Development Services Committee Meeting
Minutes from February 21, 2018
Chairperson Mary Hudson called the meeting to order at 6:00 p.m. Present were Council members
Melissa Beaton, Mark Hulst, Iris Carias, Gary Molenaar, Richard Brocksmith and Mayor Jill Boudreau.
Staff members present were Development Services Director Chris Phillips, Senior Planner Rebecca
Lowell, Library Director Isaac Huffman, Parks and Rec Director Bill King, Police Chief Jerry Dodd and
Project Development Manager Peter Donovan.
Minutes:
Mr. Hulst moved, second by Mr. Molenaar, to approve the minutes from January 17, 2018 as presented.
Motion carried.
Mayor Boudreau spoke briefly about the Trailblazers and the Parks Foundation.
Development Services Department 2017 Year in Review:
Mrs. Lowell provided a detailed report of the activity in the Development Services Department during
2017. The report included residential and commercial building permits, land use projects, code
amendments and code enforcement cases completed during the year. The report also provided history,
comparisons and averages.
Affordable Housing Code Amendments Update:
Mr. Phillips provided an overview of the tasks completed by the planning consultant, Berk, hired to
assist the City with the affordable housing code. Updates of tasks completed will be provided monthly at
Development Services committee meetings. Planning Commission and City Council will be briefed on the
code amendments in May. Comments and changes can occur during the briefings. Public hearings are
anticipated in June. Regarding reduction of impact fees and in-lieu of fees for affordable housing, staff
will not incorporate these into the affordable housing code amendment. Mayor Boudreau
recommended providing better accessibility to the information the City currently has available.
South Kincaid Sub-Area Plan Update:
Mr. Phillips briefed Council on the tasks completed and future dates for public hearings. A joint public
meeting with Planning Commission, City Council and the Citizens Advisory Committee is scheduled for
early April. Mrs. Lowell added there is a possibility of dividing the sub-area plan due to the impending
development.
Miscellaneous:
Skagit County Community Action is requesting $50,000.00 to re-locate to another facility.
Mayor Boudreau recommends Council visiting a homeless shelter prior to decision on whether or not to
allow children in homeless shelters.
Mayor Boudreau provided a brief overview of the Mayors Forum she attended in Olympia.
There being no further business the meeting adjourned.
