Approval of Public Works Committee Minutes: Councilmember Lindquist moved to approve the minutes from May 10, 2017; Seconded by Councilmember Molenaar; Carried by all. 2. Library Committee Update – Isaac Huffman a) Space Improvements: The Library continues to improve their space including new furniture and general cleanup as well as the replacement of non-working lighting. The new furniture includes more age appropriate sizes (as well as extra chairs for larger events) and is easier for staff to maneuver. The Children’s graph shows an increase in use up to over 1,000 last month (was 836 at the beginning of the year). Attendance typically spikes during the summer reading program and other summer programs such as the summer garden program. b) Summer Reading: The Summer Reading program is titled “Build a Better World” this year and is in conjunction with nationwide library programming. Additionally, the Library has installed new software “Beanstack” to help implement a wraparound approach for all ages. The new software mirrors the Mount Vernon School District software to remain consistent. As part of the wraparound service the software is adapted to the age of each child and emails are generated recommending age appropriate material. After summer, the email component of the software can be utilized to market activities and highlight events throughout the remainder of the year. This will also help build up a healthy user list and can be used to draw people into the library Through the Beanstack program children can earn activity badges to encourage better participation with the program. Additionally, there are other prizes and raffles throughout the summer that are provided by many of the Library sponsors. June 14, 2017, Public Works Committee Minutes Page 1 of 4  Per Council encouragement, Library staff will evaluate the possibility of reopening the Library on Sundays. The Library closed on Sundays due to the downturned economic situation a few years back which does not currently appear to be a factor. 3. Washington State Department of Transportation – Todd Carlson a) 2018 WSDOT Overlay SR536 (S 3rd Street and E Division): The Council was briefed about WSDOT’s project to overlay SR536 from the freeway to the Division Street Bridge in 2018. As part of the project all ADA ramps will be updated to current standards. The project is anticipated to include two months of paving between Memorial Day and Labor Day; work is planned for nighttime hours to lessen the impact to motorists and businesses. b) Discussion of the Memorial Tree at the SB Ramp Terminal: Removal of the memorial tree on the southbound I-5 ramp at Kincaid Street was discussed. An Arborist has examined the tree and found it to have issues necessitating removal at some point. WSDOT would like to keep communications open as to what to do with this tree that was planted in 1918 in memorial of Armistice Day, which will mark its 100th anniversary in November 2018. Some current ideas for reserving the tree include turning the wood from the tree into another memorial such as a table or other monument. WSDOT has been working with a local nursery to take and nourish starts from the tree in order to keep the line going. This will be a great opportunity for Mount Vernon residents to have input towards a new veterans memorial. 4. Program Coordination Division – Blaine Chesterfield a) Surface Water Utility Rate Study: Council was updated on a professional services agreement with the FCS Group for a needed Surface Water Utility Rate study. Staff has evaluated and interviewed the FCS Group, who has more than 29 years of experience and has performed over 1,700 rate studies. The 2017 budget includes $35,000 for this task; the FCS Group has quoted $34,000 for the agreement which is being considered on tonight’s council agenda. 5. Project Updates – Mike Love a) 2017 Street Improvements Bid Acceptance: On the agenda tonight for Council consideration is award of the 2017 Street Restoration work. This year’s paving program has increased in size with funding provided by the Transportation Benefit District. Lakeside Industries was the low bid at $793,969 for a 30 day working contract including the following streets; Curtis Street (McLean to SR536), Division (28th to Digby), Fowler (14th to 18th), and the neighborhood north of College Way on N 33rd. b) Hoag Road Project Closeout: Also on the agenda tonight for Council consideration is the contract acceptance of work for the Hoag Road Sidewalk and Bike lane project. The project completed 600 feet of sidewalk and bike lane on Hoag Road adjacent to Urban Avenue. The contract was June 14, 2017, Public Works Committee Minutes Page 2 of 4  awarded to Colacurcio Brothers in the amount of $232,987. The final contract amount is $251,345.65 with the majority of the cost increase due to utility conflicts during construction and weather. c) Downtown Floodwall Protection Phase 3B: Several pictures were presented of progress the contractor has made on the Downtown Flood Protection Project. Interwest Construction has now completed the Dairy Valley building demolition and will continue setting forms and tying rebar for concrete in the floodwall near Kincaid Street. d) Section and Laventure Traffic Signal Construction: Colacurcio Brothers Construction will begin construction on the signal at Laventure and Section Streets on Monday, June 19, 2017. Work will begin with sidewalk and road demolition to construct the new curb alignment. The project will consist of approximately one and a half months of preparation work and then will likely shut down to wait for the signal components to be made and delivered (ordered in advance). e) Request for Qualifications: The City is requesting consultants to submit qualifications for the design of a new traffic signal at 30th and College Way and to assist the City in evaluating the signal system along College Way and Riverside Drive corridors for future signal improvements. Qualifications are due June 23, 2017; selection and contract negotiation are anticipated in July. Design work is funded by FHWA with no local match; funds were transferred from the former Roosevelt extension project. 6. Public Works Director Comments – Esco Bell a) Proposed City Shop Project: The City shop upgrade is a work in progress. Esco reviewed potential layouts that are purely conceptual at this time as the preliminary feasibility study was completed several years ago and actual layout would require architectural and engineering assistance to include the existing infrastructure constraints within the 11 acre property. Current considerations (including a Parks operations area) include an operation/staffing building, shop/vehicle storage (heated), and shop/vehicle storage (unheated). Staff will continue looking for funding opportunities for the necessary upgrade of the outdated shop complex. b) Complete Streets Policy: A draft Complete Streets Policy was handed out to Council for review. The topic will be discussed at the July 12, 2017 Public Works Committee. c) Recycling Contract: The current curbside recycling contract with Waste Management will expire on March 31, 2018; however, the contract allows for one more three year extension with mutual consent of the parties. Waste Management has proposed a $2.28 increase as their June 14, 2017, Public Works Committee Minutes Page 3 of 4  requirement for an extension. Staff is evaluating options to recommend, but expects to advise at least further negotiation on the proposed price increase. The City must decide whether to extend the current contract for another three years, re-bid the contract to other bidders, or to take over the collection of recyclables in-house. Discussion was held on whether or not weekly service should be considered; however, staff views biweekly service as appropriate in Mount Vernon. Further discussions will be held on this topic prior to the September 30, 2017 deadline. 7. Traffic Safety Committee Topics – Esco Bell a) Speed Humps: An overview of City policy on speed humps was presented. Just a few of the deterrents from installing speed humps to control speeding in residential neighborhoods include installation and maintenance costs, emergency response delays, diversion of traffic to adjacent neighborhood streets, and acceleration/deceleration noise generated because of the speed bumps. Staff has utilized other helpful traffic calming measures when warranted such as placing the speed trailer/speed indicator for increased awareness and narrowing wide streets by installing fog lines to promote slower speeds; it is a natural reaction for vehicles to reduce speed on a narrow street. 8. Miscellaneous / For the Good of the Order a) Freeway Drive Pump Station Upgrade – Esco Bell: WWTP staff is currently working on upgrading the Freeway Drive pump station. The work is 30 feet deep and includes a small area to work in requiring baker tanks to divert the flow during the upgrade. Crews will be visible working on this project and could potentially cause traffic diversions.
