Approval of Public Works Committee Minutes: Councilmember Molenaar moved to approve the minutes from October 11, 2017; Seconded by Councilmember Lindquist; Carried by all. 2. Program Coordination Division – Blaine Chesterfield a) 2017 – 2019 Stormwater Capacity Grant Agreement: The city has been awarded a capacity grant of $50,000 from the State Department of Ecology to be used for the National Pollutant Discharge Elimination System permit implementation. The effective dates of the agreement are July 1, 2017 through March 31, 2019; the agreement will be on Council agenda tonight for consideration. b) Stormwater Utility Rate Discussion: Committee discussed Surface Water Utility rates which have not been increased since 1999. Staff is looking at the best solution to adjust rates to meet stormwater infrastructures needs; a picture was shown with current CIP projects. One option was to adopt a rate of $11.09 with a Consumer Price Index (CPI) beginning in 2019. The second option is a phase-in option. Though the phase-in option will defer some CIP projects, Committee feedback requested a phase-in process beginning at $10, $11, and $12, with a CPI starting in 2021. The budget that Council will be potentially passing later tonight already reflects the phase-in option. A public hearing will be scheduled before the end of the year. Additionally, Staff recommended reviewing the stormwater utility rates every five years. c) Stoplog Storage Containers: The City is acquiring flood wall stop log storage containers. Six containers were purchased in 2014. An additional eight have since been ordered; three arrived on October 27, 2017 and two are scheduled to arrive on November 9, 2017. Project Updates – Mike Love a) Downtown Flood Protection Project: The downtown flood protection project with Interwest Construction is nearly complete and should be open to the public on Friday, November 10, 2017. BNSF railroad has agreed to construct a portion of the flood protection project across the railroad property. Within the next few weeks the railroad will be installing a sheet pile wall adjacent to I-5. The wall will be constructed parallel to the railroad tracks. BNSF will complete the sub excavation work and Interwest Construction will possibly complete the concrete and rebar. The wall must be built to 2.5 feet above the 100 year flood level Photos of progress on the south end of the wall were shown; handrails are complete, parking lot done and striped. There will be a gate installed at Commercial Cold Storage showing private property at this time. b) College Way and 30th Street Professional Services Agreement: Staff discussed selection of Reichhardt & Ebe Engineering for the design of College Way and 30th Street traffic signal. An RFQ was posted with 6 consultants responding and two interviewed. The project includes Federal Highways funding and Reichhardt & Ebe has the experience to follow the Federal guidelines. c) College Way and 30th Street – WSDOT Preliminary Engineering Agreement: Consideration of the consultant contract and a grant funding contract with WA State Department of Transportation are on the council agenda this evening. A grant agreement with the State will be required in order for Federal Highways to obligate the funds for design. This project is grant funded at 100% without a city match; there is $850,000 funding available for the project. d) Laventure and Section Signal Project: Colacurcio Construction is working on the signal pole bases at the Laventure and Section intersection. The signal controller for this project is currently being tested by WSDOT in Tumwater with an anticipated installation before year end. In the next few weeks a video detection system will be installed at Laventure and Division Street. 4. Public Works Director Comments – Esco Bell a) FEMA Conditional Letter of Map Revision/ Letter of Map Revision (CLOMR/LOMR): Staff briefly discussed professional services that will be needed to get FEMA’s Letter of Map Revision upon completion of the City’s Downtown Flood Protection Project. Current sequence of events are as follows; finish construction, complete as-built drawings, and certify the entire project (Reichhardt & Ebe plus Albert Liou). Documents should be submitted to FEMA in January 2018 provided the railroad crossing segment of the floodwall is completed by the end of the year as expected. November 8, 2017, Public Works Committee Minutes Page 2 of 3  b) Proposed Paver: Staff presented further information about possibly purchasing a paver in 2017’s budget. The paver will allow city crews to perform quality spot repairs of pavements creating an overall savings compared to hiring contractors as well as adding tremendous flexibility for the City in maintaining its pavements. Council consensus was that the need has been established and Staff should move forward with the purchase. 5. Budget Discussion Doug reviewed the TBD funding of expenses in the 2018 Budget: The total of $1.4 million expenses is not changed, but the changes included a reduction in the transfer to Streets and increases in the projects associated with ADA Sidewalk Transition Program and the annual roadway overlay program. There was an offsetting transfer to Streets from the REET II fund. The Mayor indicated that she would be traveling to Washington D.C. with representatives of local boat building companies. Councilmember Fiedler indicated that he would like to see some kind of action taken at the Council meeting to memorialize the fact that Council would like to commit funding to Skagit Community Action Agency for their capital project fund. Peter indicated that there may be special conditions that have to be met as part of the CDBG funding process and he is investigating.
