Mount Vernon Finance Committee Parks & Enrichment Committee Minutes February 28, 2018 Present: Councilmembers Beaton, Brocksmith, Carías, Hudson, Hulst and Molenaar Staff present: Doug Volesky, Kevin Rogerson, Police Chief Dodd, Peter Donovan, Bill King, Chris Phillips 1) Minutes from January 2018 were approved. 2) Finance Department a. Proposed Recycling Cart Fees - Doug discussed the proposed increase to residential recycle collection rates. He reviewed history and the agreement with Waste Management. The current residential rate is $3.45 per month; the proposed rate is $5.68 per month b. Parks Projects 2017 Carry-Over Budget Amendment – This budget amendment does not change the fund balance it is necessary to bring forward unfinished projects from 2017. c. Property Tax Discussion - 2018 Property Tax statements were discussed and clarification of increases include property values and the public schools state levy increase. d. HVAC Repair/Replacement Discussion, City Hall/Police Court Campus – Chris reviewed the Facility Maintenance Management plan for city facilities. He reviewed the emergency facilities requests for the City Hall and the Police Court Campus HVAC systems totaling $192,000. REET I will fund these repairs. e. Equipment Rental and Reserve Fund Overview – tabled until next month f. Sales/TBD Tax Update - Sales tax is slightly up .42%. The TBD revenue began in June of 2017. 3) Parks & Enrichment Services Department: a. Pacific Quarry Status Update – The Pacific Quarry mining contract expires June 2018. Bill reviewed the history of the quarry mining operations. He then reviewed three options for future contract terms. Staff recommends Option B which expands the floor size to 13.6 acres. Reclamation requirements and responsibilities were discussed. Council is in favor of option B which expands the floor size to 13.6 acres. b. Silver Arrow Bowman Contract –Changes include modification to the north/south boundary, non-exclusive use of access road and exclusive use of administrative area. These are all in relation to the agreement with Pacific Quarry. c. Hillcrest BBQ Pavilion Project is complete and a ribbon cutting ceremony will take place soon. City of Mount Vernon Finance Committee February 28, 2018 Page 2 4) Miscellaneous – Mayor Boudreau asked Council if they would agree to placing standard contract renewals on the consent agenda; Council is in favor of this procedural change.
