Public Works Committee Meeting February 8, 2017 Attendees Present: Mayor Boudreau Council Members: Fiedler, Hudson, Lindquist, Quam Staff Members: Public Works – Bell, B. Approval of Public Works Committee Minutes: Councilmember Hudson moved to approve the minutes from January 11, 2017; Seconded by Councilmember Quam; Carried by all. 2. Program Coordination Division – Blaine Chesterfield a) 2017/2018 Pictometry Agreement: Blaine briefed the committee on the 2017/2018 Pictometry agreement with Skagit County which, if approved, will provide the City with updated aerial imagery of the City. The County works with eleven partners throughout the Skagit County which share the cost and helps reduce the overall price, keeping the City share lower. The Pictometry agreement is on the regular Council Agenda. b) 2017 Stormwater Management Program Meeting Announcement: The City would like to invite the public to a presentation of the City’s 2017 Stormwater Management Program on Wednesday, March 8, 2017, during the Public Works Committee meeting at 6:00 pm. This presentation is a requirement of the NPDES Municipal Permit. The presentation will be advertised in the newspaper, TV10, and the website. Additionally, Councilmember Fiedler will announce the upcoming meeting at the regular City Council session. 3. Project Updates – Mike Love a) Hoag Road Sidewalk and Bike Lane: Over the last month, the Contractor installed the traffic curb, sidewalk, and paved the road. Remaining work includes landscaping and road striping. This work will be completed as soon as the weather permits. b) 2015 Street Improvements Project Acceptance: This project included grinding and overlaying on Blackburn from Old Hwy 99 to Walter Street and Division from Laventure to 28th Street, as well as reconstruction of Barker Street and Lincoln Street, and paving the parking lot for the new Mount Vernon Police Department Dog Kennels. Lakeside Construction was awarded the contract for $373,865.10, but due to less asphalt used the overall cost was reduced to $360,018.95. The dog kennel work was delayed to 2016, which delayed acceptance of this work. February 8, 2017, Public Works Committee Minutes Page 1 of 3  c) Riverside Drive (I-5 Detour) Project Acceptance: The project repaired accelerated damage that took place on Riverside Drive at Pacific Place due to the collapse of the I-5 bridge in May 2013. The work was done by SRV Construction for their bid in the amount of $112,273.60. Due to additional gravel and pavement constructed there was an increase in cost for a final project amount of $120,620.70. The restoration work was funded by the Washington State Department of Transportation. 4. Public Works Director Comments – Esco Bell a) New City Shop Facility (Background): A Feasibility Report for this project was completed in August 2001. In 2005/2006, site options were considered and an Environmental Site Assessment was done for the property at 1021 Riverside Drive and in March 2008, the City purchased the 4.5 acre property. In the fall of 2008 all work was suspended due to the economic downturn. The original concept from the 2001 study included a shop complex that would have included public works administration, parks operations, streets, solid waste, and equipment maintenance. The concept in 2005 included the shop complex at the current locations and build for current operations, excluding administration and parks operations. Important things to consider are the need for shop capacity and modernization, equipment and vehicle covered storage, and building for anticipated growth over 20 years. After committee discussions, staff will use the 2005 concept going forward with additional consideration for inclusion of parks operations. A tour of the shop facilities is scheduled for February 25, 2017. b) FHWA Signing Authority (Resolution): Effective December 1, 2016, it is required that all agencies include documentation confirming the individual signing FHWA funded progress payments is authorized to legally bind the agency. Staff are requesting authorization from Council to allow the Mayor to provide this documentation. c) Public Works Organizational Structure: An overview of the public works department’s organizational structure and information about each of the divisions was provided to Council. 5. Traffic Safety Committee Topics – Mike Love & Esco Bell a) 1st & Gates Stop Control: On January 25, 2017, the City began operating the signal in “red flashing” mode or stop control. General observations were made during the noon and 5:00 pm traffic on six occasions, three before and three after the signal modification. There were no significant delays and less pedestrian delays. Traffic appears to be moving through the area without substantial delay and the initial comments from the Downtown Businesses have been positive. Miscellaneous / For the Good of the Order a) Increased Level of Administrative Authority for Parking Regulations – Kevin Rogerson: Kevin provided an overview of the State Model Traffic Ordinance (MTO) and how other cities and towns, and a few counties, have adopted it to serve as their own. Adoption of the MTO by the City of Mount Vernon would reduce the workload issues presented of having to draft, place on agenda (no consent agenda), and propose ordinance for every on street parking restrictions (either limiting or prohibiting) throughout the city in all residential, industrial and commercial areas in Mount Vernon including all new development and redevelopment given resources. Council noted their interest in pursuing this and Kevin will provide some proposals at a future meeting.
