Approval of Public Works Committee Minutes: Councilmember Molenaar moved to approve the minutes from August 9, 2017; Seconded by Councilmember Lindquist; Carried by all. 2. Program Coordination Division – Esco Bell a) Surface Water Utility Rate Study: The consultant, FCS Group, has completed data collection and review as well as policy framework. They continue to make progress with technical analysis and a meeting is scheduled for September 19, 2017 for staff review. Following review a recommendation will be provided to Council for consideration. b) 2017 – 2019 Stormwater Capacity Grant: The city has received another Stormwater Capacity Grant of $50,000 from the Washington State Department of Ecology to assist in implementing National Pollutant Discharge Elimination System (NPDES) activities. 3. Project Updates – Esco Bell a) 2017 Street Improvements Project: The contractor, Lakeside Industries, is in the process of paving this year’s street improvement projects. All of 32nd, 33rd, and Eastwind are paved; 14th Street and Fowler Street will be completed by the end of the week; Division and Curtis will be completed next week. September 13, 2017, Public Works / Library Committee Minutes Page 1 of 3  b) Downtown Flood Protection Project: The floodwall project from Kincaid to the Wastewater Treatment Plant is ready for the upcoming flood season. The remaining items of construction in that segment will be completed before November. Work in the 70-foot section across the railroad tracks on has begun and work is expected to be complete in the next few months. c) College Way Widening Under I-5: Design work is 90% complete while Right-of-way acquisition for this project is on-going. This project is expected to bed this fall and be constructed over an eight month period next year beginning in March or April 2018. 4. Public Works Director Comments – Esco Bell a) Propose New Paver in 2017: Staff proposed purchasing a new paving machine in this year’s budget. Council requested staff come back with estimations for the number of projects that could have been completed utilizing a paver and put some cost/savings to it. b) Waste Management Services Contract Extension: Staff will be requesting council execute the final 3-year extension with Waste Management for curbside recycling services. The contract allows for this extension with mutual consent of parties. Waste Management has proposed a $2.28 per resident increase as their requirement for an extension (increase from $169.10 to $233.31 per ton). The current contract expires on March 31, 2018. The deadline for contract extension notice is September 30, 2017. In 2019 the City will do a detailed analysis and consider taking over service beginning in 2021. c) Consultant Services: • Riverside Drive and College Way Corridor Signal Upgrade Staff is recommending the City move forward with Transportation Solutions, Inc., for design work to upgrade signals on Riverside Drive and College Way. • College Way and 30th Street Signal Project Staff is recommending the City move forward with Reichhardt & Ebe Engineering, for design work to install a signal at the College Way and 30th Street intersection. Design work is expected to begin as soon as feasible with construction in 2018. September 13, 2017, Public Works / Library Committee Minutes Page 2 of 3  d) FEMA Conditional Letter of Map Revision Steps to Letter of Map Revision: Staff discussed the steps that will be needed to modify FEMA’s flood maps once the Downtown Flood Protection Project is complete. • Finish construction of flood protection (Kincaid to WWTP & BNSF Crossing) • Document and certify entire project • Work with FEMA to address whatever further documentation, information and analysis may be required to provide acceptable Letter of Map Revision (LOMR). 5. Traffic Safety Committee Topics – Esco Bell a) Recent Traffic Statistics – N 21st Street Speed Results: Esco presented speed data police recently gathered for N 21st Street between Cascade Street and Fir Street. The study showed that speeds were in the 85th percentile which equals 22 mph. Average speed equals 17.7 mph. Councilmember Hudson noted she would like to have the Traffic Safety Committee review a speed reduction on N 21st Street between Division and Cascade Streets. 6. Library Committee Update – Isaac Huffman Due to a late start to meeting the Library Committee update was moved to be the last item on the regular Council Agenda. 7.
