Mount Vernon City Council Committee of the Whole May 30, 2018 Present: City of Mount Vernon: Mayor Boudreau, Councilmembers Beaton, Brocksmith, Carías, Hudson, Hulst, Lindquist and Molenaar Staff Present: City Attorney Rogerson, Finance Director Volesky, Finance Office Manager Jensen, Library Director Huffman, Parks and Enrichment Services Director King, Police Chief Dodd, Project Development Manager Donovan and Development Services Director Phillips 1. Public Records Act Policy briefing: Mr. Rogerson reviewed the draft public records policy and the current Public Records Act compliance changes. Ms. Jensen provided a brief overview of the public records processes and requirements. 2. Update on Library/Community Center/Parking project feasibility study: Mayor Boudreau shared information on the proposed library/Community Center/Parking feasibility study including drawings of facility layout options as well as cost and funding. Mr. Huffman discussed focus group meetings and results. 3. General Facilities funding discussion: Mr. Volesky discussed creating a Facility Maintenance and Renewal Fund. This fund would provide facility management and creates a proactive versus reactive approach to building maintenance and includes operation and capital funding. 4. Problem Elimination & Reduction Team (PERT) update: Mayor Boudreau explained that the PERT group is comprised of staff from various City departments to respond to community complaints of aggressive behavior, public health concerns and criminal activity. Thirteen issues and their objectives, actions taken, timeframe, staff assigned, financial and staff time implications, progress notes and outcomes were discussed. 5. Voting Rights Act work plan: Mayor Boudreau and Mr. Rogerson reviewed the WA Voting Rights Act and possible action to be taken. This topic will be discussed during the upcoming Council retreat. 6.
