The October 5, 2016, and December 7, 2016, Public Safety Committee Meeting Minutes were approved and adopted as presented. Chief Dodd presented an agenda change; the SMART Team overview has been postponed until the next Public Safety Agenda. Chief Dodd then turned the meeting over to Mark Estvold. MARK ESTVOLD – PROJECT MANAGER – JAIL UPDATE  Thanked the City for being helpful in getting through the process  The jail contractors like to be involved in the community where they’re working and organized a food drive at Christmas. The entire construction group raised 1,500 pounds of food and $1,300 cash donations, which all went to the local food bank  Provided “useless facts about Jail project” o Set on rammed aggregate piers (1200) o Raised site five feet to get out of flood plain o 8,200 lineal feet of drain, waste and vent o 6,230 cubic yards concrete o Building constructed in Idaho  626 precast concrete wall panels trucked in from Idaho  Four quarters of ground water sampling required o First November 2016 was clean o Second February 2017 o Third May 2017 o Final August 2017  Presented and discussed several photographs of various parts of jail o Security room built within data room to secure specific area from outside vendors PUBLIC SAFETY COMMITTEE JANUARY 4, 2017 PAGE 1 OF 4  o Jail includes single cells, double cells, quad cells and “dorm” for trustees  Total of 400 beds within facility o Suspended ceilings in portions of building and sheetrock in others  Able to provide tours of jail if City Council would like  Weekly meetings are held with owner, architect and contractor o Often attended by John Torgeson (City of Mount Vernon)  Hope to hit “substantial completion” in late April/early May  Provided/narrated video “fly through” tour of building  Jail design provides ability to add another 400 beds in future  Listed Construction Schedule Milestones  Construction complete and start move in - Spring of 2017  Facility operational – Summer 2017  Hope to have a “community night” where citizens can actually spend the night in jail LIEUTENANT CHRIS CAMMOCK – SMART TEAM OVERVIEW  Postponed/rescheduled to next Public Safety Committee Meeting POLICE CHIEF JERRY DODD – PERSONNEL UPDATE  Officer involved shooting 12/15/16 o Some improvement on Officer Mike McClaughry o Although stable, still in critical condition  Policing is very dangerous at this time  Recognition of those directly involved o Sergeant Pete Lindberg o Sergeant Mike Don o Officer Liz Paul o Officer Ben Green o Officer Wayne Jones o Officer Jeff Dowhaniuk o Officer Jon Flaherty  Other agencies have been incredibly supportive o Neighboring agencies to include Bellingham PD and Whatcom County SO o Seattle PD o Washington State Patrol o Skagit Valley and Harborview Hospitals o Critical Incident Management Team o Mayor Boudreau and Human Resource Director Kandy Bartlett o MVPD Staff o Governor’s Office o Suzan Del Bene’s Office o All nationwide donors/support  Will be a long road of recovery for Mick  MVPD Structure of Officer Involved Shooting o Chief Jerry Dodd – Policy o Lieutenant Chris Cammock – Incident Commander o Lieutenant Greg Booth – SMART Team PUBLIC SAFETY COMMITTEE JANUARY 4, 2017 PAGE 2 OF 4  o Lieutenant Mikel Moore – Operations  Tremendous community support Personnel Update  Colin Robinson hired 10/17/16 and is at BLEA  Chris Pash to be hired 01/12/17  Kenny Henthorn hired and almost complete with BLEA  Alex Elwell hired 06/02/16, graduated from BLEA, and is completing FTO o Solo at end of month  Wyatt Livingston hired 06/29/16, assigned to Patrol (probationary period)  Jerrad Ely hired 09/19/16, assigned to Patrol (probationary period)  Ed Gless assigned to Patrol (probationary period)  Jon Flaherty assigned to Patrol (probationary period)  Vacancies include o Two Police Officers o One Police Sergeant o One Records Manager o One Community Outreach Coordinator  Four eligible for retirement in 2017  Next Six Months hope to hire o Community Outreach Coordinator o Records Manager o Police Officers o Fill temporary assignments  Traffic Officer (second position)  Priority Policing Officer (second position)  Provided various 2016 statistics to include comparisons with other Skagit County law enforcement agencies  MVPD Staff participated in Wal Mart’s Shopping with Heroes  Five vehicles have been ordered  Purchased second radar trailer o Plan to have both trailers out as much as possible o Requested Council Members send e-mail to Chief regarding speeding issues  Discussed 2017 Department Priorities  MVPD has strong, sturdy foundation  Discussed 2017 Planning Process o Entire staff included in Department planning o Annual budget based on actual/true needs of Department  Redesigned Zone Deployment teams  MVPD uses systematic approach to problem solving  Displayed list of 2017 Community Events  Top five challenges in 2017 o Hiring and promotions o Temporary Assignments o Homelessness o Gang Emphasis o Focus on hot spots PUBLIC SAFETY COMMITTEE JANUARY 4, 2017 PAGE 3 OF 4 MAYOR JILL BOUDREAU  Discussed responding to citizen questions (emotional) regarding officer involved shooting and the state of the City of Mount Vernon  Delay of hiring due to Mall Shooting, OIS  Discussed legislative priorities 2017  AWC Action Days 02/15 and 02/16  Public Records Act Reform o Strengthen the public records act in response to charging technology and burdensome requests  Human Services and Housing o Address issues that drive increased homelessness and public safety costs Greater access to mental health and substance abuse services – ensure full authority to maximize Medicaid o Supported Housing - $200 million addition into Housing Trust Fund for construction o Make document recording fee permanent  Local Infrastructure o Reformulate funding models o Public Works Trust Fund  Local Authority o Ensure sufficient and flexible revenue for essential City services o Flexible funding - currently constricted, restricted, or unpredictable o I-747 limits tax revenue growth to one percent annually o Two streams of revenue come in from liquor sales  State gave back some but capped at certain level  Governor’s office asked how we’re feeling about marijuana piece?  How do we want to address more sharing of revenues from marijuana?  City/State Partnership o Cities ask Legislature to  Maintain city/state shared revenue partnership for funding key services  Provide adequate and sustainable funding for Criminal Justice Training Commission to maintain high quality statewide training for law enforcement personnel  Continue current funding from local liquor revenue distributions to the Municipal Research and Services Center which provides vital support for local government performance  Forest Practice in UGA’s o Reform rules that apply to City limits o Require greater environment protections within City limits; honor local jurisdiction forest practice and critical areas ordinances o Local Audubon Society  Culvert at Bonnie Ray Park to be discussed next week at Public Works Meeting adjourned at 7:02 PM.
