officer then able to get search warrant on vehicle
Questions/Answers
o Vektor is not only drug dog in county
Anacortes and Mount Vernon work cooperatively
Anacortes K-9 takes most daytime calls
Mount Vernon K-9 takes most night time calls
o Initially, Officer Wright doesn’t know which type of drug Vektor is alerting on

Officer Wright demonstrated how Vektor searches for narcotics
o Vektor successfully located item earlier hidden by Officer Wright
Chief Dodd states Vektor is a “wonderful dog because he has a wonderful handler”
o Officer Wright did an excellent job with Luther and continues with Vektor
o Vektor was purchased with currency seized in drug transactions
Chief Dodd thanked Mayor Boudreau, Council Members, ACO Emily Den Hartog,
Finance Director Alicia Huschka and everyone else responsible for the new dog
kennel.
INTRODUCED ACO EMILY DEN HARTOG FOR DOG KENNEL UPDATE AND TOUR
ACO Den Hartog asked everyone to join her for a “tour” of the new kennel
o Chief Dodd complimented ACO Den Hartog for her work ethic, passion for the
animals, dealing with public.

Discussed MVPD property room
o Have a comprehensive policy with best practices that is updated regularly
o Practices and Audits
Complete inventory/audit of room with each new Property Custodian
Administrative Service Lieutenant performs two audits per year
Records Manager performs minimum of one audit per year
Field reviews
State audits
o In 2015 there were 4,512 items in and 6,496 items out of property room
o Hope to go to bar coding system in the future for property room management
Cost is $27,000
Looking at options for funding; grants, sharing with other
agencies

o Council Member Ragan had “wanted to get Council up to speed on what
happens in property room and appreciates the information.”
Management Services Northwest did an excellent job painting the building
o Rolled and brushed entire building with “quality paint”
o Chief Dodd showed before/during/after Power Point slides of building
Have installed additional parking stalls behind campus
Had a sinkhole where vehicles are washed
o Thanks to Street Department for repairing
Discussed Records Division personnel, duties, responsibilities, and workload
Visits to City Website increased 19%
o Listed various sites and number of visits
o Website is very informative, easy to ready, and user friendly
Would appreciate Council’s support of a much needed second radar trailer
o Mayor Boudreau stated with shortage of second Traffic Officer, this is useful
tool
o Trailer is left in various locations depending on need
Normally left two to five or six days
o Council Member Ragan thinks second radar trailer is a “good tool, a good
idea, and makes lots of sense.”

FIRE GRANT UPDATE
Discussed grant process (opens October 11 through November 18) and priorities
Prior to making applications, will identify funding source and match
o Will come before Council to ask for funds
o Does not foresee anything that wouldn’t be a match
o Grants should augment our budget
Will talk later about Staffing Grant and Safer Grant
o Safer Grants come with a lot of contingencies
o Discussed possibilities

Department is applying

Will ask Mayor to do proclamation for National Friends of Library Week to
acknowledge their work
October 16-22, 2016 will be Friends Appreciation Day at Library from 11:00 AM to
2:00 PM
