City of Mount Vernon Development Services Committee Minutes from March 15, 2017 Chairperson Dale Ragan opened the meeting at 6:00 p.m. Present were Council members Mark Hulst, Mary Hudson, Joe Lindquist, Gary Molenaar and Mayor Jill Boudreau. Staff present included Chris Phillips, Rebecca Lowell, Kevin Rogerson, Jerry Dodd and Peter Donovan. Minutes: Mr. Hulst moved, second by Mr. Molenaar, to approve the minutes from January 18, 2017. Motion carried. Golf Cart/ATV City Use: Mr. Rogerson informed the Council that in 2013 State legislation allowed ATVs, UTVs on public right of ways. Cities can permit them if statutory requirements are met. Following discussion over several related issues such as the lack of insurance requirements, noise, and the impact on city trails, enforcement and the need to do additional research, Council decided not to take action at this time. Roundabout Update: Mr. Phillips presented Council with an update for the roundabout at Waugh and East Division Streets. A pre‐construction meeting was held yesterday with Trico Construction. The start date is April 3rd with an estimated completion of June 30th. The City and Landed Gentry are co‐hosting an open house at Fire Station #3 on March 23 to address any questions or concerns regarding the roundabout. Public Private Partnership: Mr. Phillips provided a brief background on the City’s Downtown and Waterfront Masterplan and the next steps moving forward. The City has hired a design and planning firm, Collins Woerman, to facilitate the re‐development of downtown. The first meeting to gather public input will be held March 23rd. Following several meetings Collins Woerman will identify catalyst projects and strategies to implement them. A joint meeting with Council and Planning Commission is planned for July. Sub Area Plan: Mrs. Lowell reported the second set of interviews will be held on March 22nd with Makers. Several members from City Council and Planning Commission are serving on the interview committee. Other stakeholders have been invited. Affordable Housing Update: Mrs. Lowell provided a list of applications for new and re‐modeled multi‐family housing units recently submitted. There are over 100 units. Several single family homes have been constructed in the Summerlynd development. The land is owed by Skagit Land Trust providing an affordable alternative to home ownership. Two short plat lots, one for 7 lots and the other for 8 lots, have also been submitted. Adult Entertainment Advisory Committee Update: Mrs. Lowell reported staff and the Adult Entertainment Advisory Committee have been working diligently on amending the municipal code. She plans to bring a final draft to Council and Planning Commission by the end of April, but an extension may be needed. Mayor Boudreau stated her office was notified by the State Liquor and Cannabis Board that an application for a liquor license for the owner of Page 1 of 2 the tavern on West Division Street has been received. This information was shared with some of the business and property owners in that neighborhood. Miscellaneous: Several applications for commercial development have been submitted. These include:  College Way Station, E. College Way, 6,400 sf multi‐tenant  Harbor Freight, 2400 Riverside Dr, 15,000 sf retail services  Multi‐tenant office, 120 E Fir St, 6,000 sf  Cell Tower, 1420 Riverside Dr (Ace Hardware)  Craft Stove and Hanson’s Furniture , 900 – 922 W. Division, re‐building after being destroyed by fire Architect for the Kim building, formerly the Tokyo Stop restaurant on South 2nd Street, notified staff that they will be replacing their building destroyed by fire. Mayor Boudreau commented briefly on two House Bills; one for small site cell towers, the other regarding public records reform. There being no further business the meeting adjourned. Page 2 of 2
