Present: Councilmembers Fiedler, Hulst, Hudson, Lindquist, Molenaar, and Quam
Staff present: Doug Volesky, Bill King, James Weppler, Chief Dodd, Peter Donovan, Chief Brice, Chris
Phillips and Isaac Huffman.
1) Minutes from March 2017 were approved.
2) Peter discussed a proposed lease agreement with YMCA whereby the City will receive membership
credits, facility use and service credits in return for $50,000 yearly payments for the next ten years.
Councilmember Hudson expressed her support of the YMCA but feels that this amount is not fiscally
responsible. Councilmembers Fielder, Ragan, Molenaar, and Quam expressed their support and
directed staff to forward the lease to the YMCA for their board to review and then bring it to Council for
possible adoption.
3) Parks and Enrichment Services – Bill and James provided updates on recent activities:
a) Stokely Tower - an assessment of the tower was done and it was determined that the tower is
structurally sound. Recommendations from this assessment include: replace the ladder, replace
diagonal connections, and provide general tower and site maintenance as well as painting of the
tower. A bid process is underway for the ladder replacement aspect.
b) Bonnie Rae Rental – A full review and market analysis was conducted on the rental fees paid by
the caretaker. This was evaluated with the caretaker activities factored into the fee. It was
determined that the lease will increase on the lease anniversary date, a total of $300 per month
over the next three years which will bring it closer to market rate for leases of properties of this
nature.
c) Projects –
• The Mount Vernon School District contract is under review with the goal of separating the
Sherman Anderson Field from the general agreement.
• A quarry boundary survey is underway to address a boundary issue between the quarry
and the Silver Arrow Bowman.
• Little Mountain Engineering/ Skills Park improvement planning is underway. Trail
maintenance continues which includes improvements to signage and maps.
• There is research underway exploring the possibilities of alternative Dog Parks in other
park areas.

• A Veteran’s/1 Responder Memorial Working Group review is under way.
d) Winter/Spring Cleanup- There was extensive damage during the winter wind storms which have
required extensive clean up and log removal in the Little Mountain area and the Trumpeter
Drainage area.
e) Lions Park Restroom Project – This remodel project has been changed to a replacement project
utilizing a precast concrete building system similar to the Hillcrest Park Lower Restroom. The
timeframe for this project could be as short as six weeks. This type of building is more impervious
to flood damage and vandalism.
f) Hillcrest Sewer Line Project – Phase 1 will route the line across the parking lot and along the tennis
courts. This will have the least impact on parking for the park.
4) Financial Report – Doug reviewed the 2016 year end revenue, expenditures and fund balances in the
General Fund. The fund balance for Government Operating Funds had an increase of $832,301. The
2016 revenue for the General Fund was $155,573 below budget; however this deficit was offset by
expenditures being 96% of budgeted expense.
• Sales tax revenue was reported as down compared to the same period in 2016. Overall the
revenue continues to be 12% above.
