Approval of Public Works Committee Minutes: Councilmember Hudson moved to approve the minutes from July 12, 2017; Seconded by Councilmember Molenaar; Carried by all. 2. Program Coordination Division – Blaine Chesterfield a) Stormwater Rate Study: On August 4, 2017, a kickoff meeting was held with FCS Group where data review and collection were provided and policy framework was discussed. Staff review meetings will be held in mid-September and tentatively brought to Council in time to meet 2018 budget process. b) Detention Pond Maintenance Update: The Washington Conservation Corp has worked on 18 ponds and one stream side planting project in 2017. Street crews have completed work on 138 ponds so far in 2017. It was noted that the seasonal staff has been instrumental in getting line trimming and weed work completed. c) GIS Mobile 311 Demonstration: Staff talked about GIS and how it supports the Mobile311 asset management system which was followed by a brief demonstration of how it works and it is helping crews to become more efficient in the field with the use of GIS for work orders and scheduled maintenance. d) Sand and Salt Storage Building Update: The components for the sand and salt storage building were received on July 5, 2017. The street crew is working to build the foundation and platform and work is nearly complete. August 9, 2017, Public Works / Library Committee Minutes Page 1 of 3 3. Project Updates – Mike Love a) Downtown Floodwall Protection: The levee for the Downtown Flood Protection project will be 95% complete by the end of the week and there is a concrete wall pour scheduled for next week. b) Section and Laventure Traffic Signal Construction: The supply of the signal poles for the Laventure and Section traffic signal has been delayed and installation is estimated to take place in early November. Staff is working with the contractor to try and accelerate the schedule. c) College Way Widening Under I-5: The City’s right-of-way agent for the College Way Widening under I-5 is working with adjacent property owners to purchase the needed property for the widening. The design is 90% complete and the engineering consultant is working on the construction sequencing plan and estimated schedule. 4. Public Works Director Comments – Esco Bell a) Freeway Drive Sewer Pump Station Restoration: Wastewater Division staff did a good job installing new pumps and piping at the Freeway Drive Sewer pump station to replace rusted out material. Crews had to work approximately 30-feet deep to accomplish the work and did a great job. b) ADA Transition Plant: Esco handed out a draft of the Scope of Work for consultant work toward developing a City ADA Transition Plan. Many ramps need to be modernized for size, width, slope and more. There are approximately 350 locations where the City doesn’t even have the required ADA ramps at all. c) Complete Streets Policy Feedback: Feedback was discussed about staffs proposed complete streets policy. d) BNSF Work: BNSF Railway has staged materials at the Kulshan Creek crossing in anticipation of installing a bridge at this location and installing needed steel piles for the City’s flood wall crossing near Freeway Drive. e) Capital Improvement Plan: Public hearing is under the regular council agenda. 5. Traffic Safety Committee Topics – Esco Bell & Mike Love a) Mike stated the signal heads at Gates and 1st Street would be removed on August 10th between 6:30 and 8:30 am. Library Committee Update – Isaac Huffman a) Programming Overview: Isaac Huffman updated Council about how library does programming and the events in store for the fall. He discussed programming for children, free events and activities, and classes for children. b) Information Services Overview: Discussed how the library provides information services and the plan ahead. It’s important to provide the community with the know how to find good information and how to navigate it. c) Highlights: Attendance for the Reptile Man from the last visit to the current visit nearly tripled with 697 in attendance. Isaac also provided brief updates on staffing, marketing and the summer reading program. 7.
