The April 5, 2017, Public Safety Committee Meeting Minutes were approved and adopted as presented. POLICE CHIEF JERRY DODD 2016 PERSONNEL OVERVIEW  Provided 2016 data on applicants and hiring process. o 126 candidates - six hired by MVPD  Discussed MVPD recruiting efforts  Command changes o Lieutenant Mikel Moore promoted from Patrol Sergeant to Patrol Division Lieutenant o Lieutenant Greg Booth from Patrol to Criminal Investigations and Crime Prevention o Lieutenant Chris Cammock from CID/CP to Administrative Services  Six officers left MVPD in 2016 o 3 retired o 2 returned to their home towns o One made a career change  Council Member Bob Fiedler asked how long an officer stays as school resource officer o Seven year commitment depending on staffing/rotation PERSONNEL UPDATE  Officer McClaughry is now able to see some light and shapes  Six MVPD Officers will receive the WA State Law Enforcement Medal of Honor on Friday, 05/05/17, for exceptional conduct in saving Officer McClaughry’s life (Lindberg, Don, McClaughry, Green, Jones, Paul)  Two officers (Henthorn and Robinson) graduated BLEA and are in FTO o Both are doing well  Officer Pash still at BLEA   Outreach Coordinator Erin Von Fempe is doing a great job and has already assisted several individuals in a variety of ways  Jennifer Messina, who’s been with MVPD for 30 years, was promoted to Records Manager  Officer Randall Fuller (24+ years) retired last month for medical reasons  Provided information on volunteer hours (4,858 total hours in 2016) o This amazing group of individuals will travel to Olympia on Friday to assist with Medal of Honor ceremony  Still have two officer positions plus one sergeant position to fill  Five officers are eligible for retirement  Civil Service list is an on-going and continuously changing document  Council Member Joe Lindquist asked if PD is testing for sergeant soon o In process o Five candidates o Assessment center scheduled for this month o Hope to promote in July or August o Will leave three vacancies for officers PRELIMINARY 2016 STATISTICS  Provided various crime statistics for 2016  Gangs continue to be problematic o Gang culture has become ingrained in households o Several of 2016 aggravated assaults involved gang members  Increase in calls for service  Council Member Dale Ragan asked how MVPD calls for service relate to neighboring communities o Highest in County; however, relative to density o Officers continue to go from call to call to call… o Mayor Boudreau stated calls for service are not necessarily a bad thing  Top call for service is “suspicious”  Discussion of tracking vagrancy o 491 complaints in 2016 – increase due to more accurate reporting process o Service calls potentially relating to vagrancy have increased o Currently meeting and defining best approach for addressing this  Neighborhood successes o 41 neighborhoods  27 completely resolved  14 reduction in frequency  Ken Lee is a big part of resolutions  K-9 had 179 deployments o Great decision to have cross-trained K-9 (drugs)  Arrests in 2016 remain pretty level o Will see an increase when new jail opens  Personal injury vehicle accidents up 29% o Officer Paul Shaddy is analyzing every location, contributing factors, etc. o Plan to do emphasis on specific areas with WSP and SCSO o Council Member Mark Hulst appreciates Officer Paul Shaddy’s updates on the Anderson Road roundabout accidents  Esco Bell and WA DOT are researching possible fixes  Use of force  o 23,000 calls – force used 86 times  Lower than national average o K-9 bites also lower than national average  Officer Zach Wright and Vektor are an excellent team  No internal affairs in 2016  No racial bias complaints  Six vehicle pursuits all within policy  2016 Coat Drive was very successful o Truly driven by Patrol Division  Officers involved in Cascade Mall shooting were recognized at Department Meeting o MVPD took leadership role in this incident  Several demonstrations (marches) in City of Mount Vernon o PD get very positive reviews of our services during these marches  rd 23 Citizens Academy graduation held last week  New interview room built in lobby to accommodate defense council  Five new vehicles are road ready o Thanked City Council for their support  South 27th Street shooting in 2015 o After two years, Crime Lab analyzed hair in stocking cap from van o Driver and shooter have been identified and PD is in the process of hunting them down  Council Member Mary Hudson stated all involved MVPD officers and staff did a “fabulous job” with this year’s Citizens Academy. “I can’t say enough. It was a wonderful experience and well worth the 12 weeks.” FIRE CHIEF BRYAN BRICE EMS UPDATE  Chief Brice attended Central Valley Ambulance’s April meeting o Working on their five year plan which is directed through county o Chief Brice shared Mount Vernon’s one, three, and five year plans  One year plan included getting one paramedic on fire apparatus on each shift  Three year plan includes working work with 911 center to get better criteria based dispatching  Five year plan includes partnerships and community paramedicine  Ambulance transport company  Multiple fire departments  County  Hospital  What are we trying to solve?  Council Member Bob Fiedler asked about criteria based dispatching o Dispatchers will have a set of questions to ask to get information from caller to determine proper response o Solution is accountability o Continue pushing issue – open dialogue o Advocate for having paramedics on all fire apparatus o Have to make those changes and be comfortable with them  o Hear from other communities – rule is criteria based dispatch o Council Member Dale Ragan stated he hopes a new EMS Director will make a difference o Council Member Bob Fielder stated it’s important to send the right people to the right place to take the stress out of the system o Challenges include multiple fire districts  Mayor Boudreau stated the County Commissioners are governance of the system; we are not. The accountability piece is missing. There’s also a strong labor group that infights with other labor groups. Need leadership, accountability. INTRODUCTION OF NEW EMPLOYEES  Introduced two new Firefighter/Paramedics; Travis Seamans and Bryan Trask o Graduated academy two weeks ago this Friday o Great hires, incredible work ethic, learning fast o EMT training is 180 hours o Showed video of what firefighters go through at the Academy MAYOR JILL BOUDREAU  City received an extensive records request from Fire District One asking for everything from 1980 forward. o Estimates it will take over a month to go through all records they’re requesting. o City Attorney Kevin Rogers is working on this.  Bill King sent draft lease agreement to YMCA last week and wanted to clarify questions. o We want to bring back to Council on the 10th. o At this point, it’s really in their court at this point.
