March 1, 2017
Present: City of Mount Vernon: Mayor Boudreau, Councilmembers Fiedler, Hudson,
Hulst, Lindquist, Molenaar, Quam, and Ragan
Staff Present: Finance Director Volesky, Project Development Manager Donovan,
Development Services Director Phillips, Police Lieutenant Cammock, Library
Director Huffman, Parks & Enrichment Services Director King, Senior Planner

A. Discuss Goals 2017- Mayor Boudreau finalized the Council’s 2017 goals for staff. All goals are
available on the City website.
B. Eagle Rock Challenge Course- Mr. King informed Council that a new contract will be
presented at the next Council meeting with Andrews Consulting LLC dba Northwest
Teambuilding due to increased insurance cost.
C. Veterans Memorial- Mr. King discussed the location of a Veterans Memorial. He also
discussed combining the Veterans Memorial with a First Responders Memorial. Various
locations along the Riverwalk were discussed.
D. Overview of Consultant Work Plans & Activities to-Date- Ms. Lowell reviewed legislative
work done by staff and consultants. Ms. Lowell also reviewed the Kincaid South plan,
permanent supportive housing plan, affordable housing timeline and the adult
entertainment timeline.
E. Briefing of Comp Plan Amendment/Rezone Applications- Ms. Lowell reviewed the
Comprehensive Plan docketing process.
F. Federal Lobbyist Support- Mayor Boudreau discussed funding a federal lobbyist who could
help the City find different grant funding opportunities. Council decided to hold off on hiring
anyone unless we have a large project.
G. Community Comments Format & Responses- Mayor Boudreau discussed with Council the
prospect of “relocating” community comments elsewhere on the agenda, as well as allowing
for staff/council/mayor response, as necessary. Council consensus was to keep format as is
and be allowed to state that the member of the public will be followed up with by
staff/council/mayor after the meeting.
H. Consent Agenda Use- Mayor Boudreau discussed what to put on the Consent Agenda with
Council. Consensus was to put minutes, claims and payroll on consent agenda.

I. Out of State Travel Requests- Mayor Boudreau discussed method and parameters
surrounding staff requests to Council for out-of-state travel.
J. Public Defense Review- Mr. Donovan gave an over view of the Public Defense Auditor
timeline.

A. Discuss Goals 2017—Mayor Boudreau
Final discussion of Council’s goals for staff in 2017.
B. Eagle Rock Challenge Course—Bill King, Parks & Enrichment Services
Discuss a potential commercial lease agreement with Andrews Consulting LLC,
dba Northwest Teambuilding, for the operation of Eagle Rock Challenge (ERCC)
course. WCIA insurance recommendations are driving this decision.
C. Veterans Memorial—Bill King, Parks & Enrichment Services
Staff will update Council on preliminary efforts in support of a Mount Vernon
Veteran’s Memorial
D. Overview of Consultant Work Plans & Activities To-Date—Rebecca Lowell,
Development Services
Summary of work to-date and timelines for the Kincaid South Sub-Area plan,
proposed regulations regarding Permanent Supported Housing and amendments
to the zoning code aimed at increasing the City’s supply of bona fide affordable
housing.
E. Briefing of Comp Plan Amendment/Rezone Applications—Rebecca Lowell,
Development Services
Review of Comprehensive Plan docketing process and the March 8, 2017 public
hearing that is scheduled to docket the 2016/2017 applications
F. Federal Lobbyist Support—Mayor Boudreau
Discuss the merits of reestablishing representation at the federal government
level, for the purpose of developing relationships with our congressional
delegation.
G. Community Comments Format & Responses—Mayor Boudreau
Our current agenda format provides time for community comments toward the
beginning of each meeting, and does not provide for input/response from staff,
Council or Mayor. Discuss the prospect of “relocating” this item elsewhere on the
agenda, as well as allowing for staff/council/mayor response, as necessary.
H. Consent Agenda Use—Mayor Boudreau
In the interest of conserving council meeting time, weigh the benefits/drawbacks
of using a consent agenda in future meetings.
I. Out of State Travel Requests—Mayor Boudreau
Reconsider the method and parameters surrounding staff requests to Council for
out-of-state travel.
J. Public Defense Review—Peter Donovan, Project Development
Brief review of recent progress, as well as updates for the next 60 days.

PLEASE TAKE NOTICE that the Mount Vernon City Council will be holding a
special Committee of the Whole Committee meeting on Wednesday, March 1, 2017
beginning at 6:00 p.m. The Public Safety Committee meeting normally scheduled for this
time has been cancelled. The meeting will be held in the Courtroom of the Police/Court
Campus, 1805 Continental Place, Mount Vernon.
