Development Services Committee Meeting
Minutes from November 15, 2017
Chairperson Dale Ragan called the meeting to order at 6:00 pm. Present were Council members
Mark Hulst, Joe Lindquist, Bob Fiedler, Mary Hudson, Gary Molenaar, Ken Quam and Mayor Jill
Boudreau. Staff members present were Senior Planner Rebecca Lowell, City Attorney Kevin Rogerson,
and Community & Economical Director Chris Phillips
Ms. Hudson moved, second by Mr. Fiedler, to approve the minutes from the October 18, 2017
committee meeting.
Cannabis Transportation Businesses, CA17-006:
Mrs. Lowell gave an overview of the City’s process to develop regulations for medical and recreational
marijuana. As of June 18, 2016 a new proposal came in for marijuana transportation license. Mrs.
Lowell continued to explain that WAC 314-55-410 allows for a transportation license allows the licensee
to physically transport of deliver marijuana, marijuana concentrates, and marijuana-infused products
between licensed marijuana businesses within Washington State. In closing, Mrs. Lowell informed the
Council that the interim regulations for transporting marijuana will be treated the same as other
marijuana uses.
Upcoming City Council/Planning Commission Calendar/Project Updates:
Mrs. Lowell then briefed the Council on upcoming meeting/hearing topics for November and December.
She explained the specific work programs pertaining to Adult Entertainment (Ordinance No. 3714),
Permanent Supportive Housing (Ordinance No. 3712), Floodplain Regulations (Ordinance No. 3709),
Homeless Encampments (Ordinance 3707/3710), Downtown Design Standards, Marijuana Transporters
(Ordinance 3713/3720), South Kincaid Subarea, Affordable Housing Drs, and Comp Plan Updates and
amendments for site specific and the transportation element.
Mrs. Lowell then provided an overview of current projects that have been completed or are close to
completion such as Harbor Freight Tools, PUD Water Tank, Division and Waugh Road Roundabout and
the Woodside Clubhouse along with civil improvements for Woodside Div. 3-5.
Mr. Phillips announced that the first permit system meeting with Paladin will be held November 27,
2017.
Homeless Encampments Code, CA17-002:
Mrs. Lowell briefed the Council on the process that took place to establish Ordinance’s 3707, 3710 and
3721 regulating an interim Homeless Encampment ordinance. She explained that more meetings will
be scheduled over the next several months to establish permanent regulations.
There being no further business the Development Services Committee meeting was adjourned.
