Approval of Public Works Committee Minutes: Councilmember Lindquist moved to approve the minutes from June 14, 2017; Seconded by Councilmember Quam; Carried by all. 2. Program Coordination Division – Blaine Chesterfield a) Maddox Creek Culvert: The Maddox Creek culvert was originally installed in 1970’s by Skagit County for the S 19th Street future extension. In 1992 Eaglemont developer entered into a Hydraulic Project Approval (HPA) agreement with Washington State Department of Fish and Wildlife to remove the culvert and in 2001 the culvert removal project was placed on City CIP. Since that time the Washington State Department of Fish and Wildlife has determined that the 1992 HPA is no longer enforceable. In 2003 – 2004 the City received a Centennial Grant for $500,000, primarily for Flowers Creek work but it also included culvert removal as feasible. This grant proved impractical to advance at the time given priorities with the LaVenture/Anderson project and was returned to Ecology. In 2013, as part of the LaVenture/Anderson project four fish barrier culverts were replaced in the Maddox Creek system. 2014 to the present, the City and County (at staff level) discussed the need and priority for the project. However, neither organization has placed it high enough for funding until the other fish barriers were replaced. In 2016 Fish and Wildlife Commissioner, Larry Carpenter, and others have brought renewed attention to this culvert, and on December 20, 2016, staff met with Skagit County to discuss. July 12, 2017, Public Works Committee Minutes Page 1 of 4  Two more meetings took place in 2017, with Skagit County, Dept. of Fish and Wildlife, Skagit Fisheries Enhancement Group, and Kurt Buchanan (retired fish biologist). A project estimate for culvert removal was estimated by the County at $560,000. The City would partner with the County (prefer County take the lead) and pursue Ecology Centennial Grant Funding. If grant funding is obtainable for a large portion, approximately 80%, of the project costs then advance the project as a priority with City and County matching funds. Otherwise increase efforts to obtain the needed resources, as feasible, over the next several years beginning with the 2018 budget. 3. Project Updates – Mike Love a) Bid Awards: Mike Love noted that the following projects would be on the Council Agenda for award tonight: • 2017 Curb Ramp Improvements Rebid City received two bids on June 29, 2017, ranging from $255,905 to $272,587.50. The lowest responsive bid at $255,905 was determined to be Larry Brown Construction and the project would be completed in 90 days. • WWTP Screw Press Procurement Rebid Three bids were received on June 5, 2017, ranging from $260,880 to $443,018.81. The apparent low bid was determined to be non-responsive and bid was rejected. The second low bid by FKC Co. Ltd was determined to be responsive and recommended for award at $349,416 with delivery by the end of the year. • 2017 Sanitary and Storm Sewer Lining One bid was received on June 22, 2017, from Michels Corporation for $631,762.76. The estimates for both sewer and storm portions were higher than expected, however, the funding is available and staff is recommending moving forward with the bid. b) Downtown Floodwall Protection Phase 3B: The stop logs for the top of the wall on Phase 2, Division to Kincaid portion of the project, arrived and were put in place to be sure it fit correctly. With only minor modifications required, the City took possession of the material. Mike provided photos of the progress of work for phase 3B. c) Section and Laventure Traffic Signal Construction: The intersection has been paved and the ADA ramps have been installed. The remainder of the week the contractor will complete the sidewalk installation and do the painting and pavement marking which will require another road closure. The signal will operate as a four-way stop until the signal equipment arrives. July 12, 2017, Public Works Committee Minutes Page 2 of 4 4. Public Works Director Comments – Esco Bell a) BNSF Agreement (Kulshan Creek & Flood Wall Crossings): Discussion was held regarding an agreement with Burlington Northern Santa Fe Railroad for work on the culvert crossing on Kulshan Creek and for the H-piles at I-5 for the railroad crossing for the floodwall. The agreement would be not to exceed $375,000. b) Complete Streets Policy: Esco provided Council with a short statement for the proposed complete streets policy. Having a complete streets policy in place would allow for more grant opportunities. An opportunity for further feedback will occur at a future committee meeting before an ordinance is presented for adoption of the policy. c) ADA Transition Plan: The current budget includes an ADA transition plan which is funded through the Transportation Benefit District. Staff is moving forward with the plan and will be utilizing an on-call contract with Transportation Solutions, Inc. d) Introduction of New Hires: Esco provided photos of two new street crew staff and one Engineering Tech staff. 5. Traffic Safety Committee Topics – Esco Bell 6. Library Committee Update – Isaac Huffman a) New Library Apps: Isaac provided Council with information on two new library apps: RBDigital – This app replaces OneClickdigital and Zinio. The new platform will be easy for patrons to transition and provide an enhanced look. Libby, launched by Overdrive, makes it easy to borrow ebooks from libraries and enjoy them on a smartphone or other portable device. b) How Collection Development Works: Collection management is the systemic, efficient and economic stewardship of library resources. It helps the library to provide a collection that meets the appropriate needs of its patrons. The collection must be developed with an application of resources consistent with its relative importance to the mission of the library and the needs of its patrons. Collection management is defined as a process of information gathering, communication, coordination, policy formulation, evaluation, and planning. These processes, in turn, influence decisions about the acquisition, retention, and provision of access to information sources in support of the intellectual needs of a given library community. Collection development is a term representing the process of systematically building library collections to serve study, teaching, research, recreational, and other needs of library users. The process includes selection and deselection of current and retrospective materials, planning of coherent strategies for continuing acquisition, and evaluation of collections to ascertain how well they serve user needs. c) Quick Updates: • Two summer camp groups of more than 75 kids a week • Summer reading • Hoopla usage 7.
