Public Works Committee Meeting April 12, 2017 Attendees Present: Mayor Boudreau Council Members: Fiedler, Hudson, Hulst, Lindquist, Molenaar, Ragan Staff Members: Public Works – Bell, Duranceau, B. Approval of Public Works Committee Minutes: Councilmember Lindquist moved to approve the minutes from March 8, 2017; Seconded by Councilmember Molenaar; Carried by all. 2. Program Coordination Division – Blaine Chesterfield a) Kulshan Pump Station Controller Upgrade: Blaine Chesterfield provided an update on the Kulshan Pump Station Controller Upgrade. He noted the control panel is 21 years old and replacement parts are getting hard to find when maintenance is required. Technical Systems, Inc., (TSI) has done extensive testing of the new control panel and it will be hooked up to the Kulshan pump stations murphy control system within the next three weeks. b) Stop Log Storage Containers: Blaine updated the committee on the upcoming purchase of eight 20-foot stoplog storage containers for the storage and deployment of floodwall components. Bids will be solicited beginning April 13, 2017, and they will be received on May 2, 2017. The bid is for eight containers able to store up to 200 stoplogs at an estimated cost of $13,000 each, totaling approximately $104,000 before sales tax. The containers will be stored at the Fir Street shop complex. Blaine also informed the Committee the 2016 Stormwater Annual Report and 2017 Stormwater Management Program (SWMP) documents were both submitted to Department of Ecology on March 30, 2017; the City is in compliance with the requirements of the NPDES permit at this time. 3. Project Updates – Mike Love a) Downtown Floodwall Protection Phase 3B: Construction is progressing with the installation of the floodwall adjacent to Commercial Cold Storage, the underground utility relocation, and the steel piling wall. Work is beginning on the concrete foundation forms and placement of rebar. The contractor is on track to complete work prior to the May 15, 2017, deadline. b) Section and Laventure Signal: The Section and Laventure Signal project will go out to bid next week with construction anticipated to begin after school lets out for summer. Estimated cost for construction is $553,000, with an alternate bid additive for the 30th & 18th Street / Kulshan Trail crossing, flashing light system at an estimated $50,000. Safe Routes to School grant funds are available in the amount of $237,000 with the short fall to be funded by Transportation Impact fees and potential Skagit County Economic Development Funds. April 12, 2017, Public Works Committee Minutes Page 1 of 3  c) WWTP Screw Press Procurement: The WWTP Screw Press Procurement is currently out to bid. Bids require a threshold limit for water removal. Three companies have been working with plant staff to test the plant sludge for dewatering. Bids should be submitted by May 19, 2017, at an estimated cost of $300,000 to $350,000. The next step in this project will be to design the awarded bidder’s equipment to fit into the existing area. The project will then go back out to bid for a contractor to install the equipment. d) Collection Building Security Gate Installation: The City is working to install automatic gate systems at the City Collection Yard and City Shop to reduce access to these facilities. The estimated cost for the gate at the City Shop is approximately $18,500 and the entrance to the Collection Yard, adjacent to Hazel Street, is estimated at a cost of approximately $14,000. e) College Way Widening at I-5: The consultant for the College Way Widening at I-5 is working on acquisition of property needed for construction. Signal, structural, and civil design are also progressing at this time. This project will add two additional lanes beneath I-5 to reduce congestion at the interchange. Staff is currently reviewing under bridge pedestrian lighting and patterned wall finishes (aesthetically pleasing and graffiti deterrent). Additionally, due to federal bridge regulations, the outside lanes will drop about a foot lower than the existing lanes for over height clearance. f) 2016 Sanitary and Storm Sewer Lining: The annual work to restore approximately 7,500 feet of sewer and storm pipe was completed last month. The majority of the work was performed at night to reduce the impact to traffic on high volume streets. About 5/6 of the lining was of sanitary sewer and 1/6 was stormwater. One pipe on Roosevelt Avenue was eliminated from the contract due to deteriorated pipe condition. 4. Public Works Director Comments – Esco Bell a) Tulip Festival: Esco briefed the council with the latest information about Tulip Festival Traffic; signals are programmed for more green on SR 536 during weekends, a variable message sign directing traffic to the tulip route along SR 536, and other tulip route signs, parking signs and barricades are in place to help traffic and events. Additionally, WSDOT will use variable message signs on I-5 to direct northbound traffic toward the fields at Conway and southbound at SR 20. Staff has also marked downtown sidewalk variations in order to help prevent falls. b) Pavement Restoration (REET 2017): The City is on track to modernize approximately 50 sidewalk ramps to current ADA standards over the next couple of months by contract, followed by overlay and pavement work in July, August, and September. c) MVPD Dog Kennel Project Acceptance: The MVPD Dog Kennel project is on the Council Agenda this evening for formal acceptance. d) New City Shop Facility: Several photos were presented demonstrating the continued need for more City Shop capacity. Traffic Safety Committee Topics – Mike Love a) Update on Downtown Association Meeting: Mike provided Committee with an overview of a meeting held by the Downtown Association to celebrate accomplishments made over the last 15 years. The Downtown Association showed good support for the 4-way stop at Gates and 1st Streets. Additional comments for further discussion were; speed reduction (back to 20 mph) in the downtown area, signing the area as a pedestrian zone, additional enforcement, and potentially returning one-way streets back to two way traffic. 6. Library Committee Update – Isaac Huffman a) Library Programming: Isaac Huffman provided an update about programming, community partnerships, and work completed over the past month including several successful events as follows: • The peeps houses event drew 48 participants and included community partnership with the Boys and Girls club in building houses for peeps. • Tails for Tales; children reading to dogs to encourage growth of reading skills. • The library owns Keva planks, cuboid wooden block toys for children and adults. These planks are light weight, wedged, and versatile, fostering building and learning as a family unit. • A bookmark contest theme this year was “build a Better World”, there were many great entries. b) Library Space Improvements: Information was provided on the library’s new development strategy, working on the following five focus areas: • Space Improvement: over the next few months the library will create a cleaner, better organized, brighter and more inviting space. • Scheduling changes: a schedule is being created that supports the people who work for the library and promotes professional services. • Website updates: the library website is being modernized and will include catalog and digital improvements to extend library services. • Collection development: the collection strategy is being updated to provide the “greatest benefit” for the people of Mount Vernon. • Marketing to improve services and benefits to the community: plans are to effectively market the services and collection of the library. The next phase of upgrading will include reaching out to the community to remind everyone of the library’s great services. c) Upcoming Events: Upcoming programs include a multicultural reading and crafts on April 15, 2017, as well as a visit by the Washington State Poet Laureate and local artist Deirdre Czoberek scheduled for Monday, May 1, 2017. 7. Miscellaneous / For the Good of the Order Councilmember Ragan asked for an update on the solar panels that were installed on City Hall in 2012. Blaine stated he will provide updated information on the City’s investment at a future Public Works Committee meeting.
