Public Works Committee Meeting December 13, 2017 Attendees Present: Mayor Boudreau Council Members: Fiedler, Hudson, Lindquist, Molenaar, Quam, Ragan Staff Members: Public Works – Bell, Chesterfield, Love; Human Resources – Bartlett, Information Services – Kleppe, Library – Huffman; City Attorney – Rogerson; Police Chief – Dodd; Project Development Manager – Donovan; Finance – Volesky 1. Approval of Public Works Committee Minutes: Councilmember Lindquist moved to approve the minutes from November 8, 2017; Seconded by Councilmember Hudson; Carried by all. 2. Program Coordination Division – Blaine Chesterfield a) Drainage Facility Maintenance Update: Washington Conservation Corp cleaned out 29 stormwater facilities during the seven weeks they were able to work for the City. They were contracted to work ten weeks but were unable to provide the remaining three weeks of work due to other priorities. The work they provide is completed entirely with the use of hand tools and they did a great job. Public Works inspected 157 drainage facilities. This work was completed with engineering, streets and collection staff. Street staff maintained 155 drainage facilities. This is the highest level of work completed since 2008 and the facilities inspected and maintained continue to ramp up. b) Thanksgiving Day Flood Report: The floodwall installation began at 6:00 am, November 23, 2017, on Thanksgiving Day, It took staff approximately 12 – 13 hours to complete the installation with a crew of nine staff. The river crested in Concrete at 34.7 feet on the 23rd and crested in Mount Vernon at 33.15 feet at Riverside at 6:30 am on the November 24, 2017. The floodwall was assembled at the 100 year flood level as a precaution and allowed staff to fully assemble the wall to see how long it would take if needed. The water level December 13, 2017, Public Works Committee Minutes Page 1 of 5  did get within 6-inches to 1-foot along the wall at Commercial Cold Storage just south of Kincaid. There was also some water over Hoag Road as well. Some water did get under the wall, but all-in-all the wall performed as expected. Staff will be looking at ways to improve water retention along the wall in future events, possibly using neoprene along the bottom of it. There was never a concern about the amount of water coming through the wall. The Streets Crew did an outstanding job. Both the fire and police staff monitored the wall throughout the weekend. City staff also maintained communication with Dike Districts 3 and 17 during the flood event. Staff will also be looking at ways to manage the log boom during these events as they tend to get caught up in the concrete pillars. Debris itself does not seem to be a problem. c) Salt and Sand Storage Update: Last week the street crew pulled the cover over the trusses of the new salt and sand storage structure and the sand and salt was moved in. The project cost was a little higher than expected and a budget amendment is on the Council this evening. The new structure will save the City $800 a month in rental costs and the return on investment will take approximately 5.25 years. 3. Project Updates – Mike Love a) College Way and Riverside Drive Signal Corridor Improvement: Staff will be asking Council to approve a Professional Services Agreement for design with Transportation Solutions, Inc., in the amount of $200,000 during tonight’s council meeting. The agreement is for design work necessary to improve the College Way and the Riverside Drive corridors. This would include flashing yellow left turn arrows, ADA upgrades, and LED lighting. In addition, staff will be asking Council to approve an agreement with the Washington State Department of Transportation (WSDOT), in the amount of $205,000 during tonight’s council meeting. This agreement is necessary for WSDOT to obligate the funds to pay for the project. The City has grant money funded by FHWA. The funds are 100% and do not require the City to match funds. The total amount available is $1,229,700 for the project. December 13, 2017, Public Works Committee Minutes Page 2 of 5  b) Laventure Road and Section Street Signal: The signal at Laventure and Section is installed and fully functioning. Mike Love observed the signal and noted that it is working well, crossing guards and children are adjusting nicely. Though traffic volumes are essentially the same, delays appear to have decreased with the signal. Council inquired about having a dedicated left turn at this location. It was noted a dedicated left turn was not typical until higher traffic volumes were met. c) Sewer and Storm Restoration Work: The work on the sewer and storm restoration is about 50% complete. There were two night closures on College Way with this work and there will be one more next week. d) 2017 Curb Ramp Improvements: The work for the 2017 Curb Ramp Improvements is approximately 80% complete. The City is upgrading ADA compliance with its curb ramps in conjunction with the street improvements taking place each year. The bid for this work was $256,000. e) 2017 Utility Grade Adjustment Project Acceptance: Staff will be asking Council to accept work completed by Durnford Construction on the 2017 Utility Grade Adjustment project. This work included adjustment of 27 manholes, two storm grates, and two survey monuments. This project was bid at $54,438 with a final amount of $56,794. 4. Public Works Director Comments – Esco Bell a) Comp Plan Transportation Element (Opportunity for Questions): There were no questions. b) Budget Amendments (Opportunity for Questions): There were no questions. 5. Library Committee Topics – Isaac Huffman a) Programming Update: Isaac welcomed the addition of Callie Shoemaker, the new Youth Services Assistant. She has become a great asset to the Library and is doing a great job. December 13, 2017, Public Works Committee Minutes Page 3 of 5  Isaac also brief council on the following topics that worked well in the Library: • Firefighter Storytime – Well attended with over 50 attendees. Kids learned about smoke detectors and much more. Hope to have more of these hosting other departments. • Pajama Storytime – Well attend with over 40 attendees • Lego Mindstorms – a Coding Camp from the State library. Kids build small robots from Legos that are programmable. It’s techy and fun. • Christmas Parade Float – Great float this year with lots of volunteer support. Was fun and interesting. • Bread Lab – Adult programming. Well attended and will reconfigure space to allow for more participation. • Disaster Preparedness – Seems to be a subject people are interested in and will do more of this in the coming months. • Winter Music –the Slavic Gospel Youth Choir performed traditional Russian and Ukrainian Christmas songs and shared stories about their holiday traditions. They were fantastic and it was well attended. • Print & Wi-Fi Upgrade – Have a new printer with Wi-Fi allowing much easier printing capabilities and an attached coin box freeing up staff from having to spend as much time processing small purchases. • New Kids Computers – The computers for the kids were old and outdated. The new one is much better with more than 30 apps, STEM classes, bilingual presentations, etc. It has been a great asset and the library has received $300 in donations to upgrade the other computer as well. b) BLUEcloud Analytics: The library has added BLUEcloud Analytics allowing for more powerful visualizations, making it easier to find information, and flexible reporting. A new gate counter was added which has allowed for much more accurate gate counts for patrons entering and exiting the library. c) December Highlights: The City shop staff cleaned up and created Santa’s Mailbox. It turned out really nice and is a great tie-in to the upcoming Santa Storytime. December 13, 2017, Public Works Committee Minutes Page 4 of 5 6. Miscellaneous/ For the Good of the Order a) Councilmember Gary Molenaar, noted he has received many concerns regarding the light at the bottom of Lincoln Hill when getting off the freeway and speed issues. He also noted the traffic signal would not work after 10:00 pm. Staff noted they would discuss the concerns with WSDOT as this signal is owned and operated by them.
