Approval of Public Works Committee Minutes: Councilmember Ragan moved to approve the minutes from April 12, 2017; Seconded by Councilmember Molenaar; Carried by all. 2. Library Committee Update – Isaac Huffman a) Library Update / Website Improvements: Council was updated on the new website look and informed of recent improvements resulting in a more user-friendly program. Furthermore, the new updated library catalog is now live and Hoopla (movies) is now available in addition to Overdrive (audio books) and OneClick digital. Overall, four mobile apps are now able to serve the community; one of the apps allows for downloading titles rather than live streaming. b) Space Improvements/New Library Planning: Existing space in the library has been cleaned up and is now more accessible. The blinds and lighting have been upgraded, signs have been changed to reflect more positive verbiage, and many small maintenance items have been completed. Additionally, the children’s area has been updated and counter space / shelving has been cleaned up for public work stations. The need for new library space was described; data shows basically flat use (despite many changes in demographics and industry) – showing a limited factor. Staff will need an investment in the space as well as the need to respond to new uses of library space. There are several noted short comings in service; current library restrictions include a children’s program limited by space as well as a lack of meeting area for adults. There are also currently nine staff work stations for 12 staff members to utilize and the senior population is being underserved - this all leaves no room to offer new services. The new space is believed to be a good investment; support in defining needs, partners, and a physical location will help shape the future of the library. Program Coordination Division – Blaine Chesterfield a) Brown and Caldwell Agreement: Council was briefed on a professional services agreement with Brown and Caldwell, for National Pollutant Discharge Elimination (NPDES) program implementation and support which will be considered later tonight during the council meeting. Staff has been working with Brown and Caldwell since 2007 to meet NPDES compliance requirements. The contract is for a length of two years at a cost of $117,446 (approximately $59,000 per year). b) Stop Log Storage Container Bid Acceptance: Bids were received on Tuesday, May 2, 2017, for eight stoplog storage containers to be used to store and deploy floodwall components. The low bid was Rule Steel with a bid of $116,961.20. A recommendation to award the contract will be made during tonight’s council meeting. c) Sand and Salt Storage Building Bid Acceptance: Bids were received on Wednesday, May 3, 2017, for a sand and salt storage building. Four bids were received ranging from $24,783 to $34,938. This new building will be located at the shop facility and will allow the city to discontinue the need to rent space from across the street. A recommendation to award the contract to Guard-All Building Solutions Manufacturing at a price of $24,783.60 will be made at tonight’s council meeting. d) City Hall Solar Array Update: Since its installation in July 2011, the City Hall Solar Array has generated 43.8 Mega Watt hours of energy with an energy savings of $4,200. Also, with the Washington State Production Incentive, the city has saved an added $23,652 out of the general fund. e) Surface Water Utility Rate Study: The last time the Surface Water Utility conducted a rate study was in 1995, where they established the current rate of $6.05; the $6.05 rate has been in place since 1999. There is $35,000 in the FY2017 budget earmarked for an updated rate study. Staff has evaluated and interviewed the FCS Group, Mr. John Ghilarducci, to complete the study. The FCS Group has 29 years of experience and has performed over 1,700 rate studies. Slides were presented to show that if the current rate is not increased, the utility will eventually go into the negative. Additionally, operation and maintenance requirements are ramping up along with NPDES requirements and upcoming big project expenditures. The current rate has not kept up with inflation; many other jurisdictions are also looking towards rate increases. The overall rates will be based on City of Mount Vernon needs rather than making sure they are comparable with other cities. Consensus with council was to move forward with the study. Project Updates – Mike Love a) Downtown Floodwall Protection Phase 3B: Interwest Construction continues to work on the floodwall adjacent to the Cold Storage building. Work in the next few weeks will include the start of demolition on the old Dairy Valley building, installation of the concrete wall on the north end of the project, and begin excavation work on the south end in preparation to raise the earthen levee near the waste water treatment plant. The railroad is currently reviewing drawings submitted by city staff designed for the wall to cross the railroad tracks on the north end of the project. Staff may work on this area in conjunction with the Kulshan project (projected to occur in August). b) Section and Laventure Signal Bid Acceptance: Staff will ask Council to consider award of the construction contract to install a new traffic signal at the intersection of Laventure and Section Streets at the following Council meeting. Plans are to begin construction in June at the beginning of the school break. The low bidder was Colacurcio Brothers Inc., out of Blaine WA in the amount of $643,611. Award will require a budget amendment to include the additional funding sources of Traffic Impact Fees and a Skagit County Grant (County staff is recommending $150,000 to County Commissioners for the project). This project includes pedestrian improvements at the Kulshan Trail at both the 18th and 30th streets crossings. Future consideration will be necessary for consultant services for inspection, material testing, and surveying. c) Collection Yard Entry Gate and Access Control Bid Results: Fencing and Awning of Moxee, WA will begin installation of a new security gate at the collections yard on Hazel Street to improve security. Fencing and Awning had the low bid of $14,757.78 at the May 2, 2017, bid opening. d) 2016 Sanitary and Storm Sewer Lining Project Acceptance: Also on the council agenda tonight is acceptance of the 2016 sewer pipe restoration work. The contractor, Michels Corp., finished with the lining contract work in April. Approximately 7,500 linear feet of pipe was lined this year. The bid award amount was $692,542 with a final contract amount of $710,470; the change in cost can be attributed to a pipe diameter increase, pipe connection restoration, and pipe length added to the contract. 5. Public Works Director Comments – Esco Bell a) 2017 Curb Ramp Improvements: Council was informed approximately $190,000 worth of curb ramp work associated with this year’s overlay projects will be constructed (work includes 61 ramps). The curb ramp contract bids will be opened on May 17, 2017. May 10, 2017, Public Works Committee Minutes Page 3 of 4  b) Suzanne Lane Project Acceptance: The Suzanne Lane project acceptance is on the council agenda tonight. The contractor was Northsound Utility and Construction with an original bid of $44,268; added dewatering costs for changed conditions on this extremely difficult/high risk job brought the project cost to $74,021.14. c) 2018 WSDOT Overlay SR536 (S 3rd Street and E Division) – Todd Carlson (WSDOT): Todd Carlson, WSDOT, will brief Council about their project to overlay SR 536 from I-5 to the Division Street Bridge next month at the June 2017 Public Works Committee. As part of the project an arborist will be looking at potential removal of the tree located at the southbound off ramp at Kincaid Street. 6. Traffic Safety Committee Topics – Mike Love a) Downtown Signal: It is the City’s intention to move forward with removal of the traffic signal at First and Gates Streets and replace it with three-way stop signs as soon as feasible. b) Anderson/Cedardale Roundabout: Council was briefed on the current operation at the Anderson/Cedardale compact roundabout. The capacity and accident rates were acceptable for the first couple of years; however accidents have since increased. In early April staff installed rumble panels and additional yield signs as well as lowered the cautionary speed to 10 mph. Staff monitored the intersection on three separate occasions and it appeared traffic was moving slower into the roundabout and there were no delays. The Roundabout will continue to be closely monitored for any future accident data. 7. Miscellaneous / For the Good of the Order a) Astound Franchise – Kevin Rogerson: Astound is seeking a franchise agreement to continue to use city rights of way to provide telecommunication services. The formal agreement will be presented at the May 24, 2017, Council session.
